CONTEXT:
Humanity & Inclusion (HI) has been present in Chad since the 1990s. HI operates in the North (Borkou, Ennedi), in the South (Moundou), at Lake Chad and in the West (Kanem, Barh el Gazel) and, for the past 3 years, in the East of the country, on the border with Sudan, in Ouddai and Wadi Fira.

Annual budget: €14 million with main donors: ECHO/FCDO/AFD/EU

The main areas of intervention:

– Functional physical rehabilitation;

– Le MHPSS ;

– Inclusive education and education in emergency contexts;

– The socio-economic integration of the most vulnerable households;

– Inclusive humanitarian action

– Conflict transformation and social cohesion.

Chad is part of the Sahel and West Africa Regional Directorate (Benin, Burkina Faso, Mali, Niger, Senegal, Chad, Togo) engaged in a process of pooling resources, harmonizing practices and strengthening programmatic coherence.

YOUR MISSION:
Reporting to the Regional Director, as Country Director, you will play a central role in structuring and supporting the development of operations. Your main responsibilities are as follows:

Responsibility 1: Strategy and Development

  • Implement and manage the Operational Strategy in the country.
  • Identify and transform funding opportunities into structuring projects.
  • Develop strategic partnerships and consortia.
  • Maintain close relationships with donors and institutional partners.

Responsibility 2: Operational management and compliance

  • Ensure the qualitative and compliant implementation of projects (technical, logistical, administrative and financial).
  • Oversee resource planning and budget sustainability.
  • Ensure compliance with institutional policies, donor requirements and protection standards.

Responsibility 3: Safety and risk management

  • Analyze the context and adapt the deployment of teams.
  • Maintain and update security and crisis management systems.

Responsibility 4: Leadership and team structuring

  • Manage operational and technical teams (Area Managers, Ops Managers, Area Managers, Project Managers, Consortium Coordinators), compliance and security and ensure a functional management role for support functions.
  • To size and structure the country organization according to strategic challenges.
  • Recruiting for key positions, supporting managers in their development and establishing a culture of empowerment and collective performance.
  • Ensure smooth coordination between the field and the region.

Responsibility 5: Representation and influence

As the organization’s legal representative in the country, you:

  • Ensure compliance with national regulations and good relations with the authorities.
  • Promote the representation strategy to authorities, donors and partners.
  • Develop the organization’s influence in strategic forums and alliances.
  • Negotiate and formalize operational partnerships.

SPECIFICITIES/PARTICULARITIES OF THE POSITION:

N’Djamena is a safe capital city (few incidents, strong security presence) with a high quality of life (restaurants, bars, supermarkets, bakeries, hotels, etc.). It also has a large expatriate community. Many sports are available (tennis, boxing, yoga, golf, etc.). The main risk is that of a terrorist attack like those of 2015, although no such incidents have occurred since. Security measures are in place to minimize exposure, but these are limited to the highest-risk areas to allow for a relatively normal life.

YOUR PROFILE:

  • You have 10 years of experience in managing humanitarian and development programs, including several years in a senior coordination role.
  • You have at least 4 years of experience as a Country Director for an INGO in a fragile context.
  • You have experience in managing multidisciplinary and multicultural teams.
  • You have proven experience in external representation and negotiation (authorities, donors) and in partnership management.
  • You have a good ability to work in a changing, secure environment.
  • You have excellent skills in organization, structuring, and knowledge transfer.
  • You have leadership and strong interpersonal and intercultural skills.
  • You adhere to humanitarian values, ethics, accountability and safeguarding/PSEA principles.

International contract of 12 to 24 months, ideally starting from May 1, 2025;

The international contract allows for social security coverage tailored to individual needs:

  • Unemployment insurance is only levied for EU nationals;
  • Retirement insurance;
  • Health coverage, repatriation, and insurance are provided by HI and the employee;

Salary : from €3232 gross/month;

Per diem : €817 net/month – paid in local currency on the ground;

Hardship: â‚¬250 net/month

Paid leave : 25 days per year;

R&R : depending on mission level: 5 days every 3

Then:

  • Unaccompanied:

– Coverage of transportation costs, visas and transport of your personal belongings

– From 12 months of mission: a child allowance of €100 paid from 2 dependent children, paid in local currency on the ground;

  • Open to couples:

– Coverage of visa and travel expenses for the accompanying person, insurance if not covered;

  • Open to families:

– A child allowance of €100 paid from 2 dependent children;

– Contribution to school registration fees for children over 3 years old;

– Health coverage for the whole family;

– Coverage of transport costs, visas and transport of your personal belongings;

Accommodation: Individual accommodation provided by HI;
