Realigning PRCS Health Programmes to achieve sustainable development goals agenda of the country

  1. Advocate for holistic and sustainable public health approach in all programmes.
  2. Design and support implementation of capacity strengthening activities for PRC health staff to ensure health components are carried out following agreed framework, tools, and guidelines, and are in line with the PRC long-term health goals.
  3. Coach PRCS health programme staff in the development and implementation of assigned health component/s in target communities, ensuring that their implementation meets recommended programmatic elements, technical standards, and approaches.
  4. Undertake, together with PRCS, periodic technical monitoring and reviews of health components to identify and capture good practices, as well as identify and address operational challenges, capacity needs and gaps.
  5. Provide technical support in the development and roll out of a range of health programme materials – such as but not limited to training, communication or behaviour change, programme component implementation – seeing to it that these are in line with and complementary to the national public health programmes.
  6. Lead the Health thematic support to the Covid-19 response in Pakistan
  7. Act as a technical lead in the provision of health support and advice in the IFRC overall disaster preparedness and response in Pakistan.

Health programme component implementation, planning, management, and coordination

  1. Guide the design and support the implementation of capacity strengthening activities for PRCS health staff to ensure health components are carried out following agreed framework, tools, and guidelines, and are in line with the PRCS long-term health strategy and goals.
  2. Oversee coaching of PRCS health programme staff in the development and implementation of assigned health component/s in target communities, ensuring that their implementation meets recommended programmatic elements, technical standards, and approaches.
  3. Supervision in providing technical support in the development and roll out of a range of health programme materials – such as but not limited to training, communication or behaviour change, programme component implementation – seeing to it that these are in line with and complementary to the national public health programs.
  4. Act as a technical lead in the provision of health support and advice in the IFRC overall disaster preparedness and response in Pakistan.

Strengthening capacity of NHQ and Provincial branches of National Society

  1. Facilitate, guide, and oversee the development and implementation of the health programme of the provincial branches, including the preparation and review of proposals, work-plans and budgets.
  2. Support PRCS national headquarters and branches in the development of monitoring and evaluation plans following established PRCS M&E system, including programme reporting, and ensure that these are carried out according to plan and agreed standards.
  3. Support PRCS in coordinating and working with national/local health authorities and other humanitarian health partners to align programmatic and geographical coverage in health recovery programme.

Coordination at APRO of IFRC and point of focal for all communication at country level

  1. Establishing communication channel, training needs analysis and information sharing for capacity building of PRCS.
  2. Informed decision with consultation of Regional Health Coordinator and NS focal point of Health to work in alignment of country health strategy.
  3. Work with Asia Pacific Regional WASH Coordinator on the One WASH programme for Pakistan

Operational Planning and Financial Management

  1. Provide operational planning and decision based on need and required resources for the projects.
  2. Financial management and supervision of all financial activities of the health and WASH related activities.

Support in Procurement and Logistic support of Health and WASH related Programmes

  1. Monitor technical support in medical related items procurements such as medicines and equipment.
  2. Regular revision of SOPs and updating of procurement related SOPs.
  3. Role in Medical Procurement Committee at National level.
  4. Ensure strict adherence to all SOPs related to quality and agreed decisions.

Support National Societies to improve performance when addressing immunization issues in Complex Settings

  1. Guide and support the Health Manager of PRCS in developing basic health care and immunization specific project proposals
  2. Support the Health Manager to develop and manage the IFRC’s Global Immunization programmes budgets.
  3. Support the PRCS to establish contacts and coordination with Global Immunization team for all reporting and compliance issues to partner agencies which include CDC, GAVI, GSK, BMGF, Pfizer, UNICEF, and other partner agencies such as EOCs and EPI platforms
  4. In collaboration with partner agencies, Federation regional and country level colleagues, operationalise the Federation involvement in the polio endgame strategy and routine immunization
  5. Compile and share evidence of lessons learnt, in strengthening immunisation systems and campaigns, with an emphasis on innovation and scalable eHealth solutions.
  6. Supervise the development and adaptation or update immunisation guidelines, tools, trainings, and minimum standard frameworks for National Societies.
  7. Work with knowledge management and communications colleagues to share information, lessons learned and best practices.
  8. Contribute by providing specific technical support to Partner National Societies in country
  9. Support the mapping of global programming, progress and best practices and priority needs of the NS especially in Complex Settings
  10. Ensure professional dialogue with and relevant support to technical staff and maintain a functioning network of delegates, NS staff and professionals in the Health in Complex Settings sector.

Support PRCS to develop relevant emergency health responses with a particular focus on Immunization during emergencies

  1. Supervise liaison with Senior Immunization Officer to ensure NS has capacity to conduct social mobilization and demand creation for routine immunization and supplemental immunization campaigns in complex settings
  2. Support CSO platforms to address the equity gap in immunization in priority countries.
  3. Support NS capacity to provide immunization services in settings where the national programme is unavailable.

Contribute to Delivering quality in operations

  1. Ensure that tools, guidelines, and projects in the team are based on evidence, applicable international standards and follow a resilience-based health approach.
  2. Ensure that operational questions and challenges are addressed by operational research in partnership with different research institutions and other partners
  3. Ensure that behavioural change components and training are following good standards and are aligned to department wide approaches

  1. Be accountable to Head of Country Office by providing progress reports on results against objectives and risk analysis.

Reporting and documentation

  1. Contribute to the submission of periodic narrative and financial reports on IFRC supported Health Programme activities of PRCS and to the analysis of the routine health programme reports.

Representation

  1. Represent PRCS and IFRC in inter-agency forums in health in Islamabad or in sub-national hubs in provincial branches where appropriate and necessary along with the National Society.

Position Requirements

Education

Professional qualification as a Doctor/Medical Practitioner

Masters’ degree in Public Health

Experience

10 years of experience in preventive/community health programmes in both emergency and developmental contexts and engaging effectively with community beneficiaries

Minimum of 5 years of experience of management/advisory experience in health programming; liaison and networking;

Experience of managing and supporting health programme staff

Experience in community-based and participatory approach and in programme planning and management; and managing a budget; writing and evaluating project proposals and concept notes.

Knowledge and Skills

Programme development management (including budget planning and management), including monitoring and evaluation; capability in organization and staff development; and preparing narrative and financial reports

Excellent communication skills; high level of proficiency in written and spoken English

Self-supporting in computers (windows, spreadsheets, word-processing)

Skills in training and facilitation; Behaviour change communication material development.

Fluently spoken and written English

Good command of another IFRC official language (French, Spanish or Arabic)
