Niger – Head of Projects At COOPI – International Cooperation

COOPI is looking for a Project Manager in Niger

COOPI has been present in Niger since 2012 with a coordination office in Niamey and field offices in Diffa, Agadez, Tahoua, Maradi, and Tillabéry . Currently, COOPI works in the Diffa region in the protection and mental health sectors; in Agadez on mixed migration, managing transit centers and providing psychosocial support to refugees and migrants ; in the Tillabéry and Tahoua regions with interventions in nutrition/health (SMSPS and DRR); and in Maradi with health/nutrition interventions . The main donors are ECHO, the Swiss Cooperation, FHRAOC, the Italian Cooperation (AICS), and UN agencies (UNHCR, IOM, PBF), and BHA.

Job objective

Under the supervision of the Program Officer, the Project Manager will be responsible for ensuring the successful implementation of two projects funded by ECHO and Swiss Cooperation, as well as their administrative, logistical, and human resources management, in accordance with commitments made to the beneficiaries and the project donor. The position is based in Niamey with travel to the project implementation regions.

Responsibilities

REPRESENTATION

  • Maintaining external relations with consortium members, funders, clusters, associated technical groups and thematic working groups;
  • To ensure good institutional relations with the beneficiaries, the local project partner and the local authorities.

DEVELOPMENT

  • Strengthen the skills of the local partner for the implementation of the project ;
  • Produce a report to capitalize on the experience gained within the framework of the projects;
  • I identify, process and prepare the documentation necessary for the submission of new projects, in accordance with the organization’s processes and procedures.

MANAGEMENT

Project management

  • Plan and control the execution of activities stipulated in the contracts and the synergy between the 2 projects;
  • Ensure that project documentation is complete and correct, including communications and changes;
  • Ensure that project monitoring systems are in place and effective to guarantee control of indicators and activities;
  • Ensure compliance with COOPI and donor procedures in all operational activities and actions related to the projects;
  • Prepare all required technical and financial reports and submit them to the coordination team for validation ;
  • To ensure, through training and information actions, the prevention of violations of the code of ethics, the LEFP and illicit behavior.

Economic/financial management

  • Plan the expenditures to be made in accordance with the project budgets in order to also guarantee synergy;
  • Regularly monitor expenditures and oversee cash management and project accounts using COOPI’s management tools;
  • Cooperate with the project administrator, the financial monitoring officer, and the country administrator.

Security management

  • To monitor compliance with safety procedures by all project personnel;
  • Analyze the security situation in the project area together with the base managers and the security referent and decide on the measures to be taken , in collaboration with the head of mission, with regard to the security plan.

Personnel management

  • Recruit technical staff for the projects ;
  • Coordinate and control the work of all staff in accordance with COOPI procedures;
  • Ensure the capacity building of staff;
  • Correct any behavior that does not comply with COOPI’s regulations, policies and procedures;
  • Conduct a staff evaluation.

Communication and fundraising management

  • Supporting the production and distribution of COOPI’s communication and visibility products in the country (newsletters, project sheets, brochures, success stories, photos/videos, etc.);
  • Gather the necessary data and information in cooperation with field teams in order to improve communication products.

Candidate Profile

ESSENTIAL

  • Degree in political science, development or humanitarian aid or in a relevant field of the project acquired at least 3 years ago ;
  • Field work experience in the field of humanitarian aid, development cooperation and humanitarian assistance of at least two years , particularly in the area of ​​the RRM mechanism, Health and protection in emergency contexts;
  • Proven knowledge of the main donors, in particular ECHO and Swiss Cooperation ;
  • Experience in managing consortium projects;
  • Knowledge of the project cycle, MEAL issues , the world of humanitarian aid and development cooperation;
  • Ability to work in a team and in a multicultural environment;
  • Excellent interpersonal and communication skills ;
  • Good command of common software (Word, Excel, PowerPoint);
  • Excellent oral and written command of the French language ;
  • Sense of organization and teamwork, flexibility;
  • Ability to work under pressure, independently, and in an often uncomfortable environment;
  • Respect for COOPI’s values ​​and mission.

DESIRABLES

  • Prior experience in sub-Saharan Africa;
  • Prior experience with COOPI and knowledge of its procedures and tools.
