Technical assistance for technical support to the Rinaldi Foundation network At Youth and Development

1. Context

As part of the European Union-funded project aimed at strengthening youth employability in Haiti, one of the main components is the development and implementation of the Technological Baccalaureate.

To ensure the continuity of IT management, despite hiring an on-site technician, it is necessary to engage a specialized consultancy. This consultancy will also need to support the installation of IT equipment, teacher training, and the revision of teaching modules in accordance with the mandate of the European Union program.

2. Mission Objective

To ensure the management and installation of computer equipment in the selected centers, while supporting teacher training and the revision of the teaching modules of the Technological Baccalaureate.

3. Main tasks

The consultant will need to:

  • Ensure the continuity of centralized IT management.
  • Carry out the inventory and installation of computer equipment in pilot centers and new centers validated by the MENFP.
  • Supporting the training of teachers of the Technological Baccalaureate.
  • Contribute to the training of future teachers of the modules to be revised according to the EU mandate.
  • Provide technical and methodological support for educational revisions.
  • Coordinate with the on-site IT technician.

4. Scope of the Consultancy

The consultancy will cover:

  • Centralized IT management : maintenance, remote support, coordination with the Rinaldi Foundation.
  • Inventory and installation of equipment : initial diagnosis, inventory of the 4 pilot centers, installation of new equipment, extension to centers validated by the MENFP.
  • Pedagogical support : assistance with revising course modules, support for teachers and future teachers
  • Training : organization and facilitation of training sessions, production of detailed reports.
  • Institutional coordination : follow-up meetings, periodic reports, transparency of processes.

5. Required Profile

  • Proven experience in IT management and hardware installation.
  • Skills in training and educational support.
  • Knowledge of the education system and technological contexts.
  • Ability to coordinate with institutional and technical partners.
  • Fluency in French and Spanish (English preferred).

6. Deliverables

  • Inventory and installation report for the 4 pilot centers.
  • Installation report for the new centers validated by the MENFP.
  • Pedagogical review report of the modules covered by the EU mandate.
  • Training reports detailing content, participants and results.
  • Periodic monitoring reports (quarterly).
  • Final consultancy report.

7. Contract Terms

  • Consultancy contract with the Rinaldi Foundation.
  • Fees determined according to financial proposal.
  • Payments are conditional upon the delivery and validation of deliverables.

Proposals will be evaluated based on the following criteria:

  • The quality of the technical offer (understanding of the terms of reference, proposed methodology, relevance of the approach);
  • The experience and references of the consultant or the organization;
  • The price of the financial offer.
