Emergency Assistant – TibĂș At Danish Refugee Council

With the onset of large mixed migration flows into Colombia due to the Venezuelan crisis, DRC launched an integrated humanitarian response in 2018 to meet the urgent needs of refugees, asylum seekers, migrants, Colombian returnees, and host communities in some of Colombia’s most vulnerable areas, such as the Caribbean coastal regions (Riohacha and Barranquilla) and urban centers (BogotĂĄ and Cundinamarca). In 2021, DRC opened field offices on the South Pacific coast in the department of Nariño and in northern Colombia in Norte de Santander.

Job Purpose/Objective Description: The main objective of the Emergency Assistant is to support the Emergency Team Leader in the effective and high-quality implementation of emergency response programs, under the modalities of in-kind and cash transfers, and their multi-sectoral interventions, in the department of Norte de Santander; carrying out the operational activities that are assigned to him/her, ensuring compliance with the procedures, policies and guidelines of DRC.

Responsibilities:
Programmatic

  • Participate in the rapid and efficient implementation of multi-sectoral interventions in accordance with the objectives agreed with the Team Leader of the Emergency team.
  • Manage requests for preparation, distribution, execution, closure and accountability to the community for multisectoral interventions made by the Emergency Team Leader.
  • Ensure compliance with DRC policies, tools, manuals, and guidelines
  • Provide logistical support for the preparation of activities in the communities.
  • Obtain all documents and supporting documentation for the delivery of assistance, duly signed and validated.
  • Create the appropriate digital and physical archive for the safekeeping of the documents.
  • Support in the construction and facilitate the implementation of the workshops or community activities required by the program, in accordance with the identification of needs.
  • Support needs assessments in accordance with the request of the Team Leader and/or Area Manager and/or Program Manager.
  • Ensure that the team has all the biosecurity elements, fleet and supplies required to carry out the activities in the field.
  • Prepare the necessary report on the status of the equipment during community activities.
  • Keep a log of activities and routes when required by the Liaison Officer.
  • Participate in the preparation of monthly reports and budgets.
  • Support unspecified and spontaneous tasks related to the operational and programmatic management of the Norte de Santander base as requested by the Team Leader and/or Area Manager and/or Program Manager.
  • Establish bonds of respect and closeness with the community involved in the process; and raise awareness/disseminate the transparency processes/complaint mechanisms established by DRC.

Logistics

  • Support the verification of the condition of humanitarian aid items, including expiration dates and inventory of supplies.
  • Participate in the joint verification of the goods, supplies and equipment acquired and verify the conformity of the items with the technical specifications and quantities.
  • Support in minor purchases, both in the office and in the communities related to the activities of the emergency response team.
  • Maintain good communication and constant relationship with DRC’s supply chain, logistics, finance, and security personnel and staff from organizational structures associated with DRC.

Experience and technical skills:

  • Professional with 1 year of experience in the humanitarian sector. (Administration, Logistics and related fields are desirable but not required)
  • Experience in the delivery and administration of humanitarian assistance in kind and/or cash.
  • Inventory management and AHE distribution experience are desirable.
  • Experience working in rural and hard-to-reach environments.

Education

  • University degree in administration or social sciences preferred.
