Organization

3IS is an international non-profit organization that provides information management services to humanitarian and development organizations, enabling partners to make informed decisions that ultimately deliver high-quality, targeted assistance to the world’s most vulnerable populations. 3IS transforms data into information and creates knowledge for decision-makers operating in conflict, disaster, post-disaster, and recovery environments, as well as other complex emergency and development contexts.

Context

The main objective of this project is to strengthen coordination among humanitarian actors through the analysis, evaluation, and provision of synergistic information management services. This initiative will promote information sharing among humanitarian actors to improve decision-making and optimize response capacity.

EVIDEM organizations will share their experiences, knowledge, and lessons learned to achieve this goal. The proposed activities, along with the expertise of each organization in the consortium, not only complement each other but also align with Flagship Initiative 1, establishing a collective coordination structure for information management to serve humanitarian organizations. This will facilitate a people-centered approach, ensuring that their priorities, needs, and capacities are at the heart of all actions.

Leveraging its expertise in humanitarian coordination mechanisms and capacity building in information management, 3iS seeks to strengthen and empower humanitarian partners, enabling them to leverage and optimize tools, technologies, platforms, and best practices in information management to respond more effectively to humanitarian crises.

Description of Services

The individual providing these services will be responsible for the design, analysis, and presentation of territorial information management products to support strategic decision-making in the humanitarian field. They will be responsible for organizing the collection, processing, and analysis of data, ensuring that the products are accurate, accessible, and understandable for both general and specialized audiences. Furthermore, they will interact with various sectors and humanitarian organizations at the local and national levels in Venezuela, ensuring an adequate flow of information and promoting innovative methodologies that improve the quality and impact of the analyses.

Additionally, it will support the relationship with Venezuelan civil society organizations, guaranteeing the ethical and accessible use of technologies, the confidentiality of information, promoting the identification of gaps in mentoring processes through qualitative and quantitative analysis; the contribution to technical reports incorporating visualizations or AI-assisted analysis; the support of awareness and digital literacy processes; and participation in participatory monitoring and systematization of experiences, keeping updated content and progress of the localization and capacity-building strategy in Venezuela.

A. Specific activities:

  1. Planning and Coordination
  • Develop a work plan, in coordination with the Venezuelan national coordination team, that addresses the information requests and requirements of local information groups and is relevant to actors within the humanitarian architecture. The final list of deliverables will be created based on this plan and in accordance with the established needs. Potential deliverables include infographics, dashboards, presentations, newsletters, and/or information systems, developed in collaboration with the 3iS team.
  • Participate in meetings convened with 3iS’s strategic partners and the EVIDEM consortium when required in order to coordinate and plan the required information products and services.
  • To act as a liaison between humanitarian partners, at the local and national levels, and international organizations to facilitate data exchange and ensure consistency in information management.
  • Identifying gaps in mentoring and support processes: including the analysis of qualitative and quantitative data with the support of digital tools.
  • Raising awareness about the use of AI in community contexts: supporting digital literacy processes and ethical reflection.
  • Support in updating internal and external content relevant to process monitoring and communication of strategy progress.
  • Build information products requested by local organizations as part of the localization strategy and in support of EVIDESK requests as required.
  1. Information Collection, Processing and Analysis
  • Compile, clean, process and analyze information from existing databases or databases created specifically at the request of local information groups or other strategic partners of the humanitarian architecture in Venezuela.
  • Identify and manage information exchange flows with key stakeholders.
  • Apply innovative methodologies, including artificial intelligence, to improve the processes of information analysis and visualization.
  1. Support and Monitoring of Partner Capacity Building
  • Provide technical support and continuous monitoring to partners during training development, in order to ensure the appropriation of knowledge and the effective installation of capacities in the organizations.
  • To serve as a technical focal point for addressing and resolving questions related to any of the modules, ensuring coherent, timely, and technically correct answers.
  1. Development and Presentation of Information Products
  • Contribute to the preparation of narrative and technical reports: incorporating visualizations, automated syntheses or AI-assisted analysis when relevant to facilitate the interpretation of the data.
  • Prepare analyses on humanitarian needs, monitor the response and operational capacity of the organizations involved, from a national and territorial perspective
  • Generate information products related to the requirements of different local information groups
  • Present information products at meetings with key stakeholders
  • Communication with local and community organizations: promoting the ethical, confidential and accessible use of digital technologies and artificial intelligence.
  1. Monitoring and Evaluation
  • Record and validate key performance indicators.
  • Ensure the timely delivery of information products according to the agreed work schedule, which must correspond to the requests received from EVIDESK.
  • Prepare monthly progress reports with statistical analysis and strategic recommendations.
  • Contribute to the development and strengthening of evaluation strategies.
  • Contribute to participatory monitoring processes and systematization of experiences, with the possibility of integrating AI-based solutions for trend or pattern analysis.
  1. Cross-cutting activities:
  • Prepare the work plan and promptly communicate its progress, difficulties and challenges to the reference person for this contract.
  • Attend regular and monitoring meetings with key stakeholders.
  • Prepare monthly progress reports.
  • Guarantee the timely delivery of products.
  • Participate in cross-cutting groups in a timely manner.
  • Contribute to the organization’s knowledge management strategy and to strengthening internal knowledge about the use of statistics and AI in data management.

MINIMUM QUALIFICATIONS:

Education

Professional with a university degree in Social Work, Anthropology, Sociology, Social Psychology, Social Communication, Community Education, Economics, Statistics, or related fields. Additional training or demonstrable experience in the following areas is desirable: Artificial intelligence applied to social or educational processes; Communication for development; Participatory methodologies; Social project management; Human rights, differential approach, or interculturality.

Experience

To be eligible, the person applying for this position must have at least 3 years of experience in activities similar to those mentioned herein.

  • Experience in the humanitarian sector.
  • Experience in coordinating and working with people from diverse organizations.
  • Experience in writing technical reports and documents.
  • Experience in the analysis and acquisition of primary and secondary information, as well as in the management of information systems.
  • Experience in processing and visualizing information.
  • Experience in the practical application of artificial intelligence tools in social, educational or information analysis processes (e.g., use of AI for text analysis, data visualization, task automation, among others).
  • Participation in projects with a focus on rights, inclusion, gender or interculturality.
  • Proven knowledge of humanitarian architecture and work with local and/or national organizations in Venezuela.

Technical Skills

  • Knowledge of data analysis tools (SPSS, SAS, STATA, R, or any other relevant statistical package).
  • Knowledge of data visualization packages.
  • Advanced proficiency in Microsoft Office, with special emphasis on Excel.
  • Ability to work based on objectives and compliance with standards through management indicators.
  • Facilitation of participatory processes.
  • Experience in Social Communication, community work, territorial development or social management.
  • Proficiency in digital tools: Word, Excel, PowerPoint, Canva, collaborative platforms.
  • Applied knowledge in artificial intelligence:
  • Use of generative AI tools (text, image, data).
  • Basic understanding of ethical principles of AI in social contexts.
  • Ability to adapt AI solutions to the needs of communities or local organizations.
  • Clear, contextual, and strategic writing.
  • Organization and monitoring of tasks.

Languages

Fluency in Spanish (spoken and written) is required, as well as intermediate knowledge of English (spoken and written).
