Advisor/Senior advisor Institutional Partnerships – EU At Norwegian Red Cross

This position is placed in the Finance and Grants Unit in the International Programmes and Preparedness Department of the Norwegian Red Cross in Oslo. The Finance and Grants Unit is responsible for managing institutional partnerships and grants for the international work, in addition to ensuring compliance towards donors requirements.

The Norwegian Red Cross manages funding from different back donors, and we have an ambition to diversify and increase our funding base. We currently manage some EU-funds, and wish to widen our expertise in this area. We therefore seek a person who can help us assess possibilities and scope of our new institutional and non-governmental funding sources, especially EU-related funding. The position entails maintaining the relationship and dialogue with Eu funding mechanisms, as well as exploring other possible sources of funding for the Norwegian Red Cross international work.

Duties and responsibilities

  • Guide the organizationon strategic choices when it comes to possible funding opportunities (mostly ECHO, but also INTPA/ NEAR)
  • Be the main focal point for the Norwegian Red Cross towards the Red Cross EU office in Brussels.
  • Connect and coordinate with other EU National Societies on EU issues
  • Oversee and quality assure the strategic dialogue with relevant EU institutions, and facilitate for good communication and collaboration with relevant EU funding mechanisms, mostly through the Red Cross EU office.
  • Manage and coordinate the implementation of the roll-out of the ECHO-IFRC Pilot Programmatic Partnership (incl. support to results reporting, donor requirements compliance and financial management)
  • Coordinate new HIP applications and manage upcoming new Partnership Agreements with EU institutions or other relevant donors on an overall level.
  • Be updated on EU policy development and grants requirements and advise the organization as needed.
  • Coordinate audit processes of ECHO, and follow up recommendations on improvement areas.
  • Final QA and submission of applications and reports.
  • Provide guidance to field on application/reporting requirements and liaison with EU institutions.
  • Support the implementation of new funding requirements for NorCross internal financial and reporting systems
  • Coordinate training/capacity building opportunities for relevant staff at national office or in the field.
  • Contribute to NorCross Annual International Result Report with a special focus on visualizing EU-funded results.
  • Represent the Norwegian Red Cross in relevant meetings and fora in Norway and internationally

Qualifications

  • Thorough understanding of and experience with working with EU funding mechanisms (especially ECHO and/ or NEAR/ INTPA)
  • University degree in relevant field
  • 4 years relevant work experience, in fields such as humanitarian/development assistance, fundraising, results-based management, project management, research, advocacy and humanitarian diplomacy.
  • Relevant experience can compensate for lack of formal training.
  • Financial management/administrative experience experience with strategic (donor) relationship management/ results and project management

  • Fluency in English and working level of Norwegian (B2-Bergenstest) after 12 months. Other languages are an asset.
