GENERAL CONTEXT

CONTEXT OF THE POSITION

Define, implement, coordinate and supervise all activities related to the capital pharmacy in accordance with MSF standards and protocols and the directives of the mission pharmacist coordinator and the medical coordinator and manage the staff involved in the operation of the pharmacy in order to ensure proper management of medicines and medical devices and the supply of the central pharmacy (or medical warehouse) and project pharmacies.

MAIN RESPONSIBILITIES AND TASKS

  • To support the ordering and supply procedures for medicines and medical devices in order to ensure stock monitoring for all pharmacies, prevent expiration, overstocking, and stockouts, and ensure the proper functioning and efficiency of these procedures
  • Collect and prepare accurate data (inventory, consumption, etc.) to be used later by the person responsible for preparing medical orders.
  • Ensuring the integrity of the cold chain in cooperation with the logistics team
  • To monitor proper stock management across all pharmacies in the project area in order to guarantee adequate and up-to-date control of stock levels and, more generally, the proper management of medicines and medical devices.
  • Ensure the proper recording of stock and inventory files
  • Track the flow of medications and medical devices (inbound, outbound, destination), ensure their quality, assess their condition, and report any problems.
  • Ensure that pharmacy staff are familiar with the normal color and appearance of all medications in order to detect any potential deterioration.
  • Ensure, in cooperation with the logistics manager, proper storage conditions (e.g., humidity, temperature, light exposure, cleanliness, pest and rodent control, etc.) and the classification and organization of medicines and medical equipment in accordance with MSF protocols.
  • Ensure compliance with all hygiene and safety procedures in the project’s pharmacies: cleaning, pest and rodent control, etc.
  • To oversee the operation and organization of the central pharmacy and to implement the protocols and procedures to be followed by all staff in order to ensure the quality of service provided to the public and the correct handling of products and equipment in terms of hygiene and safety
  • Report on the consumption of medications and medical devices distributed according to protocols and on unusual flows
  • Perform all reporting tasks associated with their scope of action and responsibilities, ensuring their consistency and accuracy to facilitate decision-making by their superiors.
  • Ensure that all pharmacy staff use the required clothing and equipment in accordance with protocols, e.g. white coat, gloves, etc.
  • Visit the projects to provide technical and general support (Staff leave coverage, medical license, human resources gap).
  • Assist the medical coordinator and pharmacy coordinator in monitoring the planning of the EPREP and the preparation of emergency medical kits, ensuring the rotation of pre-expired items with the regular stock to avoid expired items.

SPECIFIC RESPONSIBILITIES FOR THE MSF SECTION / CONTEXT

  • Ensuring the rational use of medications by ensuring that the right medications are prescribed for the correct diagnoses, at the correct dose and in the correct dosage form, and by reducing expired medications.
  • Ensuring the proper receipt and tracking of international medical orders
  • Develop and monitor the activity schedule of the Central Pharmacy of Bangui
  • Coordinate inventories according to the pre-established schedule, analyze inventory data, identify gaps and propose improvements.
  • Visit the projects to provide technical and general support (Staff leave coverage, medical license, human resources gap).
  • Supporting PharmaCo with documentation of psychotropic drugs and narcotics, internal (stock sheet, register book) and external (import documents from the Ministry of Health).
  • Ensuring proper management of the cold chain, including preparation, reception and maintenance with Biomed.
  • Management of expired and near-expired medications, ensuring that a minimum stock expires in the central pharmacy, by proposing stock rotation with other sections and other partners.
  • Ensure that the ministry’s documentation for key products (malaria, nutrition, HIV/TB) in areas supported by MSF reaches the various partners and monitor the delivery processes due to partners in MSF projects.
  • Ensure that the security stock of key mission products (malaria, HIV/TB, nutrition) is rotated with other sections/partners, avoiding expiry dates.
  • Supporting the pharmacy of the medical coordination.
  • Ensure that the recommendations of the monthly report from the pharmacist advisor are implemented for the projects.

SELECTION CRITERIA

  • A pharmacy degree is essential. A degree in pharmaceutical management is desirable.
  • At least 2 years of experience in pharmacy, no MSF experience required.
  • Working language of the mission (French) and English essential, local language desirable.
  • Essential computer skills (Word, Excel and Internet).
  • Personnel management.

WORKING CONDITIONS

  • Expected start date: June 2026.
  • Location: Bangui, Central African Republic.
  • Contract type: 6 to 9 months.
  • Contract duration: Fixed-term contract (CDD) – Full-time.
  • Salary according to the MSF OCBA field pay scale, level 10.
  • Contractual terms, conditions and salary will be established based on the official residence of the selected candidates and in accordance with MSF’s standard job and salary scales.
  • No family position.
