As the Program Operations Director, you will ensure strategic leadership in implementation of all field ministries of World Vision International – Lao PDR (WVI-L). You will:
- Provide overall management of the implementation of WVI Lao PDR (WVI-L) Sponsorship and Non-Sponsorship Programs including Grants, ensuring all projects comply with Partnership and donor standards.
- Establish excellent program and operations planning, guidelines, monitoring and reporting, and provide strategic management advice and assistance on all aspects of program implementation.
- Contribute to new project design and proposal development, ensuring new project designs are in alignment with the country strategy and cover all operation and technical requirements.
WVI-L’s Strategy 2022-2026 includes three strategic objectives: Integrated Nutrition, Education and Protection and Participation. You will ensure that all 3 objectives are implemented across WVI-L’s programs, and projects are impactful, achieve program objectives and targets, are implemented in an integrated model and contribute towards the fulfilment of child well-being. This includes leadership of program implementation, design, research and learning for continuous program improvement, innovation and advocacy engagement, and support of all humanitarian emergency actions.
Requirements include:
- Master’s Degree in Development Studies/Social Sciences/Business Administration/Management, or a Technical Field (e.g. Public Health, Education) or any other related filed of studies.
- At least 10 years program management experience in international development organisations, managing significant grant portfolios.
- At least 5 years’ experience in a senior NGO management role in a developing country.
- Previous experience working in Laos or SE Asia, and/or experience working in World Vision.
- Demonstrated track record in resource acquisition and proposal development, including for major government donors.
- Demonstrated experience in program or project design, implementation, monitoring, evaluation and report writing.
- Fluent in written and spoken English
- Based in Vientiane, Lao PDR, the position requires ability and willingness to travel domestically and internationally up to 40% of the time.
