Background The Libya Economic Acceleration Project (LEAP/Aqfuz) is a newly awarded USAID program implemented by Chemonics International. The goal of the program is to promote inclusive private sector-led growth throughout southern Libya, increasing economic resilience while putting new future opportunities in reach for a diverse group of stakeholders. LEAP/Aqfuz will enhance entrepreneurship skills, provide firm-level assistance, provide technical and vocational training, and strengthen the capacity of business development service providers.
Reporting The MEL Specialist/Assistant reports to the Learning, Outreach, and Inclusion Lead.
Responsibilities: The MEL Specialist/Assistant supports the Learning, Outreach, and Inclusion Lead to ensure timely, accurate, and reliable high-quality data collection, reporting, and analysis for baseline studies, activity monitoring, surveys, pre/post-intervention assessments, and evaluations using quantitative and qualitative tools, including but not limited to focus group discussions, key informant interviews, qualitative observation, and surveys in addition to performing data collection supervision if necessary.
Specific responsibilities include:
- Support the Learning, Outreach, and Inclusion Lead to develop the LEAP activity monitoring, evaluation, and learning plan (AMELP), including selecting indicators, establishing performance targets, and MEL processes.
- Develop information flow mechanisms, and data collection and analysis tools for profiling, assessment, monitoring, and evaluation purposes as necessary.
- Draft and/or review MEL plans for subawards/grantees in coordination with the grants team.
- Conduct and document periodic activity site visits to collect data for monitoring and evaluation purposes in addition to uploading MEL data to LEAP knowledge management system.
- Conduct grant evaluations, identify lessons learned, and share relevant information with the broader LEAP team to support team-wide learning.
- Compile relevant data on project indicators on a weekly basis for contractual reports and monitoring.
- Analyze and report on emerging project trends, lessons learned, and other factors to better inform program development and reporting and create a robust feedback loop.
- Disseminate lessons learned and successes during project implementation.
- Contributes to the capacity building of partners and grantees related to monitoring and evaluation
- Ensure consistency in qualitative and quantitative information collected.
- Archive evidence with supporting documents for all activities and indicators.
Other duties as assigned.
Qualifications:
- Bachelor’s Degree in a relevant field required.
- Knowledge of monitoring and evaluation for international donor funded programs, with experience in economic growth programming preferred
- Minimum of four years work experience required, with at least two years of direct work experience in monitoring & evaluation
- Strong interpersonal skills and ability to work with culturally diverse staff
- Strong English and Arabic communication skills (oral and written)
