Organizational context
ECPAT International is a global network of organizations working together to eliminate child sexual exploitation (CSE) in all its forms, including: child prostitution, online and technology-facilitated sexual exploitation, the sale and trafficking of children for sexual purposes, child sexual exploitation in travel and tourism, and certain forms of child, early, and forced marriage. The ECPAT network currently has 142 member organizations operating at the national and local levels in 115 countries.
ECPAT International, based in Bangkok, Thailand, coordinates all of the organization’s global work. It designs and implements programs at the global and regional levels, conducts programming, advocacy and research activities, and facilitates various initiatives within the network.
Project context
Through its Together project, ECPAT aims to strengthen the protection of children against sexual exploitation and violence in several target countries, using a multi-sectoral and evidence-based approach. It is structured around three main pillars: knowledge production, capacity building for national and regional actors, and influencing policies and practices through structured advocacy.
The project will contribute to strengthening and sustaining the knowledge and skills needed to produce evidence for advocacy and policy influence, addressing the evolving issue of child sexual exploitation among civil society organizations in four countries and at the regional level in West Africa. It will build the capacity of a movement of civil society actors, as well as government and private sector stakeholders, to work together with children, families, and communities to drive positive change in policies and practices. The project also aims to integrate sustainable capacities to eliminate sexual exploitation in contexts where girls and boys are particularly vulnerable to sexual exploitation and abuse.
Phase 2 of the project will continue to be implemented in Burkina Faso, Guinea, and Niger , and now also in Mauritania. The humanitarian challenges in the region largely guided the selection of countries for this new phase. Through a renewed partnership between ECPAT International and its member organizations in these countries, Ensemble 2 will cover the following activities, among others: the implementation of advocacy campaigns and other initiatives through the development of research-based advocacy plans at the national and regional levels, including national consultations, dissemination of messages to diverse audiences, and engagement with policymakers, the private sector, and community leaders.
In this context, a consultant will be recruited to support these efforts and ensure the strategic implementation of the project’s advocacy activities.
Objective of the consultancy
This consultancy will aim to identify opportunities to strengthen advocacy for the prevention of and response to child sexual exploitation (CSE), based on existing research findings, and to produce practical tools to enable ECPAT International members to develop their national advocacy plans. More specifically, the objectives include:
1. Support for advocacy at the regional level:
- Develop the regional advocacy strategy, aligned with ECPAT International’s priorities and based on research findings and regional contexts;
- Analyze and synthesize available evidence to identify policy issues and gaps and translate them into advocacy messages, strategic positions and recommendations tailored to different target audiences (political decision-makers, regional institutions, key partners).
- Identify key political opportunities and regional platforms, and relevant strategic actors to influence policies and practices
2. Develop a practical guide and advocacy tools:
- Develop a practical advocacy guide for ECPAT International and its member organizations, offering a structured and operational approach to advocacy adapted to the region.
- Develop tools and resources that can be adapted by ECPAT International and its members, such as policy analysis frameworks, advocacy planning tools, key messenger models and position papers, and advocacy action monitoring tools. It is essential that these tools be flexible, contextualizable, and usable at different levels (national, regional, international).
3. Strengthen the capacities of national partners
- Supporting members and partner organizations in developing national advocacy plans and implementing influence actions.
- Provide targeted technical support for prioritizing advocacy objectives, identifying targets, and planning influence actions.
- Strengthening the capacity of partners to implement their advocacy actions, in particular through coaching sessions, methodological support or workshops (online or in person).
- Supporting the implementation and monitoring of advocacy actions, by promoting alignment between national and regional levels.
Calendar
The assignment will be carried out between January and September 2026. A detailed work plan and schedule will be defined and validated with the Consultant at the start of the assignment. The workload is estimated at approximately 25 working days .
- Analysis and synthesis of evidence, identification of issues, gaps, and key stakeholders by January 15th
- Development of a training plan and capacity building for members
- Facilitating advocacy sessions and co-developing advocacy plans – January 27-29
- Facilitation of 3 online sessions between February 10th and March 1st
- Development of the regional advocacy strategy by March 1, 2026
- Development of practical tools/resources : on advocacy areas, target audiences and messages : by February 28th
- Support for national advocacy plans: — ongoing until the end of June
- Review and finalization of national plans and advocacy tools (integration of comments)Â :Â by June 30
Desired profile
- Master’s degree in political science, international relations, law, international development or equivalent.
- Additional training in human rights or child protection is appreciated.
- 5 to 7 years of experience in advocacy or political influence in the field of human rights, preferably children’s rights.
- Proven experience in developing practical tools and advocacy guides
- Excellent analytical and writing skills.
- Commitment to child protection and safeguarding principles.
- Experience in capacity building
- Experience in protection or human rights programs.
- Excellent writing skills.
- Fluency in French; English preferred.
Additional information
This is a fourth remote work position, for which the consultant will use their own equipment and communication tools. The consultant must be available for online meetings (West African time zones) and in-person workshops.
