Coopermondo – Association for International Development Cooperation is in the process of selecting an International Consultant expert in diagnostic studies and institutional analysis of agricultural cooperatives to integrate into its activities in Senegal (regions of Dakar, Thiès, Kaolack and Tambacounda).

Context
Coopermondo , an NGO within the Confcooperative system – the Confederation of Italian Cooperatives – works to promote the cooperative model as a lever for sustainable economic and social development, with a particular focus on empowering women and young people. Through international cooperation projects, Coopermondo supports economic inclusion, the creation of decent jobs, and the strengthening of local actors through training, technical assistance, and institutional reinforcement of cooperatives.
Within the framework of the project “Training, Dignity, Inclusion and Innovation: keys to sustainable economic growth in Senegal” (AID 013244/06/2) , financed by the Italian Agency for Development Cooperation (AICS) and implemented with international and local partners, Coopermondo intervenes to support the formalization and strengthening of agricultural cooperatives, particularly women’s cooperatives, in the regions of Dakar, Thiès, Kaolack and Tambacounda .
The Senegalese agricultural sector plays a central role in the national economy and food security, and agricultural cooperatives are key players in production, processing, and marketing, while also contributing to the economic empowerment of rural women. However, many cooperatives face structural and institutional constraints, particularly in terms of governance, market access, financing, and legal formalization. To analyze the existing situation and identify the main obstacles to their formalization and development, diagnostic studies will be conducted in the targeted regions. To this end, the project plans to recruit an international consultant to carry out these studies.
Mission objectives
- Map existing agricultural cooperatives in the regions of Dakar, Thiès, Kaolack and Tambacounda;
- Analyze the organizational, legal and economic characteristics of cooperatives, with an emphasis on those led or composed mainly of women;
- Identify the constraints and obstacles to the legal formalization of cooperatives (regulatory framework, costs, procedures, internal capacities, etc.);
- Assess capacity building needs (management, governance, access to financing, access to markets, etc.);
- Formulate operational recommendations aimed at facilitating the formalization and strengthening of agricultural cooperatives, particularly women’s cooperatives.
The mission will cover the four regions of Dakar, Thiès, Kaolack, and Tambacounda. Field visits are planned in each of the regions concerned.
Methodology
The consultant will propose a detailed methodology including, but not limited to:
- Documentary review (public policies, legal frameworks, existing studies, etc.);
- Collection of qualitative and quantitative data (semi-structured interviews, focus groups, questionnaires, etc.);
- Meetings with agricultural cooperatives, local authorities, decentralized technical services and civil society organizations;
- Comparative analysis between regions and between formalized and non-formalized cooperatives.
The methodology must be validated by the Project Manager before the actual start of field activities.
Expected deliverables
The consultant will be required to produce the following deliverables:
- Inception Report including detailed methodology, timeline and data collection tools;
- Regional diagnostic reports (one per region);
- Consolidated final report , including:
- Cross-sectional analysis of results;
- Identification of the main obstacles to formalization;
- Conclusions and operational recommendations.
Consultant Profile
REQUIRED QUALIFICATIONS
- University degree (minimum Bac+3) in economics, agronomy, rural development, social sciences or in a related field;
- Proven experience in conducting diagnostic studies and/or institutional analyses in the agricultural sector;
- Good knowledge of the dynamics of agricultural cooperatives and the challenges related to their formalization in West Africa;
- Excellent command of French, coupled with strong analytical and writing skills.
DESIRED QUALIFICATIONS
- Experience working with women’s cooperatives and/or rural women’s organizations;
- Knowledge of local languages ​​and/or Italian.
Contractual and financial terms
The consultant will be recruited as an individual consultant by an Italian entity.
The consultant will be fully responsible for paying their taxes, duties, and social security contributions in their country of residence , in accordance with applicable national legislation.
No tax deductions will be made by the client.
Supervision et coordination
The consultant will work under the supervision of the Project Manager and in coordination with designated local partners. Regular progress meetings will be held to ensure the quality and advancement of the work.
