JOB PURPOSE
The M&E Officer is expected to support the development and implementation of monitoring, review and evaluation plans aligned to WFP corporate standards, generating quality evidence on the lives of beneficiaries and inform WFP Bhutan’s policy, strategy and programme design and implementation. This includes coordinating monitoring activities, managing or supporting the management of evaluations, supporting thematic/mid-term reviews and positioning WFP as a reliable partner for the RGoB to build M&E strategies. S/he will support the formulation of country M&E strategies and contribute to policy development and various initiatives.
ACCOUNTABILITIES/RESPONSIBILITIES:
- Provide inputs to the development of monitoring, review and evaluation plans that will provide the most relevant and strategic information toward achieving expected results, as set out in the Country Strategic Plan, and other global and regional corporate plans, while being compliant with WFP evaluation and monitoring requirements.
- Budget for M&E costs and advocate through line manager for both appropriate financial and human resourcing.
- Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible and developing innovative, user-friendly and informative products.
- Support WFP management in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required.
- Work with WFP and RGoB implementing partners to continuously improve the quality, efficiency and usability of programme monitoring data.
- Contribute to building M&E capacity of WFP staff and partners through capacity building and information sharing. Manage junior staff members and guide as and when required to enable high performance.
- Provide inputs to WFP activity managers to support the development and implementation of national government and inter-agency monitoring, reporting and evaluation frameworks, including the United Nations Sustainable Development Cooperation Framework (UNSDCF).
- Take responsibility for integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men.
- Assist with data analysis and report writing on WFP supported research or other special projects as required.
Specific to the monitoring function 10. During the WFP country strategic plan (CSP) design stage, support the country office in developing the logframe, and contribute to theories of change for the CSP and new UNSDCF that outline how the expected results are likely to occur, listing key assumptions and risks. 11. Ensure that country office monitoring systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the WFP corporate results framework (CRF). 12. Manage the day-to-day oversight and support to the country office on the use and programme data quality of COMET (country office tool for managing [programme operations] effectively). 13. Ensure that the CSP log frame, output, needs-based plans data are captured in COMET. 14. Draft regular monitoring reports on status of results and implementation progress and contribute to the data analysis. 15. Support mid-term reviews and thematic reviews which are intended for internal learning, strategic and operational decision-making. 16. Support in preparation of the WFP annual country report and other regular analytical monitoring reports as required.
OTHER SPECIFIC JOB REQUIREMENTS: Technology and innovation 17. Provide recommendations on design and development of innovative systems and solutions (e.g. SMP PLUS, EduTrition), real-time monitoring and reporting systems, and other digital and IT solutions based on national context and implementing and scaling up projects. 18. Contribute technical support to the further development of nutrition, agriculture, DRM, and supply chain (field-based preparedness) statistical, monitoring and reporting systems. 19. Other duties as required.
QUALIFICATIONS & EXPERIENCE REQUIRED: Education: Masters or Bachelor’s degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.
Experience: At least one year of experience for master’s degree and additional years of experience for Bachelor’s degree with relevant professional work experience, including monitoring and evaluation activities. Knowledge & Skills: Experience using a variety of quantitative and qualitative analytical tools and methods. Ability to work with relevant technology and software, e.g. SPSS, STATA, SAS, Kobo Toolkit, Excel and/or other software, web-based databases and statistical applications. Languages: Fluency (oral and written) in English language and Dzongkha.
