Caritas Lebanon is seeking a Business Development- Head of Department (BD- HoD) at the headquarters in Sin El Fil, Metn. The BD-HoD reports to the Director of Programs, leads thew business development pre-positioning strategy, ensures quality in Program design, identifies and leads new business opportunities, coordinates with the Departments and programs staff and represents Caritas Lebanon to donors, partners and other external stakeholders in close coordination with the Director of Programs.
Primary job responsibilities include:
1. Strategic planning for Business Development pre-positioning and quality:
- Lead the development, maintenance and regular review of the Program Strategy for Caritas Lebanon aligned with Caritas Lebanon and Caritas Internationalis strategic directions
- Review and update CL Sector Strategies in Health, Education, Social, Livelihoods, Migrant/Shelter and Protection.
- Lead on context and needs assessments, program analysis to support annual strategy review and planning process
- Lead the development of CL fundraising and donors’ engagement strategies
- Design Standard Operating Procedures required in Business Devolvement to lead to quality and excellence in the design of Caritas programming
- Analyze pipelines trends and identify weaknesses, strengths and lessons learned for continuous business improvements
- Ensure that technical key staff provide quality inputs into proposals and proactively and regularly communicate planned requirements for program design
2. Identifies, leads and supports new traditional and non-traditional business opportunities:
- Identify and analyzes new program opportunities within Lebanon, regularly monitoring opportunities from Caritas Internationalis, Institutional donors, private donors and others.
- Lead on developing multi-sectoral standardized program aligned with Program strategy and Caritas strategy
- Leads proposal process start to finish according to SOPs, ensuring Caritas Internationalis and donor standards and requirements are met.
- Analyzes opportunities and makes recommendations on potential program strategies
- Identifies needs on the proposal team and defines roles of each team member from different departments ensuring an appropriate level of support.
- Develops and articulates strategic approaches, partnerships, management/staffing plans, M&E, budgets, and project designs.
- Develops and defines partnership arrangements as related to specific proposals
- Ensure that tracking database is kept up to date for all ongoing program development in Lebanon.
3. Representation and Networking:
- Support in establishing, maintaining, and improving active and regular working relationships with strategic partner agencies including humanitarian and development donors, and local and international NGOs
- Stays abreast of funding priorities of Caritas Lebanon’s major donors throughout networking efforts
- Identifies new partners, sub awardees/subcontractors, and/or donors to enhance Caritas Lebanon’ capabilities and expand our programming.
- Represents Caritas Lebanon at meetings, conferences, and workshops as required
4. Line and cross-departmental team management:
- Ensure that the Focal Points in the different Departments of Caritas are coordinated, integrated and support each other to optimize business development efforts
- Monitor the recruitment, training and promotion of program direct staff to ensure core functions are filled
- Manage the performance of direct reports using Caritas management policies and procedures and provide capacity building opportunities for learning and growth
5. Undertakes all other duties and projects as may be assigned from time to time by the DoP.
Eligibility Criteria
Applicants must have:
- Broad understanding of principals of international development, including sub-fields such as community mobilization, local governance and civil society development, local economic development, microfinance, food security, health and/or others.
- Familiarity with donors’ rules and regulations and knowledge of main institutional donors, not limited to, EU, USAID, WFP, UNHCR, BPRM, BHA and proposal processes
- Excellent critical thinking skills and sound judgment. Proven willingness to make timely and sound decisions based on accurate judgment.
- Excellent verbal and written communications skills.
- Excellent teamwork and flexibility within a matrix management environment
- Excellent interpersonal and listening skills. Ability to interact with all levels of staff in a professional manner.
- Excellent organizational skills. Ability to manage deadlines, to manage others and to work independently.
- Excellent analytical skills. Effective negotiator, with the ability to positively influence cross departmental and cross sector working
- Ability to work in a cross-cultural, geographically dispersed team environment.
- Fluency in English, written and oral. Abilities in Arabic preferred.
- Advanced knowledge of word processing, and database maintenance.
- Accuracy, attention to detail.
- Commitment to and understanding of Caritas, values and principles including rights-based approaches
Required Experience
- A Master’s degree in relevant discipline or a Bachelor’s degree in relevant discipline and a minimum of 10 years of experience in Program development within NGOs, including experience di and implementing programs in both emergency and development contexts, preferably with solid multi-sectoral experience: Health, Education, Social, Livelihoods, Migrant/Shelter and Protection.
- Experience in Programs, fundraising and donors’ engagement strategy development
- Experience with institutional donors-related project implementation and development preferred.
- Other international project experience with other donors also desired.
- Experience in field program implementation, program backstopping and/or budgeting desired, preferably in assigned region.
- Equivalent combination of education and experience.
