GENERAL CONTEXT

CONTEXT OF THE POSITION

Define and implement technical and field-based supply and logistics strategies. Ensure the relevance and consistency of logistics and supply programs, the adequacy of the resources provided, and compliance with MSF standards, protocols, and procedures in order to facilitate the establishment of the mission under optimal working conditions and to maximize the impact of medical projects.

MAIN RESPONSIBILITIES AND TASKS

  • Actively participate in defining and updating the annual project and budget plan and the emergency preparedness and response plan (EPREP), by defining strategies and advising the Head of Mission in translating identified technical and logistical needs into objectives, priorities, and resources required for the mission.
  • Responsible for monitoring the implementation of the mission’s technical and logistical activities (construction and renovation, stock and supply of medical and non-medical equipment, transport, communications, water and sanitation, vehicles and machinery, equipment/facilities and infrastructure, etc.) in compliance with MSF standards, protocols, and procedures. Reporting to the head of mission on the progress of ongoing programs, proposing reorientation strategies where necessary.
  • Responsible for the proper implementation of HR policies and related processes (recruitment, training, briefing/debriefing, performance evaluation, potential detection, professional development of staff and internal communication) in order to ensure that both the number of people and the sum of knowledge necessary for the activities for which he/she is responsible are available.
  • Provide technical expertise for all logistical and technical support matters within the mission and offer guidance to logistics staff. Represent MSF in meetings with authorities and other NGOs on logistical or technical issues.
  • To ensure the installation and maintenance of functional office space(s) and accommodation facilities in adequate working and living conditions and all necessary equipment.
  • Ensure the proper use and maintenance of IT equipment (computers, software, backups, etc.) and communication equipment.
  • Ensure the mission’s communication capabilities (including numbers and frequencies) to enable continuous communication between the capital, projects, bases, and headquarters. Ensure that all mission personnel have received adequate training on the use of available mission communication equipment (satellite phones, HF/VHF radios, computers, etc.).
  • Define and monitor the technical aspects of the risk reduction policy, transportation, communications, and protection; identify and prepare the technical aspects of the mission’s security policy and guidelines, evacuation plan, and emergency response plan. Monitor the daily application of security rules and report any issues to the Head of Mission. To this end, the Logistics Coordinator will create an appropriate framework to facilitate the exchange of information on security matters and will be responsible for security in the absence of the Head of Mission.

SPECIFIC RESPONSIBILITIES FOR THE MSF SECTION / CONTEXT

  • Effective management of emergencies and unforeseen events: in a volatile context like that of Niger, the presence of an experienced profile is essential to respond quickly to crises, anticipate needs and ensure operational continuity.
  • Strengthening logistics teams on projects and in the capital : This will contribute to the development of the skills of national logistics teams through coaching, training and the implementation of good practices.
  • Optimization of the logistics and supply department: an experienced LogCo (Logistics Coordinator) will play a key role in reviewing, streamlining and optimizing logistics processes to improve efficiency and operational performance.
  • Technical support and supervision of field teams : he will ensure effective support and enhanced guidance for the Log Managers and LTLs (Logistic Team Leaders) of the projects.
  • Strengthening internal control and compliance : ensuring compliance with logistics, purchasing and supply procedures, in accordance with MSF organizational standards.
  • Supervision and securing of assets : the management of the vehicle fleet, ICT equipment and infrastructure requires rigorous monitoring in order to prevent loss, misappropriation or abuse, and to ensure preventive maintenance of the equipment.

SELECTION CRITERIA

  • Essential: University degree or equivalent in Logistics.
  • Essential work experience of at least two (2) years in similar and relevant positions; prior experience in humanitarian missions with MSF or other NGOs in humanitarian contexts. Experience in emergency interventions is preferred.
  • Fluency in French, and an intermediate level of English is desirable.
  • Computer skills (Word, Excel and internet); proficiency in logistics software and other specialized tools is essential.

WORKING CONDITIONS

  • Location: Based in Niamey.
  • Full-time job.
  • Legal contract with full-time salary for logistics coordinator (level 13 IRFFG).
  • 12-month commitment
  • Start date: April/May 2026
