The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide appropriate, rights-based assistance to refugees, asylum seekers, internally displaced persons, returnees, and migrants. DRC has been present in Colombia since 2011, but in 2018 it expanded its operations in response to the Venezuelan crisis. Currently, DRC Colombia is implementing a protection-focused humanitarian response for Venezuelan refugees and migrants, as well as Colombian returnees, in Colombian cities such as Riohacha, Barranquilla, and Bogotá; it is also currently expanding its activities to Nariño and Norte de Santander.
Job overview :
The Protection Coordinator – Capacity Building and Localization for ProLAC will be part of the ProLAC Initiative’s regional team. ProLAC is a regional initiative that brings together humanitarian organizations in Latin America to strengthen protection monitoring and analysis through harmonized approaches and tools, in order to generate evidence that informs humanitarian response and strategic advocacy. The Coordinator will lead capacity-building activities and design actions aimed at ensuring the quality of the protection monitoring system and the capacities linked to the protection response. They will also provide technical guidance and capacity-building support to ProLAC’s local partners in the region through workshops, webinars, coaching processes, and direct on-the-ground support. Under the supervision of the ProLAC Manager, the Coordinator will work closely with the Capacity Building Specialist, the Analysis Coordinator, and the Information Management Coordinator of the ProLAC team to ensure the quality of the initiative and promote a localized approach. The position will be based in Bogotá and will involve frequent travel throughout South America, Central America, and Mexico.
Responsibilities:
- Ensuring a localized approach in ProLAC and strengthening the capacities of local ProLAC partners:
- Design a capacity assessment to identify strengthening needs and mutual learning between DRC and ProLAC’s local partners
- Work with local partners to conduct capacity assessments and jointly identify strengthening activities.
- Develop protection training programs tailored to the needs identified by ProLAC partners.
- Organize and deliver face-to-face and online training on key protection concepts and the differential approach, including protection monitoring, protection analysis, individual protection assistance, safe referrals, case management, information sessions, legal aid, among others).
- Organize visits to implementation sites and accompany the protection activities of ProLAC’s local partners.
- Facilitate capacity building and learning related to protection monitoring and analysis for ProLAC partners:
- Organize and facilitate training in the ProLAC protection monitoring methodology.
- Coordinate with ProLAC’s Protection Analysts to identify areas for improvement in data collection and analysis, and design methodologies to strengthen these capabilities.
- In coordination with the analysis coordinator, provide technical support and training to partners for the development of strategic analysis to inform programmatic decisions and/or advocacy actions.
- Documenting good practices of ProLAC partners and promoting learning among partners.
- Conduct monitoring visits to ProLAC implementation sites and provide technical support and guidance, training and coaching to ProLAC partners in protection monitoring and analysis.
- Strengthen the presence of ProLAC partners in humanitarian coordination forums at the country level:
- Attend and regularly participate in country-level humanitarian coordination forum meetings, such as protection sector meetings, and participate in relevant working groups in countries where ProLAC and DRC have local partners.
- Stay up-to-date on contextual changes or priorities at the country level, to which ProLAC partners and the Initiative’s advocacy efforts should contribute.
- Identify opportunities to promote the ProLAC Initiative and the key findings of its information products, as well as opportunities to articulate key messages or conduct advocacy activities with relevant actors.
- Other tasks assigned by the supervisor.
Experience and Technical Skills:
- Minimum five years of experience working on humanitarian protection projects aimed at refugees, migrants, internally displaced persons and victims of Other Situations of Violence (OSV) in Latin America.
- At least two years of experience working with local actors at the national, regional and/or international level
- Solid experience in the design and implementation of technical capacity building activities in protection in the humanitarian sector, using adult learning approaches
- Experience in the implementation and technical leadership of protection activities, including protection monitoring, case management, individual protection assistance, and legal assistance.
- Previous experience in Protection Information Management (PIM) in humanitarian organizations.
- Technical knowledge and experience in training and implementation of the Protection Analytical Framework (PAF), PIM and protection analysis.
- Knowledge and experience in applying the localization approach in the humanitarian sector, as well as excellent coordination skills.
- Knowledge of the main protection rules and standards, as well as an understanding of a comprehensive approach to protection.
- Knowledge and experience in mainstreaming age, gender and diversity (EGD) in humanitarian programs

- Ability to work under pressure and meet tight deadlines.
- Excellent communication skills, both written and oral presentation.
- Excellent interpersonal skills and ability to establish and maintain effective working relationships and partnerships in multicultural and multi-ethnic environments, with sensitivity and respect for diversity, including the ability to facilitate collaboration across different institutional mandates.
- Proven ability to manage and coordinate multiple issues simultaneously, define clear objectives, set priorities, and allocate time and resources effectively
- Commitment to continuous learning and willingness to stay up-to-date on new developments in protection information management, in particular, and in humanitarian response in general.
Education
- Advanced university degree (Master’s or equivalent) in Law, Political Science, Human Rights, Psychology, Social Work, or other relevant fields. A relevant combination of academic training and extensive, proven experience may also be accepted in lieu of an advanced university degree.
Languages:
- Full command of Spanish and English is mandatory.
