Context:
Under the overall supervision of the Deputy Chief of Mission (DCOM) and direct supervision of the Head of Humanitarian Assistance and Operations in Cox’s Bazar, Bangladesh, the Programme Manager (Site Management and Site Development) will be responsible for the overall management, oversight and coordination of all Site Management and Site Development projects implemented in Cox’s Bazar for Rohingya Refugees Crisis Response, as well as their implementation, monitoring and reporting.
Core Functions / Responsibilities:
- Contribute to the development of and implement and monitor the International Organization for Migration’s (IOM) overall Site Management and Site Development response strategy for Rohingya Refugees in Cox’s Bazar, Bangladesh.
- Manage all relevant operational staff including the Site Management and Site DevelopmentCoordinators, ensuring that all elements of the IOM Site Management teamwork in tandem, support each other, and support IOM’s other programmatic pillars to deliver services in the camps.
- Oversee that adequate camp management systems are established for displacement sites in Cox’s Bazar, either through IOM direct staffing or partners, and work closely with Data Tracking Matrix (DTM) / Needs and Population Monitoring (NPM) team to ensure that data on sites is adequately tracked and feeding into the operational response.
- Oversee that Communicating with Communities (CwC) activities are integrated into SiteManagement operations, including targeting for camps and out of camp Rohingya Refugees as well as host communities.
- Oversee that site planning teams include adequate sectoral expertise (engineering, WASH, Shelter) and that the site development operations are planned and reported in a timely manner both internally and externally.
- Ensure participatory approaches to develop site plans, adequate contractor quality to develop sites, and rapid implementation of site set up including mobilization of all required personnel and equipment.
- Coordinate with the Shelter, Water, Sanitation and Hygiene (WASH), Health, Gender-Based Violence (GBV)/Protection, Needs and Population Monitoring (NPM), and other relevant IOM operational teams to ensure services are provided in sites and that IOM programme leads are supported to identify needs, locations for work, and support in prioritizing activities related to the camps.
- Oversee the procurement planning for required Site Management and Site Developmentitems, including infrastructure elements in the camps/sites, including specifications for all items with guidance from Global Shelter/Site Management Support units in Geneva.
- Support the Senior Management in the establishment partnerships with local authorities andnational/international non-governmental organizations tasked with service delivery at displacement sites; particularly military, Refugee Relief and Repatriation Commissioner (RRRC) and District Commissioner (DC) office officials.
- Work with Head of Operations, Head of Sub-Office (HoSO), Resources Management Officer(RMO) at field level to track activities expenditures and highlight issues as they arise.
- Oversee the monitoring and quality control on activities undertaken under grants to non-governmental partners.
- Carry out field visits to displacement sites and development locations in support of IOM activities.
- Participate and represent IOM, as an operational partner, in relevant coordination meetings with partners, donors and other coordination structures namely Site Management and Site Development sector meetings.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in in Political or Social Science, Business Administration, International Relations, Law, Humanitarian Assistance, Human Rights or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Professional field experience in the humanitarian operations, including experience at an international level and in complex emergencies;
- Work experience in international site management / Camp Coordination and Camp Management (CCCM) with Internally Displaced Persons (IDPs) or refugees, site planning, site development and DTM;
- Work experience in liaising with governmental authorities, other national / international institutions and NGOs;
- Work experience with the humanitarian coordination architecture (clusters) Work experience in managing agreements with IPs, Service contractors, and construction contractors;
- Experience in conducting CCCM Capacity Building events/trainings.
Skills
- Knowledge of the Region and Country;
- Knowledge of the UN System, and NGO humanitarian community with good knowledge of the humanitarian reform and coordination architecture;
- Knowledge of CCCM related technical guidelines, minimum standards for camp management, and indicators;
- CCCM Cluster Coordination Training attendance is desirable;
- Excellent communication and negotiation skills; and Good computer literacy.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written). Working knowledge of Bengali is an advantage.
