Administration and Finance Director for USAID Enhance Activity At Tetra Tech

The USAID-funded Enhance Activity in Thailand, implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for an Administration and Finance Director. This position will be located in the main office in Bangkok.

Position Description/Summary: The Administration and Finance Director is responsible for managing overall administration of Activity, including personnel management and logistics, transportation, and security for Enhance. They will oversee accounting and financial control systems for the project office and ensure that adequate and appropriate internal controls are in place to meet generally recognized accounting standards. They will ensure compliance with USAID, RTG, and Tetra Tech administrative policies and guidelines. The Administration and Finance Director will report directly to the Deputy Chief of Party (COP). This is anticipated to be a five-year assignment ending in September 2027.

Responsibilities:

* Manages the overall functions of the administrative team and supervises administrative staff.

* Assists DCOP to arrange technical and administrative support for short-term consultants and contractors.

* Together with the COP, DCOP, and Tetra Tech Home Office, develops overall administrative policies and prepares Enhance procedural guidelines for staff and consultants that are consistent with USAID, Tetra Tech, and RTG policies and regulations.

* Manages and directs recruitment in consultation with the COP and DCOP; leads onboarding and orientation of new staff; manages processes and paperwork related to staff resignations or terminations.

* Oversees fiscal monitoring controls on petty cash, bank accounts, etc., and financial reporting to ensure compliance with Tetra Tech, USAID, and RTG formats, requirements, and scheduling.

* Directs Accountant on development of projections, monitoring and replenishment of cash flow between Tetra Tech Home Office and Enhance Field Office.

* Oversees grants team adherence to all relevant Tetra Tech, USAID, and RTG policies throughout the entire grants lifecycle; manages financial processing of grants.

* Coordinates in-country and international travel, liaising with Tetra Tech travel team.

* Supports development, maintenance and compliance with Enhance project Safety and Security Manual.

Qualifications:

* Bachelor’s degree or advanced degree in HR, management, or related field.

* A minimum of ten years working in administration and finance with international organizations, including at least five years of relevant experience on donor-funded programs.

* Experience must comprise considerable familiarity with accounting, payroll, procurement and logistical support services. Work experience providing contractual technical assistance to USAID is preferred.

* Fluency in both Thai and English languages (written & oral).

* Excellent organizational skills.

* Demonstrate the ability to communicate clearly and effectively with all levels of staff.

* The ability to act as a leader and mediator in conflict situations.

* A working knowledge of data management using Microsoft Word and Excel software programs.

* Extensive knowledge of personnel administration principles, wage and salary administration.

* Excellent organization and time management skills.

* Demonstrates the authority and sensitivity to manage project staff.

* Capable of multi-tasking and efficiently responding to the needs of the project staff.

* Ability to effectively respond to continuously evolving administrative and financial priorities.
