Job description

The management controller joins the Orange Desk “Sudan – South Sudan – DRC – Chad – Cameroon – CAR”. The desk team is responsible for managing the 4 missions/6 countries of Solidarités International and contributes to the implementation of humanitarian strategies in each of these contexts thanks to funding from donors, such as ECHO, CDCS, IFSAN, DoS, SDC or United Nations agencies.

Within the desk, you will be responsible for ensuring the sound financial management of all missions, representing a total budget of approximately €45 million planned for 2026. You will be the point of contact for all financial matters in the geographical area, both at headquarters and in the field. You will manage the budget for the missions and ensure compliance with internal procedures and those of the funding agencies. In collaboration with the headquarters and field teams, you will contribute to the development of the annual strategy for the missions and the desk by defining and monitoring the annual budget.

You will provide functional support to the 4 administrative and financial coordinators in the field, as well as to an assistant on an apprenticeship contract at headquarters.

You will also join a pool of Management Controllers , coordinated by the Head of Management Control. Within this pool, you will be able to exchange best practices, capitalize on your experiences, and contribute to the development of tools and procedures.

The role is based on three essential pillars: Country office management control (budgetary and administrative oversight, financial management of grants, risk management), support for country offices (HR management and capacity building, support for the grant cycle), and internal audit and coordination.

  • Ensures compliance with the monthly financial cycle (calendar / document submission – files)
  • Leads the annual accounting closing process for the desk countries in collaboration with the accounting teams at headquarters.
  • Oversees the implementation of financial procedures in the countries of the desk
  • Controls the budget management of the covered country offices through the monitoring of key management indicators (the regularity and quality of budget monitoring, the financial coverage of support costs, compliance with the accounting cycle, the analysis of ratios from budget monitoring, etc.);
  • Maintains the financial risk monitoring table for the countries on the desk
  • Controls the regular updating of landlord cash receipt forecasts (PEB) made by the Country Offices.
  • The budgetary section of the proposals is reviewed and validated.
  • Controls and validates financial reports
  • Is the technical expert on all matters relating to the financial guidelines of the donors;
  • Participates in the annual planning of desk and service missions
  • Participates in audits conducted at headquarters
  • Exercises functional authority over the administrative coordinator(s) of missions through the validation of candidates during recruitment, pre-mission briefings, monitoring of work on the mission, performance interviews and debriefings.
  • Supervises the Finance Assistant on a work-study basis: recruits and sets objectives, provides training and integration, supports through a progressive delegation system, and conducts performance evaluations.

Your profile

  • Advanced degree, such as from a business school, Master’s degree in management/finance
  • Essential experience in an NGO in a field-based financial coordination role – 2 years – or a similar position. This position requires a strong command of accounting and management procedures, knowledge of donor regulations (ECHO, EU, DoS, SDC, UNICEF, WFP, etc.), extremely rigorous work ethic, and excellent interpersonal skills with various departments and expatriates in the field.
  • Proficiency in the most common office software (Word and Excel),
  • Excellent command of English,
  • Knowledge of SAGA accounting software

SI will offer you the following conditions

  • Fixed-term contract – Maternity leave replacement
  • Position based at the headquarters of Solidarités International, in Clichy la Garenne (Mairie de Clichy metro station) with possible field visits (20%)
  • Remote work options: 4 or 12 days of remote work per month, or 100% remote work with 3 mandatory days of in-office work per month. Subject to the current remote work policy and the manager’s approval.
  • Gross monthly salary: €3,502 OR €3,647 according to the applicable salary scale
  • Leave: 2.0833 days of paid leave per month and 1 day of RTT (reduced working time) per full month of work
  • Health insurance (80%), meal vouchers (60%), and travel passes (50%) are covered by the association.
  • Recovery days and medical coverage are 100% provided during field trips.
