Video animation production for the campaign in Iraq: 16 days of activism against GBV

- Background
The international campaign of 16 days of activism, is linking the violence against women and human rights and emphasize that gender-based violence against women is a violation of human rights; the campaign takes place annually from November 25, the International Day Against Violence Against Women to December 10, International Human Rights Day.
In Iraq, Oxfam is working on gender justice, pursuing the strategic goals of eliminating GBV, enabling the Women’s Peace and Security agenda and supporting Women’s Economic Empowerment. Throughout this strategy Oxfam aims to amplify women’s voices,
In this perspective Oxfam in Iraq is planning to conduct social and traditional media engagement for its upcoming campaign under the 16 Days of Activism against GBV. As part of this engagement Oxfam in Iraq is looking for a consultant (individual, team or firm) for video animation production.
- Purpose and objectives
Oxfam intends to release a 2–3-minute video animation production to highlight (re)prioritizing gender equality during and after conflict and and crises, increasing women’s participation in peace and security and amplifying women’s voices to denounce GBV and inequality in the continuum before, during and after crises.
The video will aim at conveying the message to a broad public and non-specialised audience in Iraq. Its main objective and message will be to draw attention to the need to improve gender equality as central to sustainable crisis and conflict resolution and peace, when too often it is sidelined, seen irrelevant and neglected or rejected. More precisely its specific objectives will be to convey clear messages on women’s rights as human rights and inherent to peace; on women’s participation as a right and the means to ensure the protection of women’s rights and beyond, sustainable crisis and conflict resolution and peace; on the enduring urgency and necessity to end gender-based violence and its lasting effects before, during and after crises that undermine women’s rights and sustainable peace.
- Guidance on the content of the video animation.
In particular, the content should cover the following topics related to the importance of gender equality, reprioritizing GBV, peacebuilding, women’s rights, and conflict resolution. The video animation will be disseminated through animation the media, and other platforms.
The animation video will aim to cover the following points:
Key message 1:
Gender inequalities, and pre-existing crises, are exacerbated during a conflict or other disaster. Women and girls remain at particular risk of having their basic rights violated. This includes in particular issues of gender-based violence in all its most severe forms, but also health, housing, education, economic or other issues. These violations continue and have long-term consequences for them after the crisis ends.
Women participate in many different ways to the protection of their families and communities. But their roles are often invisible. Women’s political participation in more formal or better recognized conflict-resolution and peace-building processes remains marginalized and unsupported.
Because of how they are sidelined in decision-making processes during conflict resolution and for security and peace, women continue to be deprived of the protection of their basic and human rights. What women see as priorities and how to address them is not listened to.
However when women can participate and influence the agenda, crises are better solved and conflicts find more durable peace because more issues affecting peoples’ lives in the longer-term are addressed, in a sustainable manner.
Gender equality must always be a priority, even or especially during and after crises, and for this women want and have the right to increased participation in decision-making and raise their voices to denounce violence and inequalities that hold them back.
Key message 2:
According to UN-Women Policy brief COVID 19 and womens leadership ; women were leading effective responses even as they remain under-represented in decision-making forums were leading the ways.
Women Heads of State and Government in only 21 countries worldwide, but their leadership was lauded for its greater effectiveness in managing the COVID-19 health crisis. Women Heads of Government in Denmark, Ethiopia, Finland, Germany, Iceland, New Zealand and Slovakia are being recognized for the rapidity of the response they are leading, which has not only included measures to ‘flatten the curve’––such as confinement measures, social distancing and widespread testing,
Women leaders have also shown the transparent and compassionate communication of fact-based public health information.
In countries such as Canada, Ethiopia, India and Madagascar, women medical and health experts are increasingly found in leadership positions and taking the lead in daily press briefings and public service announcements.15 Women mayors across the world, from Banjul (the Gambia) to Barcelona (Spain), have been highly visible in responding to the pandemic and are sharing their experiences in online forums
Key message 3:
Through decades women’s movements and women’s right organization were advocating for effective and active participation of women in the decision making process in public , elimination of violence for achiveing gener equality and empowerment of women and girls.
Women’s roles should be recognized during any leadership process , the number of women participation is a starting but not enough to make the change ; priortices on peace and equality ; although the strong postion of women when their voices are heard and they do contribute in the process of change in over all sociaty influncing
Gender equality must always be a priority, even or especially during and after crises, and for this women want and have the right to increased participation in decision-making and raise their voices to denounce violence and inequalities that hold them back.
- Enhance women’s engagements at various platforms for the effective expression of challenges, how women’s rights are affected during conflict; and women’s political participation in the peace-building process in the government agenda.
- During conflict resolution; Women lack the opportunity to participation in decision-making processes.
- To understand the roles and contributions of different actors towards addressing issues of women during the conflicts.
- The importance of women’s participation during conflict resolution and decision-making process.
Scope and methodology
To achieve the desired product the service provider is expected to implement the following:
- Develop an overall concept, script, and scenario and storyboard for the video. Oxfam will work directly with the consultant to agree on the information and messages related to what needs to be included in the storyboard.
- Develop the cartoon figures that will be used in the animation video. The cartoon figures should be representative to the diverse communities of Iraq and Oxfam will be providing guidelines on the best approach of the design from a gender perspective.
- Present a draft of the script, figure design, and storyboard to Oxfam for review/comments before starting the process of filming.
- Produce 2-3 minutes animation video taking as agreed with Oxfam team
- Timeframe
The consultancy shall be for a duration of 15 –20 working days from the date of signing the contract and shouldn’t go beyond 5th November
- Supervision and Management
Oxfam’s Team in coordination with the Gender Justice Programme Manager, and the Policy, Advocacy, and Communication team will provide technical and practical supervision of the assignment.
- Logistics and Constraints
Oxfam will be responsible for:
- Actively engaging with the consultant during the drafting of the script and storyboard process.
- Work with the consultant in identifying the key information and messages that will be included in the video.
- Reviewing the final draft video and providing feedback.
The Consultant will be responsible for:
- Provide an updated draft video script illustrating the figures, and the storyboard for Oxfam to review and approve.
- Producing the animation video with the agreed time frame
- Budget
- A full financial plan should be submitted by the consultant for their fees with a detailed breakdown of costs.
- Knowledge and Experience of the Consultancy firm/individual
The following key technical requirements will be taken into consideration when assessing consultants’ technical competencies:
- Must have more than 5 years of proven experience in video production and animation video production.
- Experience in implementing similar services.
- good knowledge of communication, media and social media campaigning.
- Extensive experience in producing development video making for organizations with the aim of reaching out to both local and international audiences.
- Familiarity with issues affecting women’s participation in decision-making in Iraq
- Good English and Arabic communication skills ( all the assignment documents and report should be submitted in English) .
How to apply
Interested individuals or consultancy firms, with relevant experience and skills based on the ToR, can submit their Expression of Interest (EOI), including the following:
- Cover letterof no more than 1 page introducing the consultant/company and intention to deliver the assignment. The cover letter should also indicate the consultants’ availability for the proposed period.
- The technical proposal should provide details on the proposed methodology responding to the ToR and the deliverables; capacity in line with the competencies required for the assignment, including references to experience with similar assignments; CVs of the consulting team directly involved in the assignment, including their specific roles; and three professional referees. A technical proposal should not be longer than 5 pages, excluding annexes.
- The financial proposal includes a one-page budget of the offer, covering all major anticipated costs. An accompanying work plan must be submitted too.
- Statement on the willingness to follow Oxfam’s Code of Conduct and guidance regarding safe programming.
