The European Cooperative Society of Collective Interest “Humanitarian Logistics Cooperative,” also known as “hulo,” is the first humanitarian cooperative founded in June 2021. Led by humanitarian organizations and regularly welcoming new members, hulo aims to improve the impact of humanitarian aid by strengthening collaboration and implementing joint projects in the countries where it operates. At hulo, we believe that sharing and pooling resources and expertise among organizations contributes to increasing the performance of humanitarian logistics and the supply chain.

Our work is based on a collaborative and participatory approach, collective intelligence, and the facilitation of a community of practice. All our activities are structured around a common objective, involving several autonomous and interdependent stakeholders who cooperate horizontally. Governance is distributed, based on consultation, shared responsibility, and voluntary commitment.

In our seven countries of operation, spread across three regions, we implement joint initiatives in the areas of procurement, human resources, and the environment. In support of humanitarian organizations, we coordinate shared international humanitarian transport initiatives to address the most critical humanitarian crises. Finally, we are constantly developing digital solutions to serve the humanitarian community.

JOB DESCRIPTION

The LOG HUMEA project (Shared, Efficient, and Agile Humanitarian Logistics) aims to strengthen the efficiency, pooling, and agility of logistics serving the humanitarian community, relying on a coordinated system between BIOPORT, Atlas Logistique, and hulo. This project includes a component focused on improving the humanitarian pharmaceutical supply chain through shared solutions.

The Pharmaceutical Supply Chain Technical Lead will primarily focus on this aspect of the project. Their main responsibilities will include:

  • Assist in the design and piloting of an integrated logistics solution for humanitarian pharmaceutical supply
  • Monitor the operationalization of the chosen solution by acting as the technical expert, ensuring the demonstration of feasibility and the capitalization of knowledge.

MAIN MISSIONS

#1: Assist in the design and piloting of an integrated logistics solution for humanitarian pharmaceutical supply

  • Coordinate and lead the working group bringing together the project’s partner organizations, ensuring a collaborative and results-oriented dynamic.
  • Plan, prepare and manage the project’s working groups and ensure follow-up on decisions made.
  • Collect, analyze and synthesize existing data and knowledge to identify needs, malfunctions and opportunities for improvement.
  • Analyze pharmaceutical purchasing data over several years for participating organizations, in support of identifying trends and constraints.
  • Contribute to defining the functional and operational requirements of the integrated logistics solution, in line with the needs expressed by stakeholders.
  • To co-create and formalize a proposal for an integrated logistics solution adapted to the humanitarian context, through workshops for analysis, framing and strategic prioritization.

#2: Monitoring operationalization, feasibility demonstration, and capitalization

  • To provide technical support to the program coordinator for the operational implementation of the system according to the jointly defined operationalization plan.
  • Follow the demonstration of feasibility (of the pilot project), ensuring compliance with the scope, schedule and operational objectives.
  • Continuously identify and document the learnings, necessary adjustments and limitations of the system during the implementation phase.
  • Document and report the results of the analyses and work (summary notes, presentation materials, project deliverables, replicability plan of the system) to partners and governance bodies.

YOUR PROFILE

Education/Experience

  • A Master’s degree (BAC+5) in logistics, supply chain management, or a specialization in pharmaceuticals is an asset.
  • 6 years of experience expected in an equivalent position.
  • Experience in the humanitarian sector

Required skills

  • Expertise in pharmaceutical supply chain management, particularly in humanitarian contexts.
  • Solid knowledge of logistics, procurement, customs clearance and transportation processes in challenging environments.
  • Proven experience in supply chain data analysis and the development of strategic recommendations.
  • Excellent problem-solving and collaboration skills.
  • Fluency in English and French is essential.
  • Experience in writing reports and other donor deliverables (please send an example with your application)
  • In-depth knowledge of the environment and humanitarian management systems
  • Solid knowledge of WHO and donor regulations.
  • Strong analytical skills and ability to produce detailed reports or structured presentations to inform management and facilitate strategic decision-making

HULO WILL OFFER YOU THE FOLLOWING CONDITIONS

A full-time salaried position

  • Based in Montreuil with the possibility of working remotely in mainland France.
  • Fixed-term employment contract under French law.
  • Executive status with a fixed hourly rate (based on 1607 hours worked per year).
  • Salary conditions:
    • Gross annual salary: €43,075 over 13 months
    • RTT: 22 days/year
    • AXA Mutual and Personal Protection Insurance (100% covered by Hulo)
  • Meal vouchers: face value of €8, 60% covered by Hulo
  • Specific conditions and skills: prolonged sitting, oral expression, work on a screen, telephone contact.
