About the job:
DRC is managing its operations in Venezuela, under the direction of the country office in Caracas and three field offices located in the states of Sucre, Apure, and Zulia. DRC Venezuela is implementing activities such as protection monitoring, legal assistance, individual protection assistance for people with disabilities, information sessions for proof of identity (PoC), prevention of human trafficking, rehabilitation of health infrastructure, and food security.
Job description:
Under the supervision of the Disaster Preparedness (DP) Team Leader, the DP Officer will be directly involved in and responsible for the daily execution of DP activities, particularly in intervention areas. They will support the Team Leader in facilitating DP activities, developing informational materials and working tools, and providing communications and awareness-raising support to people with specific needs. The DP Officer will also support the Team Leader with disaster response activities.
Responsibilities:
- Support the team leader in identifying assessment needs related to PD in internally displaced persons and host communities in Zulia and any other area.
- Support the team leader in identifying and selecting beneficiaries with the help of local authorities and other relevant teams from the Protection, Economic Recovery, and WASH sectors. Additionally, contribute to establishing accurate reporting and understanding with relevant service providers/stakeholders.
- Implement DP projects together with the team leader, using the appropriate tools to ensure deliverables are on time, within budget, and with the expected quality.
- Take into account the vulnerabilities of marginalized communities and/or those at risk of protection and participate in each of the project cycles related to DP activities.
- Participate in DP training and also support emergency preparedness and response activities in the other program areas.
- Contribute to the development of training and guidance materials. Document the results and lessons learned from the implementation of the PD program, including emergency preparedness and response and anticipatory action, to promote knowledge sharing with PD counterparts and stakeholders.
- Support the team leader by liaising with other relevant actors/NGOs, local administrators, and internally displaced persons leaders for collaborative efforts, among other things.
- Ensure that all relevant stakeholders have information about the background, program, objectives, areas of work, program duration, and activities in the field of the organization.
- Complete the appropriate DP sector forms and documentation for intervention projects, including transporting GPS coordinates and mapping project activities/areas, among others.
- Contribute to contingency planning for a possible emergency response in the area of ​​DP.
- In the absence of the protection team leader, support the DP project with close coordination from the Program Manager and the DP coordinator.
- Perform any other relevant tasks as requested by line managers and the DP team.
- Develop/support with drills and preparation exercises to ensure team efficiency.
- Contribute to the development and implementation of comprehensive disaster preparedness plans.
Experience and technical skills:
- At least 2 years of experience in the field of DP and others.
- Excellent understanding of basic DP programming training, participatory training methods, community mobilization, and networking.
- Bachelor’s degree in Humanitarian Work, Disaster Management, Political Science, Environmental Science, or other related or similar fields. Higher education adds value to the selection process.
- Effective and timely implementation of all interventions described in the project and any other programmatic activity related to DP.
- Work experience and knowledge of the local destination.
- Able to adapt to changing situations as needed.
- Able to work well under pressure and in adverse conditions.
Desirable:
- Calm and diplomatic character;
- With knowledge of aspects of Protection, WASH or Economic Recovery.
- Ability to manage competing priorities and meet deadlines;
- Ability to lead a team and create a good team environment;
- English proficiency
- Knowledge of the Venezuelan legal framework and international law.
Education: Bachelor’s degree in Humanitarian Work, Political Science, Environmental Science, Risk Management, or other Master’s degrees related to the role.
Languages: Fluent in Spanish; proficiency in English is an advantage
