WASH and Shelter Programme Development Manager Mali Mopti At Norwegian Refugee Council

Context

NRC’s mission in Mali began in 2013 following the crisis in the country. Since then, the mission has expanded its operations to the central regions (Bandiagara, Mopti, Douentza, and Timbuktu) and the northern regions (Gao, Ménaka, and Kidal), covering all sectors of intervention: food security and livelihoods; information, counseling, and legal assistance; protection from violence; education; shelter and non-food items; and water, hygiene, and sanitation. Interventions are delivered either through humanitarian assistance, primarily via the Rapid Response Mechanism (RRM), or through post-emergency assistance.

WASH and Shelter interventions are fully integrated with other key competencies. Furthermore, WASH and Shelter Community Coordinators (CCs) are called upon to provide technical support to other CCs as needed, particularly when they are undertaking projects requiring specific technical expertise to ensure compliance with standards. This includes the construction of WASH facilities or shelters built under the RRM program, agropastoral irrigation projects, temporary learning spaces, and so on.

The WASH and Shelter PDM position therefore requires constant interaction and consultation with all CCs.

1. Roles and responsibilities

  • Responsible for innovative technical development and quality of WASH and Shelter CCs in the country, holistic programming (with other CCs) and harmonization and coherence of CC projects in accordance with NRC program policy.
  • Develop Shelter and WASH strategies, technical guidance and macro-level logical frameworks that are aligned with regional and global strategies and priorities.
  • Take the lead on quality projects to ensure high technical results.
  • Provide strategic leadership on programming development that recognizes the WASH and Shelter challenges faced by displaced populations.
  • Lead the process related to the design of project proposals, budgets, modifications, project revisions and reporting, and ensure high technical quality.
  • Support programmatic M&E and indicator monitoring in collaboration with project teams and the MEAL department
  • Develop and lead needs assessment studies (in collaboration with area program teams, the protection team and the monitoring and evaluation team), as well as initial, mid-term and final assessments.
  • Represent NRC to donors and relevant ministries, as well as in humanitarian coordination meetings in the country.
  • Actively promote and operationalize synergies between CC WASH- and Shelter and other NRC programs in order to move towards integrated programming.
  • Provide support and contribution to the recruitment processes for all WASH and Shelter staff.
  • Responsible for organizational learning of program implementation, sharing best practices and capacity building.
  • Support the incremental integration of NRC Minimum Environmental Requirements et NEAT+ evaluations.
  • Lead the implementation of minimum standards for safe and inclusive programming across all programs, by building capacity, providing guidance and fostering interdepartmental engagement.
  • Integrate the elements of the SIP into technical documents (assessments, guidance notes, tools, etc.)

2. Skills

Professional skills:

  • At least 5 years of experience in a field of technical expertise in a humanitarian/early recovery context.
  • Minimum 2 years of experience in the field of WASH and/or Shelter (as a specialist or project manager).
  • Master’s degree or similar qualification in the field of construction, civil engineering, water, sanitation, behavior change or in a related field of expertise.
  • Experience working in complex and volatile environments
  • Documented results related to the responsibilities of the position
  • Knowledge of one’s own skills/leadership profile
  • Fluency in French, both written and spoken; knowledge of English is required.

Context-specific skills, knowledge and experience :

  • Knowledge of the region
  • Experience in team capacity building
  • Technical knowledge and experience of the behavior change process in a humanitarian context.
  • Technical knowledge and experience of the community engagement process in a humanitarian context.
  • Experience in managing drilling programs is desirable.
  • Experience in the field of WASH and Shelter in a humanitarian context is an asset.
  • An understanding of the minimum standards of SPHERE and INEE is required.
  • Candidates with a postgraduate degree are preferred; significant experience in the WASH or Shelter field is mandatory.
