CONTEXT :
Humanity & Inclusion (HI) has been present in Chad intermittently since the 1990s. HI operates in N’Djamena and in Borkou (North), Ennedi (North East), Moundou (South), Lake Chad, Kanem, Barh el Gazel (West) and more recently in the East.
Within the Chad Programme, the Senior Technical Officer Inclusive Education (STO EI) will use their expertise and skills to contribute to the implementation of the mandate and regional strategy of Humanity & Inclusion (HI).
As an Inclusive Education STO, you will provide technical support for the implementation of Education projects, currently numbering 3:
The integrated Education/Emergency Protection project PROSCOLAC phase II implemented in the Lake Province
The multi-sectoral Health – Education Saha Wa Tarbia project implemented in the provinces of Kanem, BEG and Lac (Waii Department)
The project Support for the empowerment of young people (support for the transition to middle school) ALAPAJ Component II implemented in the provinces of Mandoul, Logone Oriental, Ouaddai and Wadi Fira.
You will ensure the optimization of the quality and impact of projects implemented in the country and will be proactive in proposing new initiatives to support education in Chad. Furthermore, you will play a strategic role in raising awareness of HI’s mandate and activities among government ministries, primarily the Ministry of National Education and Civic Promotion, and other technical and financial partners.
MISSIONS :
Reporting hierarchically to the Operations Manager and functionally to the Regional EI Technical Specialist, as an EI STO you will have 5 main missions:
Mission 1: To provide specialist expertise in the form of policy guidance and technical support to projects, partners and/or programs in accordance with the technical frameworks and general standards of its sectoral or cross-cutting scope.
To provide sector-specific technical contributions to the development of the future Regional Operational Strategy
Ensure the implementation of the regional operational strategy at the level of the Education/Inclusive Education Programme and ensure relevant monitoring of its implementation.
To provide appropriate guidance and technical support to project managers and implementing partners in accordance with mandatory cross-cutting strategies, standards and approaches in development and chronic crisis contexts
Conduct on-the-ground technical monitoring missions to support teams and partners and ensure the quality of interventions
Develop and update specific technical guidelines and tools (contextual analyses, needs assessments, etc.)
Contribute to the design and drafting of new projects in the country, emphasizing integrated approaches.
Identify research and study priorities
Mission 2: To provide technical learning based on projects with a global impact
Ensure that the Specialists (Global and Regional) receive the information they need
Contribute to the capitalization of EI projects and ensure technical learning from EI projects
Anticipate and prepare for nexus adjustments
Suggest and lead technical innovation projects
Mission 3: Provide internal technical training in Education / Inclusive Education or on cross-cutting themes (HGA marker, conflict sensitivity, cross-cutting protection)
Contribute to the recruitment and validation of technical positions at the country level (Country Manager and Technical Officer)
Ensure the induction and strengthening of staff’s technical capacities in accordance with training programs developed at the sector level. Identify and guarantee the skills development of national staff in order to embed skills locally in the medium to long term.
Ensuring the strengthening of the skills of partners in the Education/Inclusive Education component
Contribute to the development of a pool of local talent (conduct technical interviews with candidates and formulate recommendations, identify training and support needs)
Help coordinate the Technical Skills Sector and actively participate in the EI Communities of Practice
Mission 4: Contribute to ensuring HI’s external technical visibility in close collaboration with the program team
Represent HI’s technical expertise in Education/Inclusive Education in national sector platforms (Cluster Education, GLPE…)
Contributing to the development of technical and strategic links through participation in meetings with donors, ministries, NGOs and networks of educational stakeholders
Produce content (capacity statements, project sheets, thematic sheets) aimed at promoting HI’s approaches and positioning in relation to the sector externally.
Relaying and contributing to advocacy messages
Identify and transform major opportunities in the country and within your scope
Participate in strategic monitoring of relevant calls for projects at the national and international level
Mission 5: Actively participate in emergency preparedness and response
Participate, in conjunction with the Operations Manager, in providing appropriate support for emergency responses in the Education / Inclusive Education sector.
Contribute to the identification and implementation of preparedness measures
Profile
You are familiar with the Chadian education system
You have solid expertise in supporting vulnerable groups (children with disabilities, girls, refugee children, etc.) and in designing interventions to promote their participation and inclusion in school.
You are proficient in integrated and multi-sectoral approaches (Safe School, gender considerations).
You know how to design and deliver training courses and develop skills development programs.
Design, monitoring and evaluation of projects hold no secrets for you.
Your interpersonal skills allow you to work effectively with a variety of stakeholders both internally and externally.
Education: You have a Master’s degree in education or humanities and social sciences, or similar, as well as additional training in the field of disability.
Experience: You have held, for a minimum of 5 years, technical positions in basic education, education in emergency situations, implementation of innovative models, and implementation of integrated strategies to combat school exclusion.
Language: You are fluent in French. Knowledge of Chadian Arabic or a local language would be an asset.

6-month International Contract
The international contract allows for social security coverage tailored to individual needs:
Unemployment insurance is only levied for EU nationals;
Retirement insurance;
Health coverage, repatriation, and supplementary insurance are provided by HI and the employee;
Salary: from €2448 gross/month; depending on professional experience;
Per Diem: €817 net/month – paid on the ground;
Hardship bonus: €250 net/month;
Paid leave: 25 days per year;
R&R: 5 days every 3 months;
Position: Unaccompanied
Accommodation: Collective housing provided by HI;
