Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
This position will strengthen IOM’s capacities on knowledge management at the regional level, establish and refine knowledge retention and exchange mechanisms, and manage the Regional Knowledge Hub on Migration (KMHub).
Under the overall supervision of the Regional Director of the Regional Office (RO) for Central and North America and the Caribbean, the direct supervision of the Regional Project Development Officer and in close coordination with the Innovation and Knowledge Management Unit in Headquarters, the Regional Knowledge Management Officer will oversee the knowledge management aspects of IOM activities, programs and projects in the region and assist in their relevant and effective implementation.
Core Functions / Responsibilities:
- Implement the Regional Knowledge Management Framework and maintain high quality, up-to-date, and searchable content for audiences of varying skill levels.
- Design and implement a conceptual dissemination framework, using knowledge management dissemination practices and techniques of knowledge transfer, including but not limited to communities of practice, fishbowl, knowledge cafè, storytelling, peer-assist, cross training, face-to-face, online meetings, after-action reviews, and lessons learned workshops.
- Identify contexts and type of knowledge that can be used at individual, team, or organization level; and strengthen the knowledge management capacity of IOM staff via contributions to the development of relevant guidelines, tools, or other documents; coaching and needs based training, as well as management and expansion of the knowledge, champions network in the region.
- Consolidate retention and exchange of critical knowledge on programmatic and operational, such as Resource Management Unit related process, programmatic initiatives with Regional Thematic Specialists and Country Offices in line with RO SJO Knowledge Management Framework.
- Coordinate systematization of good practices and lessons learned gathered from diverse IOMsources and transform them into resources readily available and accessible across the region.
- Promote capturing of IOM project implementation results and identification of effective migration management practices, including through further development and maintenance of the Regional Knowledge Management Hub on Migration (KMHub).
- Coordinate the Regional KM Hub team to identify opportunities for capturing and sharing knowledge, collection and documentation of good practices, and dissemination of information about major progress and results through a user-friendly approach.
- In coordination with the Media and Communications Unit, Data Unit, Regional ThematicSpecialists, the Regional Monitoring and Evaluation Officer and the Regional Project Developer Officer, and other relevant departments of the Organization, promote the up-take of KM products for project development and implementation.
- In coordination with Information and Communication Technology (ICT) and other relevant units, lead efforts to strengthen the staff capacity to use the document management systems.
- Contribute to IOM’s results-based management and reporting; and establish writing guidelines based on knowledge base best practices and coach the teams to ensure implementation.
- Engage in KM cross-regional and global efforts, in coordination with IOM regional offices and the Innovation and Knowledge Management Unit at Head Quarters.
- Represent IOM and its knowledge management practices to internal and external audiences in relevant conferences, workshops and meetings related to the thematic area of expertise.
- Liaise with internal and external knowledge management platforms such as United NationsNetwork on Migration global knowledge platform, the EU-IOM Knowledge Management Hub (KMH), as well as other UN agencies, donors, civil society organizations (CSOs), academia and private sector knowledge management initiatives.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Political or Social Sciences, International Relations, or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Work experience in project development, planning, management or monitoring and evaluation;
- Demonstrated experience in networking and coordination, preferably in areas related to knowledge management;
- Experience with migration and knowledge management;
- Experience with regional migration issues is a distinct advantage.
- Experience in developing, implementing and managing content/knowledge management systems;
- Experience in marketing and branding is an advantage;• Experience with publications, lay-out, etc. is an advantage.
Skills
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
For all applicants, fluency in English and Spanish is required (oral and written). Working knowledge of French is an advantage.
