Purpose:
To ensure the efficient and timely financial management of humanitarian response projects through budget formulation and administration, rigorous monitoring of financial execution, and the preparation of technical analyses that contribute to decision-making in emergency contexts. The position provides specialized support from the Shared Services Center of the Finance Center, ensuring compliance with institutional and humanitarian donor guidelines, the proper management of confidential information, and the generation of key reports on budget execution, cost recovery, and exchange rate fluctuations. It also strengthens financial coordination with Program Units, Partners, and National Offices within the framework of humanitarian interventions.

ROLE DIMENSIONS

MAIN RESPONSIBILITIES
– Respond to assigned requests through the CPAF Services Desk
. – Ensure Service responses are provided within the assigned timeframes according to Service Level Agreements (SLAs).
– Design budgets for proposals, ensuring compliance with financial guidelines for applying for donor funds.
– Advise on and develop budgets for fully costed and funded projects
. – Manage the budget for the assigned project portfolio
. – Ensure the final budget version is approved by the donor.
– Track budget modifications made throughout the project lifecycle with the corresponding authorization.
– Ensure all expenses are correctly coded and recorded (payroll, operating costs, direct costs, partners); if not, request corrections.
– Review the assignment of expense codes in all purchase requests
. – Participate in budget planning and update workshops.
– Configure the budget in the different currencies required in the ERP system.
– Make annual budget modifications and quarterly updates in the different currencies required in the ERP system used, specifically in the grants and periods section.
– Transfer financial information to the different Plan formats.
– Record donation income for each project
. – Participate in internal and external project follow-up meetings and fulfill assigned tasks according to meeting minutes.
– Track reimbursements that the project must make to PIG for cost recovery.
– Monitor the work plans for audits of the projects under your responsibility or those assigned to you.
– Prepare monthly budget execution reports in local currency and donor currency.
– Prepare budget execution reports in donor format according to the reporting schedule (monthly, quarterly, semi-annually, etc.) and document/explain variances according to the project sub-manager’s instructions.
– Consolidate the Plan and Partners budget execution report.
– Reconcile budget execution information reported in the ERP system with the project’s bank account, if applicable.
– Ensure timely delivery of financial reports to donors.
– Monitor budget execution by line item in both local and donor currency and send timely alerts/recommendations.
– Monitor exchange rate fluctuations in projects and provide alerts regarding budget gains or losses.
– Follow up with and support partners.
– Conduct periodic visits to partner offices to review documentation of reported expenses and to carry out activities to strengthen the project’s financial management.
– Review partner execution reports and ensure that the amounts reconcile with the project’s bank account.
– Review partner financial settlements and ensure the consistency of expenses by budget line, sending timely alerts/recommendations.
– Follow up to ensure that partner financial settlements are recorded.
– Participate in follow-up meetings with partners.
– Plan and monitor the disbursement plan for partners according to the agreements.
– Execute the financial closure of projects from the grants area in the ERP system.
– Ensure that all expenses are recorded before the project’s completion date.
– Ensure that the income recorded in the ERP system matches the total expenditure.
– Ensure that relevant project documentation is transferred to the financial archive.
– Have an organized backup with relevant financial information for the project in digital format.

TECHNICAL EXPERIENCE, KNOWLEDGE AND SKILLS

Experience:
– 3 or more years of experience in the design, planning, and financial monitoring of humanitarian or social development projects.
– Financial budgeting skills.
– Problem-solving and negotiation skills.
– Social awareness.

Essential Knowledge
– 3 or more years of university studies in Public Accounting, Auditing, Business Administration, or equivalent.
– Ability to prepare complex financial reports
. – Financial analysis skills.
– Ability to calculate and project numerical figures.
– Preparation and interpretation of financial reports.
– Good intercultural communication skills, assertiveness both verbally and in writing.
– Organizational and planning skills.
– Ability to work under pressure and meet deadlines.
– Proficiency in Microsoft Office and email (advanced Excel skills).
