NCA began its work in Sudan in 1972, covering areas including southern Sudan. From 2011, NCA has concentrated both humanitarian/recovery and long-term interventions in Darfur and Kordofan/White Nile states respectively. NCA Sudan recently developed a new country strategy for the period 2020-2024; and country programming is an important of the strategy. Programmes to be implemented are Gender-Based Violence (GBV), Climate Resilient WASH, Climate SMART Economic Empowerment, and Health.

NCA is seeking a Head of Operations in South Sudan for minimum one year with possibilities for extension. The person hired will work closely with the Country Representative and Department Heads to ensure operational support in the areas of administration, security, HR and capacity building are provided effectively and efficiently for successful implementation of the NCA South Sudan Programme. Startdate: As soon as possible.
Duties and responsibilities
- Play an active role in the development and management of the NCA South Sudan Programme through active participation in the Senior Management Team, ensuring that all plans are accompanied by appropriate systems planning.
- Facilitate the organisation of regular meetings and consultations with the Administration, Personnel and Logistics teams and between other components of the NCA South Sudan Programme, such as Finance. This is to ensure better cooperation and improve support services to the programme.
- Liaise with local authorities on matters related to all administrative and personnel issues as necessary.
- Facilitate capacity building and skills training of all staff in the Operations Department.
- Liaise closely with the Head of Finance and ensure that funds are properly released and are within agreed budgets and that appropriate finance systems are in place within the units that make up the Operations Department in Juba and Field Offices.
- Assist in the process of implementing the NCA South Sudan Programme strategy plans with regards to the activities of the Operations Department.
- Support the Country Representative and Safety Co-ordinator in matters related to the security of NCA South Sudan Programme.
HUMAN RESOURCE MANAGEMENT
- Ensure good HR compliance thorough making sure HR routines, policies and guidelines are implemented and followed according to NCA Head Office Routines and Guidelines.
- Assist in the recruitment of national staff.
- Other HR tasks as needed.
ADMINISTRATION
- Co-ordinate all the administrative support functions to the programme including those in field offices.
- Various administrative tasks such as updated record of programme properties/assets, maintain administrative systems, staff accommodation, flight booking, filing, monitoring IT-systems and ensure ICT procedures are implemented.
LOGISITICS/PROCUREMENT
- Monitor procurement processes ensuring they are in accordance with NCA HO Procurements policies.
- Provide quality control for all procurement documentation including any procurement contracts.
- Make sure that all payments to suppliers are done without delay.
Any other relevant and related tasks as required by the NCA South Sudan Programme Country Representative.
Qualifications
- An academic qualification, at Masters’ level or equivalent in administration and/or operations management. Extensive experience related to this position may compensate for a relevant Master degree.
- Minimum 5 years’ experience in the humanitarian sector, preferably in a complex conflict environment.
- Three years or more of management experience, including the management of field offices.
- Proven strong communication and coordination skills across organizational functions.
- Proficiency in written and spoken English.
- Strong experience in logistics and procurement management a plus.
Personal qualities
- Able to work independently yet function well in a team.
- Strong analytical skills and capacity.
- Able to work under pressure and observe often tight deadlines.
- Able to work in an unsecure environment.
- Able to plan, coordinate and lead processes that include multiple stakeholders and interests.
- Cultural sensitivity and adaptability–experience from the Sahel or a similar context is an advantage.
- Able to mentor, coach and support staff in their professional development.
- Must be loyal to Norwegian Church Aid’s Christian values.
