With the onset of large mixed migration flows into Colombia due to the Venezuelan crisis, DRC launched an integrated humanitarian response in 2018 to meet the urgent needs of refugees, asylum seekers, migrants, Colombian returnees, and host communities in some of Colombia’s most vulnerable areas, such as the Caribbean coastal regions (Riohacha and Barranquilla) and urban centers (Bogotá and Cundinamarca). In 2021, DRC opened field offices on the South Pacific coast in the department of Nariño and in northern Colombia in Norte de Santander.
Job Overview: The Human Resources Assistant will provide administrative, operational and/or technical support in the processes of the Tibú base and the municipalities assigned to Norte de Santander, in accordance with the internal framework of the Danish Refugee Council – DRC, the guidelines of the donors at headquarters and Colombian regulations; under the direct supervision of the Support Services Leader and the technical guidance of the National Office Human Resources team.
Responsibilities:
Recruitment and selection
- To summon candidates for technical tests, ensuring the sending and receiving of these tests and consolidating the information of the results.
- Call candidates for interviews.
- Update the databases for the selection process.
- Safeguard the process documentation, ensuring proper archiving of the process
- Support the process of searching for and selecting apprentices.
Recruitment
- Receive and review the documentation required for hiring.
- Request and verify employment references.
- Schedule pre-employment medical exams.
- Carry out the processes of affiliation to prepaid medicine and the social security system.
- Create profiles of new collaborators in the Dynamics ERP.
- Make the request for contracts and addenda.
- Request licenses and support new collaborators in activating users.
- Send the hiring documentation and ensure the creation of the employee file.
- Request and/or prepare ID cards for employees.
- Provide operational support for the process of hiring focal points, including their affiliations and the monthly submission of contribution certificates.
- Verify compliance with legal requirements and the documentation required for hiring personnel.
- Monitor the status of the contracting processes until their effective closure.
- Coordinate the induction process for new employees.
- Keep contractual and employment information updated and organized in the digital file
- Support the development and monitoring of indicators for the contracting process.
- Manage new income information with the relevant entities.
- To address and resolve employee concerns related to their onboarding process.
- Ensure confidentiality and proper handling of personal and employment information.
- Coordinate with the areas involved (programs and support) to ensure adequate income for the employee.
Compensation, payroll and social security:
- Assist in receiving and reviewing payroll updates (hours, absences, leaves, salary changes, etc.), verifying their consistency and supporting documentation.
- Register payroll updates in the payroll system and in the control files defined in the process, ensuring traceability and compliance with the established deadlines.
- Prepare and execute the payroll calculation process, verifying the correct application of rates, deductions, withholdings and benefits established in the project.
- Carry out the disability recovery process, ensuring the required documentation and compliance with internal and EPS procedures
- Generate the necessary documentation in the retirement processes (settlement, certifications, letters, calculation of benefits, etc.), ensuring compliance with labor regulations.
- Manage the affiliation, updating and control of social security contributions (health, pension, occupational risks, compensation fund, etc.).
- Support the internal and external audit of the payroll process, providing the required documentation and addressing observations.
- Keep up-to-date personnel records and files related to compensation, payroll, and social security.

- To provide operational support for welfare activities.
Occupational Safety and Health
- To ensure comprehensive care for your health.
- Actively participate in the formation of the COPASST – Workplace Coexistence Committee – Emergency Brigades, as well as the activities carried out by them.
- Comply with the rules, regulations and instructions of the SG SST.
- Report in a timely manner the dangers and latent risks associated with your workplace.
- Attend the OSH training sessions defined by the SG-SST training program.
- Ensure the maintenance of order and cleanliness in your work area and position.
- Provide clear, truthful and complete information about your health status.
- Immediately report to the OSH area and your immediate supervisor any work accidents, incidents (near misses) and illnesses diagnosed as work-related.
- Report to the immediate supervisor the need to take corrective or preventive actions, as appropriate, in the face of actual or potential nonconformities of the process to which it belongs.
- Participate in training activities, drills, and those scheduled by occupational safety and health.
- Participate and contribute to the fulfillment of the SG-SST policy and objectives.
Development
- Invite new employees to training (DRC days)
- Ensure a smooth onboarding process for new employees.
Billing and Travel
- Preparation of purchase requisitions (PR) for medical exams, travel, and other requested items.
Other activities
- Required by the organization in relation to Human Resources
Experience and Technical Skills:
- Minimum 1 year of experience providing administrative and operational support to Human Resources processes
- Basic technical knowledge of Human Resources and Labor Law
- Cultural sensitivity and ability to work in an intercultural environment
- Proficient in Microsoft Office
- Basic ERP handling of payroll and personnel administration
- Attention to detail, organization and results orientation
- Skills for collaborative work and human quality
Education
- Technologist or professional in administrative careers, psychology or related fields.
