Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women, and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
In Lebanon, the Syrian crisis continues to generate political, social, and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.
WE WORK IN LEBANON AGAINST COVID-19
- Focusing on Syrian refugee population and Lebanese host communities,

The Compliance & Grants Manager will be responsible:
The main objective of this position is to ensure the adherence of AAH Lebanon to internal and donor policies and procedures, especially regulatory and ethical standards.
Objective 1: To ensure compliance with Action against Hunger internal policies and procedures, applicable Lebanese laws and donor regulations (30%)
- To Provide training and “on going” awareness to staff on key control and compliance risk prevention measures., donor and internal regulations.
- To support the creation of a “donor” intelligences regarding rules and procedures by donor, keeping updated information to the operation, technical and support staff
- Preparation of donor guidelines related to funding agreements projects
- To coordinate and share “preventive controls” responses, recommendations and findings.
- To Support records management and archiving processes to assist with the proper filing of documentation
Objective 2: Coordinate donor and internal audits and provide follow-up support on the timely implementation of audit findings and action plans (40%)
- Ensure all the supporting documents are prepared and reviewed as per the request of external and internal auditors
- To follow up and ensure that audits and spot-checks findings and any donor’s recommendations are solved to avoid them in future audits.
- To ensure that complete, accurate, and timely audit information is reported to Mission Management and/or HQ compliance coordinator.
- To share internal compliance data and auditors’ findings and recommendation to improve the internal control.
Objective 3: Instill a strong culture of ethics and compliance by identifying and preventing potential sources of corruption and fraud (20%)
- To further strengthen transparency and fraud/corruption prevention measures.
- To Conduct regular spot-checks and compliance assessments; document findings and propose solutions and mitigating measures in all the departments.
- Establish and conduct systematic monthly sample review of accountancy records against digitalized documents.
- Analyze and validate existing control measures used to prevent fraud and corruption schemes. Identify and propose new measures.
- Propose and implement measures for mitigating such risks to CMT, discuss the main findings and recommendations with the CMT during the mission.
Objective 4: Contribute to supporting partner compliance including their selection, agreements, reviewing supporting documentation, trainings and ad hoc compliance support as needed (5%)
- Review local partners legal, financial, and supporting documents for the reported expenses
- Ensure that all the supporting documents provided are following AAH and donors’ regulations
- Provide the feedback and recommendations on missing (not aligned) documents to the local partners
- Follow up related audit findings and recommendations with the local partners and related departments in the mission.
Objective 5: General Department Tasks (5%)
- Any other related tasks as assigned by the management
- To provide advice and assistance to other departments when needed.
Training:
University Graduate preferably in Audit and Finance or any related field.
Technical specific knowledge:
- Good Knowledge of donor rules and regulations (ECHO, UN, OFDA, SIDA, GIZ, EU.)
- Knowledge of internal audit methodologies
- Reporting skills
Previous experience (years):
- At least 3 years of professional experience in a similar role within the comparable setting.
- Experience from both private and INGO sectors is an advantage.
- Knowledge of Lebanese context.
