Consultant for Media and Journalists in Exile At Media in Cooperation and Transition

MiCT is calling for proposals for a consultant expert on media and journalists in exile, as part of its program “MiCT Fellowship for Critical Voices 2026”. MiCT invites interested and qualified persons to submit proposals by 15.02.2026. Applications will be reviewed on a rolling basis.

1. Introducing MiCT

Media in Cooperation and Transition (MiCT) is a non-profit organisation delivering expert media services in complex and challenging contexts with passion, precision and agility. Through our collaborative work with our partners, we foster transparent, inclusive and fair dialogue supporting resilient societies that thrive.

Across three continents and 15 countries, MiCT facilitates the training of journalists and media producers, programme and content development, radio and film production, magazine and book publishing, media research and monitoring, in addition to supporting the financial viability of our partners.

2. The Program

The MiCT Critical Voices Fellowship is aimed at media professionals from crisis and conflict countries who share a common value in their professional journalistic integrity. The program has a global mandate, providing Fellows with tailored support covering their most urgent needs to allow them continue contributing to the global information ecosystem.

Together with a group of international NGOs working on media safety, under the umbrella of ACOS Alliance, MiCT is seeking to develop checklists for exile preparation of at-risk journalists and media globally. The aim is to allow journalists and media outlets to prepare for and quickly react to threats to move to exile

3. Description of the role

To support the development of actionable, practical and globally relevant checklists, MiCT is looking for an expert consultant on media exile. The consultant will:

a) Analyze and curate existing resources: Review and combine relevant existing resources relevant to exile preparation and management in the areas of documentation, travel, finances, legal, digital and physical security.

b) Conduct expert interviews: Interview at least 6 exiled journalists and media outlet representatives to identify key needs and experiences when preparing/moving to exile.

c) Develop actionable checklists for journalists and media outlets: Combine existing resources and interview findings into structured, actionable checklists for 1) journalists and 2) media organisation to prepare for exile along the the areas: i) documents, ii) travel, iii) finances, iv) legal; v) digital & physical security – relevant at each stage of low, medium and high risk

d)Test & feedback: Test the checklists through focus groups and individual feedback of potential users and adapt checklists accordingly

e) Conduct training: Conduct 2, 2h introductory trainings for interested 1) journalists and 2) media outlets to introduce the checklists

4. Deliverables:

  • interim report summarising learning from 3a&b (approx 5 pages)
  • Set of actionable checklists for 1) journalists and 2) media organisations along the above-mentioned dimensions and threat levels (reviewed and tested by practitioners)
  • Two 2h trainings to introduce the toolkit to broader interest groups

The assignment comprises 15 working days, conducted remotely, and should be completed by the end of March 2026.

Successful applicants should be able to provide proof of the following:

  • Proven knowledge of exile media contexts, through research or practical experience
  • Strong qualitative research skills
  • Experience working with journalists in challenging environments
  • Fluent English required, additional languages (Arabic, Spanish, French, Russian, Burmese etc) of benefit
  • Knowledge of safety practices for media professionals and a good understanding of the dimensions of exile in journalism are an advantage
  • Flexible availability in above-mentioned dates

It is acceptable for a pair or multiple consultants to apply together to fill this role. In these cases the daily fee & number of days per person should be outlined. The total number of days (15) should be maintained.
