SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid organization that, for over 40 years, has been providing assistance to populations affected by armed conflict and natural disasters by addressing their vital needs: water, food, and shelter. Particularly committed to combating diseases linked to unsafe water, the leading cause of death worldwide, SI implements its interventions with expertise in the areas of access to drinking water, sanitation, and hygiene promotion, as well as in the essential areas of food security and livelihoods. Present in 26 countries, SI’s teams—a total of 3,200 people including expatriates, national staff, headquarters staff, and a few volunteers—operate with professionalism and dedication, respecting local cultures.

The mission

SI has been present in Chad since 2008, in Cameroon since 2017, and in the Central African Republic since 2007. The Chad and Cameroon missions merged in 2021, and the Central African Republic mission joined this merger in 2025. The Chad-Cameroon-Central African Republic (TCA) multi-country mission comprises a total of 10 bases/sub-bases. In Cameroon: 1 mission coordination base in Yaoundé and 1 operational base in Maroua in the Far North, as well as a sub-base in Makary. In the Central African Republic: 1 CAR zone coordination office in Bangui, and 2 operational bases in Markounda in the Northwest and Bouar in the West.
In Chad, SI currently has one coordination base in N’Djamena (shared with SI’s Sudan mission) and three operational bases in Bagasola (Lake Chad), Adré (Ouaddai), and Iriba (Wadi Fira / shared with PUI). SI also operates in the Ennedi East province from Iriba and in the Sila province.
In the Lake Chad province, SI has strengthened its operations by providing emergency humanitarian assistance in food security, livelihoods, improved access to water, sanitation, and hygiene (WASH) services, and support for agricultural practices. Donors: ECHO, DoS / Partner: ACHUDE.
In the East, SI’s response has focused on improving access to safe drinking water, sanitation services, and improved hygiene for Sudanese refugees and the Chadian population, in order to prevent the spread of diarrheal diseases. Emergency assistance in response to the cholera outbreak was also implemented by the teams in the second half of 2025. Donors: CDCS, PRM, SDC, FH, ECHO. / Partner: PUI, DRC

Description of the offer

General objective:

To ensure the official representation of Solidarités International in Chad, liaising with authorities, financial partners, and other humanitarian actors, and to oversee the smooth running of operations in the country.
To guarantee the safety of teams and compliance with SI’s internal procedures and the applicable legal framework.
To contribute to the development of the mission strategy and new project proposals.

Team sizing:

The TCA mission comprises 197 staff members, including 25 expatriates. Of these, 21 are based in Yaoundé for coordination.
The Chadian team consists of 44 national staff members, including 6 in N’Djamena, and a total of 9 expatriates.
The budget for Chad, set at €5.6 million in 2025, is increasing for 2026.

Main challenges and issues:

Volatile security context in the Lake and East with the possibility of a massive influx of Sudanese refugees depending on the evolution of the conflict.
Significant administrative constraints.
Operational volume in the East and ongoing structuring.
Technical coordination (program and support) based in Yaoundé and not directly in Ndjamena and covering 3 countries Chad-Cameroon-CAR (very regular visits to the operational bases of the 3 countries).

Priorities for the first 2/3 months:

-Continue structuring the Chad mission (adherence to procedures, improvement of passive security and base equipment, inter-departmental and inter-base communication, the area office in N’Djamena and the coordination office in Yaoundé, and operational programming in the East in particular – LOI)
-Meetings with donors and development of new proposals
-Meetings with authorities and familiarization with procedures related to the legal framework (monitoring of travel permits, monitoring of project validation and/or sectoral Memoranda of Understanding at the central or provincial level)
-Update of security packages in May 2026

Security constraints:

Ndjamena (level 2), Bagasola (level 3), Adré (level 3) and Iriba (level 3) with risk of deterioration of the security situation at Lake (JAS – Boko Haram threat) and in the East (spillover from the Sudanese conflict with drone attacks)

Your profile

Required degree: Master’s degree (5 years of higher education) in humanitarian project management; international relations; public policy; or any other relevant field

Experience in the humanitarian sector: minimum 5 years

Experience in a similar role: 0 to 2 years

SI will offer you the following conditions

A salaried position: Depending on experience, starting from EUR 3740 gross per month (EUR 3400 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 800.

SI also covers accommodation costs and travel expenses between the expatriate’s home country and the place of assignment.

Breaks: During the mission, a system of alternating work and leave is in place, with 7 working days off every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, one extra day of leave is granted for each month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all healthcare costs (including medical and surgical fees, dental and ophthalmological care, and repatriation) and a supplementary benefits system that includes war risks. Essential vaccination and antimalarial treatment costs are reimbursed.

LIVING CONDITIONS:

Accommodation in a private apartment in the Sudan mission guesthouse (other apartments in the guesthouse are shared by other expatriates).
Living conditions in N’Djamena are pleasant, with a range of restaurants, bars and leisure activities (swimming pool, hotels).
There is a market during the day and few security restrictions in the capital (extensive green zone).
