Context:

Under the direct supervision of the Regional Director (RD) and in close coordination with the Departments in Headquarters, Country Offices in MENA and other Regional Offices, the Senior Regional Liaison and Policy Adviser will:

Core Functions / Responsibilities:

  1. Lead the development, design and promotion of the Regional and Sub-regional Strategies and guide the development of Country Strategies in line with IOM´s Strategic Vision, the Sustainable Development Goals (SDGs), the Global Compact for Safe, Orderly and Regular Migration (GCM) and relevant Global and Regional Frameworks in coordination with Regional Thematic Specialists (RTSs), Chiefs of Mission, relevant Senior Regional Advisors (SRAs) and other Regional Offices (ROs) as appropriate; develop, review and update the regional action plan in line with the Strategic Results Framework (SRF) as well as the RO´s annual workplan taking into account the priorities set by Policy Coordination Committee (PCC).
  2. Lead and support the establishment, management and operations of the regional and country-level UN Network on Migration (UNNM) as well as promoting and following up on a wide range of activities including the UNNM Hub, pledges, IOM’s own GCM priorities, and the development of projects for submission to the Migration Multi-partner Trust Fund, among others.
  3. Support Member States in the implementation, follow-up and review of the GCM; and the organization of quadrennial regional and global reviews in cooperation with Regional Economic Commissions; act as the primary interlocutor of the global UNNM supporting and spearheading efforts to advance the GCM at all levels in coordination with other networks on the continent as relevant.
  4. Further strengthen IOM’s relationships and interactions with the revamped regional level of the United Nations, interact and contribute to the Regional Collaborative Platform in close coordination with the relevant UN Regional Economic Commissions, Regional UNSDG Agencies (Deputy Regional Directors) and other relevant regional bodies in the Region.
  5. Represent IOM in the various platforms called for in the UN Reform, including but not limited to Peer Support Groups (PSGs), the Issue-based Coalitions (IBCs) and related platforms, the Regional Forum on Sustainable Development, and ensuring migration is referenced by Member States and partners as an accelerator to development, including by leading on organising side events. Supporting governments and stakeholders for the development of Voluntary National Review (VNRs) on the 2030 Agenda 2030 as well as for the GCM.
  6. Liaise with Member States, regional and continental organizations for the development of joint strategies implementation, capacity building and regional/cross regional events.
  7. Establish, maintain and strengthen contacts and partnerships with stakeholders such as NGOs, academia, local authorities, civil society, the private sector, the International Red Cross and Red Crescent movement, international financial institutions to promote IOM’s policies and programmes.
  8. Coordinate the development and rollout of trainings on harnessing the potential of migration as a catalyst for development as well as an accelerator to the attainment of the SDGs, the 2030 Agenda and other multilateral frameworks and mechanisms for both internal and external audiences.
  9. Oversee the bi-annual reporting at the RO level and support COs in their completion, quality control and review of the country-level Institutional Questionnaire submissions.
  10. Contribute to Regional Consultative Processes (RCPs) and other Inter-State ConsultativeMechanisms (ISCMs) by providing policy guidance, technical expertise in coordination with Regional Thematic Specialists (RTSs), capacity building as well as providing a Secretariat Role as needed, in line with ensuring contribution and alignment to the GCM processes.
  11. Foster research that guides coherent evidenced-based policymaking as well as well-informed public discourse and effective monitoring and evaluation of the implementation of initiatives through the establishment and maintenance of Regional Data Hubs and other data and evidence-based initiatives.
  12. Keep abreast of migration issues and emerging trends within the region, in coordination with RTS and provide guidance on programme and project opportunities in consultation with the Regional Director, Headquarters, SRAs and other Regional Offices, as relevant.
  13. Identify fundraising strategies and provide support to Country Offices within the Region, in coordination with the Donor Relations Division (DRD), Departments, Regional Project Development Officers (RPDOs) and other ROs, as relevant.
  14. Conduct project development, review and endorsement on policy, research, international migration law and UNNM-related issues, ensuring a results-based and timely-reporting approach. Support national and regional capacity building on project development and implementation, as applicable.
  15. Act as Officer-in-Charge in the absence of the Regional Director and deputize the RegionalDirector, upon her/his request.
  16. Any other duties that may be assigned.

Required Qualifications and Experience:

Education

  • Master’s Degree in Political or Social Sciences, Migration Studies, International Relations, Law, or a related field from an accredited academic institution with ten years of relevant professional experience, or,
  • University degree in the above fields with twelve years of relevant professional experience.

Experience

  • Extensive experience in diplomacy, fundraising and public relations, as well as liaising with governmental and diplomatic authorities and international institutions; and,
  • Management experience in the fields of international relations, migration and/or development matters required.

Skills

  • Excellent communication skills, both oral and written; ability to prepare and deliver speeches on various activities of the Organization;
  • Proven liaison and negotiation skills;
  • Demonstrated strategic and creative thinking;
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization and IOM’s history and mandate;
  • Knowledge of programme planning, policy development and knowledge management; and,
  • Effective resource management skills, sound knowledge of financial and business administration and of the principles and practices of management; ability to motivate, supervise and coach/direct staff.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic or French is an advantage.
