Medical Activity Manager – Specializing In Obsgyn At MSF – Holland

This position is open nationally in Haiti and is intended for Haitian nationals. It is not an expatriate position.

Main objective:
To ensure the smooth operation and coordination of medical or paramedical activities within the project (Obstetrics and Gynecology, etc.) and to provide support to Activity Managers, in accordance with MSF protocols, standards, and procedures, and in a way that ensures quality care for patients and their communities and improves the health conditions of the population. Responsibilities:

Coordinate, monitor, and evaluate the proper functioning of medical or paramedical activities within the project, in accordance with MSF protocols, standards, and procedures; ensure the implementation of the activity (information or counseling sessions, locating absent participants, strengthening support groups, liaising with social actors, community outreach activities, etc.).
Participate in defining the strategies, protocols, and activities of the mission and projects within their area of ​​expertise by assessing project needs based on evolving medical imperatives and the context (including the logistical framework and budget); design tools (e.g., training materials, information or counseling protocols, leaflets, presentations, games).
Monitor and evaluate the activity at the project level and define indicators, track tools, and prepare contingency plans with the Activity Manager (if necessary).
Provide functional supervision to the relevant Activity Managers and offer them technical assistance by regularly visiting the projects. Ensure consistency and organize information-sharing meetings between projects.
• In close collaboration with the Human Resources department and the relevant Activity Manager, participate in the associated HR processes (recruitment, training/induction, evaluation, talent identification, development, and internal communication) for staff under their responsibility to ensure the team meets the necessary criteria in terms of aptitude, skills, and size.
• Support the Project Medical Officer by representing them to the Ministry of Health and other national and international partners on issues within their responsibility, such as the deployment of activities in the field and lobbying to secure the necessary human resources.
• Gather and analyze data from the projects to contribute to the project report. Compile an inventory of lessons learned from activities and operational research conducted in the field.
• In collaboration with the project coordinator and the rest of the team, the medical coordinator, and partners from the Ministry of Health, define and implement medical activities in accordance with the project plan, MSF standards and protocols, and monitor these activities. This includes:
• Ensuring the collection, analysis, and communication of medical data to the medical coordination team in the capital to guarantee proper program monitoring;
• Participating in the development of project policy, the annual plan, the project proposal, and donor reports, as well as in budget review;
• To participate in exploratory missions and field assessments to define medical priorities and, if necessary, the operations to be carried out; and
• To maintain regular contact with the Ministry of Health and other local stakeholders in the medical field.
• To monitor activities in the various medical disciplines and provide technical support to medical staff in the field, drawing on your own knowledge and relevant regulations, to support MSF’s medical work in the field. This includes monitoring and ensuring compliance with MSF medical protocols.
• To coordinate, supervise, and coach members of the medical team to support their performance, strengthen the medical component of the project, and ensure compliance with MSF protocols and standards, as well as those of the Ministry of Health.
• To plan and supervise, in close coordination with the project coordinator, the management of the project’s medical staff (recruitment, training, induction, performance evaluation, development, and internal/external communication) to guarantee adequate resources (staffing and expertise) and develop their skills.
• Supervise the efficient management of MSF’s pharmacy and medical supplies in the field, in conjunction with the project’s logistics and biomedical departments, taking into account program guidelines and protocol changes. Monitor consumption and prepare medical orders to ensure the supply of medications, medical supplies, and medical devices, including consumables and associated spare parts, to prevent stockouts and dispense the required medications under all circumstances.
• Implement the hygiene and safety policy for international and national staff, and establish all necessary prophylactic and preventive measures, as well as emergency response structures and plans, to manage any medical evacuations and protect the health of MSF staff.
Specific Objectives and Responsibilities of the MSF Section / Context:
Context
: During the second half of 2024, Doctors Without Borders (MSF) launched a project to address the alarming lack of access to sexual and reproductive health (SRH) services in Port-au-Prince. In partnership with the Ministry of Health (MoH), the project provides services to the Isaïe Jeanty Maternity Hospital (MIJ), located in the Chancerelles area of ​​Cité Soleil.
This ambitious initiative is being rolled out in several phases. The first phase focused on the complete rehabilitation of the hospital, including renovating the infrastructure to restore its 63-bed capacity with two operating rooms, upgrading the electrical system, and creating new waste management, kitchen, pharmacy, and laundry areas. The second phase involves establishing a co-management framework between MSF and the Ministry of Health staff at MIJ Hospital.
MSF is providing technical expertise, financial support, and logistical assistance to ensure the success of these renovations and the delivery of services. Subsequent phases will aim to offer comprehensive obstetric care, with a particular focus on complicated deliveries and specialized services. As a teaching hospital, MIJ also benefits from MSF’s support in training, mentoring, and coaching residents, midwives, nurses, and other staff. The project primarily targets pregnant women and women of reproductive age living in Cité Soleil, western Delmas, and surrounding areas of Port-au-Prince.
Role Overview:
The MSAM Obstetrician/Gynecologist will be responsible for providing high-quality emergency obstetric care at MIJ Hospital. This includes the effective implementation of obstetric and neonatal protocols, maintaining the quality of laboratory and blood bank services, overseeing patient referrals, and adhering to universal hygiene standards in accordance with MSF and Ministry of Health guidelines, SOPs, criteria, and established memoranda of understanding.
Since MSF operates within a Ministry of Health teaching hospital, the MSAM Obstetrician/Gynecologist will work closely with MSPP residents (in a team setting). The position requires flexibility, strong mentoring skills, and a commitment to teaching and training. Success in this role relies on collaborative work within a co-management framework to build a robust and sustainable obstetrics service at MIJ Hospital.
Main Responsibilities
: Clinical Governance & Protocols
: Ensure the implementation of MSF policies, tools, guidelines, and clinical protocols related to gynecology/obstetrics.
Update or develop standard operating procedures (SOPs) and criteria as needed for the MSF/MoH co-managed facility.
Collaborate with the MoH SRH focal point to align services with MSF/MoH protocols and standards.
Ensure adherence to medical protocols, procedures, and standards by supervised teams.
Patient Care & On-Call Duties
• Ensure urgent/emergent patient care 24/7 in the absence of the Ob-Gyn physician.
• Maintain open communication with patients and their families regarding their condition and treatment, ensuring culturally appropriate informed consent.
• Collaborate with medical and clinical teams (MSF and MoH) to ensure continuity of care.
• Promote respectful maternal care and guarantee professional medical confidentiality.
• Training, Supervision & Capacity Building
• Deliver theoretical, practical, and field training to SRH teams, with a focus on MoH residents, obstetricians, midwives, and other SRH staff.
• Support adaptation to the co-management model and contribute to long-term capacity-building objectives.
• Supervise and evaluate staff performance, planning regular assessments and ensuring adherence to standards.
• Strengthen professional relationships with medical residents at the Ministry of Health (MoH) and counterparts in the Department of Nursing at the Ministry of Public Health and Population (MSPP).
• Quality Assurance & Continuous Improvement
• Monitor and evaluate the quality of obstetric services, identify gaps, and implement corrective measures.
• Participate in structured mortality and morbidity reviews with MoH teams to promote learning and accountability.
• Use the OCA Medical Incident Reporting (MIR) system to document and learn from errors/incidents.
• Collaborate with other managers to implement and report on monthly/quarterly quality of care indicators (MSFAT, SIPCA, HHOT, rational prescribing tool, patient satisfaction surveys).
• Participate in project committees to ensure patient safety and continuous quality improvement.
• Collaboration & Coordination:
o Ensure constructive collaboration with MIJ hospital staff and implement activities within the co-management system (pair).
o Work with multidisciplinary teams (MSF and MSPP) to guarantee the progress of medical activities in accordance with the timeline and the different phases of the project.
o Communicate regularly with the PMR to report on activities, challenges, and plans, and obtain timely support.
o Participate in medical meetings and project committees as needed.
• Reporting & Documentation
• Provide regular reports on clinical outcomes, quality improvement indicators, and training activities, in collaboration with the Midwife HR Supervisor, the Medical Technician, and the Ob-Gyn/Anesthesiologist physicians.
• Contribute to monthly/quarterly reports and ensure accurate documentation of service delivery indicators.

Education
• Essential: Doctor of Medicine degree specializing in obstetrics/gynecology.
Experience
• Essential: Minimum of two years of experience as an obstetrician/gynecologist in a hospital setting.
• Desirable: Prior experience in an NGO in a team management position
