Who we are?

IDA is an international independent non-governmental organization providing medical and humanitarian assistance to people affected by conflicts, natural disasters, and epidemics regardless of race, religion, gender, or political affiliation. IDA was founded in 2012 by Syrian doctors from Aleppo in response to the healthcare and humanitarian crisis in Syria.

IDA Syria is the main healthcare provider in the Northern Aleppo/Syria area, working closely with 500,000 IDPs and 700,000 host communities through 20 healthcare facilities and other health and nutrition projects

During the last year, IDA provided 1.2 million services in Heath, Nutrition, WaSH, and Camp Management

Main tasks and Activities:

  • Monitoring implementation of Health projects (including master support budget and coordinating input for donor proposals and reports) in north Syria in coordinating with grant manager, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources) under the supervision of program coordinator. Ensure all health projects are managed according to donor guidance, especially in relation to implementation, budget management, procurement, and closeout, coordinating with financial, grant, and logistic managers. Assess needs, develop emergency response and implement response plans
  • Ensure optimal use of resources within the allocated project budgets and main strategies by coordinating with the financial manager.
  • Coordinate all activities including designing the opening and closing projects in consultation with donors and other internal colleagues in Nutrition, protection, and WASH programs.
  • Manage data collection, cleaning, validation, and analysis of health systems readiness gaps, including the harmonization with existing health systems and data systems in collaboration with the M&E manager.
  • Manage the development of quantitative models to assess opportunities for improved efficiency and effectiveness of health interventions.
  • Support programming staff to incorporate participatory methods into community-level M&E systems and tools.
  • Leading project monitoring and evaluation design initiatives including developing the Monitoring & Evaluation plan under the supervision of the head of programs.
  • Ensure that beneficiaries’ feedback is adequately documented, addressed, analyzed, and utilized by program teams.
  • Prepare mandated and key program/project reports for donors and other partners to keep them informed of program progress.
  • Provides technical guidance in the development and dissemination of tools, protocols, and interventions for
  • Psychosocial support and maintaining full readiness in crisis response.
  • Make regular field visits to the Syrian border side, Supervise and coordinate the implementation of activities in the IDA centers, including the daily, weekly, and monthly activities and collaborative activities with other sectors and actors,
  • Ensure activities run according to minimum standards and best practices and are appropriate for the context.
  • Regular coordination meetings with the head of programs, programs staff, MEAL staff, and SMT as needed.
  • Report to the HoP on regular basis.
  • Assist the HoP in setting the strategic objectives and plans of the programs department on regular basis.

Requirements and Qualifications

  • Managerial level of health programs and projects management and supervisory experience of at-scale programming (including country programs) commensurate with the scale and scope of Syria programming. At a minimum, at least three years of progressively more responsible supervisory work experience that involved direct leadership of professional and support staff, oversight and evaluation of staff performance and deliverables, and contract/grant management.
  • Demonstrated track record of achieving results in a development context.
  • Demonstrated track record of working in teams and fostering partnerships at a senior level. Effective partnerships with relevant institutions (cluster system).
  • Excellent oral and written communication abilities in English with an ability to effectively communicate with a wide variety of stakeholders to communicate goals and expectations to their teams, and to deliver timely and high-quality oral and written analysis and reporting.
  • Demonstrated capacity to oversee monitoring, evaluation, and learning, possessing a demonstrated ability to provide oversight and leadership for high-quality results monitoring and assuring data quality, and for evidence-based adaptive management.
  • Master-level qualification in health or an equivalent area; and/or equivalent senior experience in relevant programmatic areas of health and protection and/or managing large humanitarian programs at a senior level. You should be able to demonstrate sufficient academic knowledge, learning, and understanding in areas relevant to the program, the humanitarian and development sector, and the political realities of the operating environment.
  • Experience working in the Syria Response and/or a strong demonstrated understanding of the country’s context and that of the wider Syria crisis.
  • More than 4 years of experience in the Health Program Management
  • Leadership experience managing large country programs as Country Director in the relevant humanitarian and development sectors
  • Eligible to work legally in Turkey
