Context

The Norwegian Refugee Council (NRC) is an international non-governmental organization of Norwegian origin, present in more than 25 countries worldwide. It has been working in the Democratic Republic of Congo since 2001. Its programs focus on the sectors of Education, Rapid Response to Population Movements (RRMP), Humanitarian Mediation and Social Cohesion, Shelter, Water, Hygiene and Sanitation (WASH), and Information, Counseling, and Legal Assistance (ICLA) for displaced populations.

Ituri is a province located in the east of the Democratic Republic of Congo. It lies further north and shares borders with Uganda and South Sudan.

The security situation in the province is one of the most critical in the country. Around fifteen armed groups are still active in the province. These include local armed groups (Codeco, Zaïre, FPIC, FRPI, Mai-Mai, etc.) and one international actor, the ADF, known to originate from neighboring Uganda.

NRC’s office in Ituri has around sixty staff members. The projects implemented address issues in the following sectors: Education, Rapid Response to Population Movements (RRMP), Protection from violence, Shelter, WASH (Shelter/WASH), and Information, Counseling and Legal Assistance (ICLA).

Since 2022, NRC has strengthened its activities in Mahagi, notably with the Nashiriki Protection project.

This year, phase 2 of the project was launched for a duration of 18 months. Furthermore, the Mahagi sub-base supports activities in the Education, Shelter, ICLA, WASH, Protection and Livelihoods – Food Security sectors in the Mahagi territory and also covers the Djugu and Aru territories in the northeast.

What you will do:

The Area Manager oversees all aspects of NRC presence, team management, security, reputation, and operational quality in North Kivu. They are also responsible for ensuring compliance with NRC’s national strategy, rules, and procedures.

The Area Manager reports directly to the Country Director. They ensure that implemented programs are delivered on time, are of excellent quality, and maintain a cost-to-program ratio that meets the expectations of donors and the organization.

  • Supervise and mentor senior staff in their area of ​​implementation
  • Participate in the NRC leadership team in the DRC (CMG)
  • Comply with and respect NRC policies, procedures and guidelines
  • Oversee grant management in the area, in accordance with NRC rules
  • Conduct monthly monitoring of the implementation level and expenditure level of all NRC projects in the area
  • Responsible for implementing high-quality, cost-effective programs that target beneficiaries most in need of protection

Professional skills:

  • Minimum of 5 years of experience in a senior area manager or project manager role within a humanitarian or recovery context.
  • Minimum of 8 years of experience in humanitarian work, preferably within non-governmental organizations
  • Experience working in complex and unstable environments
  • Knowledge of the context of the Democratic Republic of Congo. Knowledge of North Kivu is an advantage.
  • Expertise in one or more of NRC’s key competencies (Shelter, WASH, Education, ICLA, Protection and Humanitarian Mediation, Emergency etc…).
  • Proven results in previous positions with similar responsibilities
  • Knowledge of one’s own leadership skills / profile
  • Fluency in French and English, both written and spoken. Swahili is an asset.
