Organizational context
Founded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental organization that supports humanitarian actors in the area of ​​humanitarian access and strengthens the capacity of its partners on humanitarian principles. It operates in twenty-six (26) countries worldwide. Its mandate is to facilitate humanitarian access for NGOs by helping them better understand the contexts in which they operate, in order to best support populations on the ground through:
- The provision of information analysis to advise national and international NGOs in their decision-making regarding humanitarian access in intervention areas,
- Strengthening the capacity of humanitarians through various training courses in risk management and humanitarian access.
- Full and complete participation as a Platform in NGO humanitarian coordination mechanisms as well as those of the United Nations system (SLT, AWG, CMCoord)
In Chad, the INSO mission began its activities in January 2025, mainly in the Eastern Zones (Ouaddai, Sila and Wadi-Fira) and Western Zones (N’Djamena, Hadjer-Lamis and the Lake).
The INSO mission in Chad
The INSO mission in Chad is in its operational deployment phase following the granting of accreditation and project agreement. It currently has over 70 partner NGOs, including national and international NGOs, three UN agencies, the Red Cross movement, and others. More than 354 aid workers in Chad are receiving INSO products.
As a platform, INSO is active at the level of the coordination mechanisms of the United Nations system (HCT, AWG, CMCoord) as well as international and national NGOs (FONGIT & CONAT).
INSO continues its deployment in 2026 and intends to open an office in Bagasola which will be added to the offices in N’Djamena and Abéché, in order to strengthen the proximity of its services to partners working as close as possible to the communities.
As part of this process, INSO will continue to strengthen its interactions with external stakeholders, while also strengthening its resource mobilization efforts to maintain and consolidate its presence.
Job Summary
As Deputy Director, you will be a member of the Senior Management Team and responsible for the implementation of INSO programs. In this capacity, the Deputy Director plays a key role in ensuring that INSO provides the best possible support to NGOs responding to humanitarian needs in Chad. Responsibilities include recruiting, managing, and mentoring a multidisciplinary team; reviewing and disseminating INSO products to partners; and monitoring and continuously improving adherence to service delivery standards. You will also support the Country Director in program and partnership development, as well as in fulfilling certain administrative responsibilities.
The DD is also an active member at the level of external coordination spaces in particular the CMCoord, the GTA at which he/she actively represents INSO and contributes to discussions on the challenges of humanitarian access during these meetings.
The Deputy Director reports to the Country Director and directly manages a team consisting of 2 Safety Advisors, 1 Training Manager and 1 Information Manager.
Main responsibilities
Leadership and team management
- Direct management of the program team (training, Safety Advisors, Information Management): recruitment, training, orientation and mentoring.
- Mission management during the absence of the Country Director.
Provision of services
- Editorial responsibility for the monthly analytical report.
- Supervision and quality assurance of INSO service delivery: training, roundtables, reports, orientation briefings, flash alerts.
- Work with the Information Manager to ensure that the incident database (Conflict Humanitarian Data Centre) is up to date and that internal protocols are followed.
- Identify and anticipate access constraints and provide appropriate recommendations to partners in accordance with humanitarian principles.
- Represent and liaise with partners.
Program Development
- Support the development and implementation of the program.
- Supporting the implementation of INSO policy in areas such as human resources, finance and operations.
Job requirements:
- Solid experience in humanitarian access and risk analysis
- Significant experience in conflict zones.
- Skills in writing, editing and analysis, and attention to detail.
- Fluency in French (written and spoken), good oral and written level of English.
- Experience in personnel management within a diverse environment.
- Proficiency with computer tools.
- Interpersonal and communication skills.
- Higher education or equivalent work experience.
Desired characteristics
- Prior experience in a country in the Sahel region with a notable understanding of the context.
- Direct experience in risk management within an NGO
- Experience in report production and donor relationship management.
- Direct experience in crisis management.
- Prior experience with INSO (as staff or employee of a partner NGO).

Terms and conditions :
12-month contract. Monthly salary of €5,750 per month, 4 calendar days of annual leave per month worked, 7 calendar days of R&R every 3 months with an allowance of €1,250; accommodation, comprehensive medical coverage (excluding the United States) and life insurance.
