FCA in the Central African Republic (CAR)

FCA has been present in CAR since 2013 and operates in the fields of humanitarian aid and development.

The FCA Country Coordination is based in Bangui with field offices in Berberati, Bouar, Mbaïki, Bossangoa and Paoua, with a total of 93 employees. FCA’s activities are organized around three main themes: the Right to Quality Education, the Right to Peace which includes the protection of Human Rights, and the Right to Livelihoods in 8 prefectures: Lobaye, Mambéré, Mambéré Kadéi, Nana Mambéré, Ombella Mpoko, Ouham, Lime Pende and Sangha Mbaéré.

Job description:

The main objective of this position is to ensure effective management of the Education For All (EFA) project.

This includes planning, general supervision, monitoring and quality reporting, so as to ensure that results are achieved within the required timeframes.

This is a multi-sectoral project aimed at improving the schooling of girls and the most vulnerable in the prefecture of Mambéré and Mambéré-Kadéï.

Responsibilities:

The specific responsibilities of the Project Manager include:

Planning and monitoring of project implementation:

  • Develop quarterly and monthly activity schedules based on the project timeline and logical framework, in collaboration with consortium partners, and ensure their adherence.
  • Develop and update realistic quarterly and monthly spending plans for the project and ensure their adherence
  • Develop and update a purchasing plan for the project and ensure its implementation
  • Hold monthly implementation follow-up meetings with the project team and share the minutes with action items.

Project supervision:

  • To lead the development of the strategy, timeline and work plan, and ensure that they are followed;
  • Ensure that project activities are executed in accordance with the logical framework and contribute to achieving objectives and results;
  • Ensure quality implementation of activities that takes into account gender and MEAL approaches, as well as environmental principles;
  • Ensure that Finn Church Aid (FCA), CAR government, AFD and all relevant sector standards are taken into account;
  • Identify the challenges and obstacles hindering the achievement of results and make realistic solution proposals to management.

Resource management (human, logistical and financial)

RH
  • Provides support and supervision to the project team under their responsibility and ongoing training for staff in collaboration with the Mission Coordination
  • Ensures compliance with the Code of Conduct and the values ​​and principles of FCA by staff under its supervision;
  • Ensure that HR procedures (individual work objectives and plans, performance evaluation, timesheets, leave plans, etc.) are developed in compliance with standards and deadlines;
  • He/she regularly organizes and leads project team meetings;
Logistics
  • Anticipates the identification and expression of logistical needs for the implementation of the project;
  • Regularly monitor requests to ensure timely availability of equipment (this includes soliciting services and goods in collaboration with the purchasing department).
Finance
  • Ensure budget monitoring and propose the necessary changes for better project implementation;
  • Ensures the effective and efficient use of project and FCA resources

Reporting

  • Ensures quality reporting (ad hoc and contractual) of project achievements;
  • Organizes with the project team and the MEA department the monitoring of activities, results and indicators, as well as the collection of data according to the project plan;
  • Ensures that feedback and lessons learned are documented, analyzed and used to improve the implementation of FCA programs;

Coordination and representation:

  • Initiates and maintains good collaboration with partners and synergy between the different components of the project;
  • Represents FCA to local authorities and the technical departments of the relevant Ministries;
  • He/she represents FCA within the Education Working Group (GTE)/education sub-cluster, etc.
  • Represents FCA within the project management bodies, in collaboration with the consortium coordinator
  • Initiates meetings with consortium partners, as needed;
  • He leads the advocacy and communication for the project, in accordance with the planned strategy.

Any other tasks requested by the supervisor that are directly or indirectly related to their function.

Qualifications and skills required

  • University degree (at least Bachelor’s) in Educational Sciences, project management, or related field.
  • At least 5 years of experience in managing humanitarian or development projects, preferably in the field of Education.
  • Experience in managing multi-million euro funding, preferably with the AFD.
  • Strong analytical and design skills.
  • A proven ability to prioritize tasks, meet deadlines, and work with limited supervision.
  • Knowledge of gender issues and monitoring, evaluation, research and learning would be an asset.
  • Work experience in the Central African Republic (preferably in the Mambéré Kadei prefecture).
  • Experience in the technical and operational management of projects
  • Experience in budget management and monitoring.
  • Excellent leadership and communication skills.
  • Excellent oral and written skills in French and English.
  • Have good computer skills in budget, operational, and activity management formats (Word, Excel, Outlook).
