World Vision East Asia is establishing the Regional Child Advisory Research Board (RCARB) as a permanent regional governance mechanism for research. The goal is to move beyond tokenistic consultation and position children and youth as ethical reviewers, evidence partners, and advocacy contributors in the research process. This consultancy is required to develop a comprehensive, enforceable Terms of Reference (TOR) and operating framework to institutionalize this participation within research governance.
AIM AND OBJECTIVES OF CONSULTANCY SERVICE:
2.1 Overall objective
To develop a clear, comprehensive, and enforceable Terms of Reference that defines the mandate, structure, roles, safeguards, and sustainability mechanisms of the Regional Child Advisory Research Board (RCARB)
2.2 Specific objectives
Specific objective that the consulting service provider is anticipated to support.
- Select and operationalize a child participation modality across the research lifecycle.
- Establish robust safeguarding, ethical, and data protection standards for child participation.
- Clarify membership, recruitment, governance arrangements, and exit pathways of the board
SCOPE OF CONSULTANCY SERVICE
Elaborate the specific frames of references to perform the consulting service effectively. This may include the parameters, locations, dates and other mandatory aspects to be considered as a part of service rendering.
The consultant will define the specific frames of reference for RCARB, including:
- Mandate & Authority: Define RCARB’s role in methodological/ethical reviews, evidence interpretation, and regional advocacy.
- Stakeholders: Coordinate with WV Research Units, Ethics Review Committees, Advocacy teams, and Field Offices.
- Frameworks: Ensure alignment with UNCRC, GEDSI principles, and World Vision Child Safeguarding policies.
