TITLE: New Business Development Manager

LOCATION: Bogota or another city in Colombia.

ROLE PURPOSE:

The Country Office Business Development Manager / Head of Business Development will support PDQ Director, and other country programme staff to grow Save the Children funding and partnerships at country level in order to resource the Country Strategic Plan.

To achieve the country’s programme ambitions in line with SC’s Global Breakthroughs, the Country Office Business Development (BD) Manager / Head of BD will be responsible for coordinating the development of the annual funding strategy, developing an engagement plan across members, donors, implementing partners and other necessary stakeholders, and creating and managing an efficient system to identify and develop new funding opportunities.

The post holder will be expected to work across the Movement (Regional Offices, Members, and other Country Offices as necessary) in achieving the country funding strategy and be the primary link with Regional Offices for all NBD best practices and capacity building efforts.

The post-holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:

Funding Strategy and NBD Change Management – 15%

  • Support Colombia SMT to develop and implement high quality Country Funding Strategies and Donor Engagement Plans, linked to the Country Strategic Plan. This strategy will include both public and private funding sources.
  • Ensure best practice ways of working by attending regional BD Communities of Practice and embedding best practice into country ways of working.
  • Establish continuous learning efforts to implement best practices and learn from process so future BD efforts are improved.
  • Support the PDQ Director, and technical teams to build strong relationships and funding partnerships.
  • Proactively engage on a strategic basis with institutional donors at country level in order to facilitate technical programme exchanges, influence policy and thinking, and identify key areas of potential cooperation, including programme funding.

Capture Planning and Opportunity Preparation – 35%

  • Facilitate conversations with PDQ, TE, and Operations teams to gather intelligence, assess competitiveness, make Go/No Go decisions, and adequately resource teams build for pursuing all strategic funding opportunities.
  • Maintain and build capacity in systems or processes for collecting donor, implementing partner, and competitor intelligence and information.
  • Write donor-facing programme overviews to secure funding for co-financing gaps, and proposals and reports for the wider team, as required

Proposal development – 35%

  • Development and writing of high value concept notes and proposals, helping contribute to restricted and unrestricted income growth from corporate, major donors, trusts and foundations, as well as institutional donors.
  • Project manage the proposal development process, securing all the required approvals and overseeing quality assurance of the programme design, including log-frames and budgets.
  • Review and proof proposals for the team to ensure their quality for donors.

Forming Partnerships – 20%

  • Proactively guide and support PDQ and TE teams where necessary to rigorously assess the strengths and weaknesses of potential strategic partnerships for programme development and implementation.
  • Support country leadership’s strategic decision making to form programming consortia which strengthen both programming and resource mobilization outcomes.

REQUIREMENTS:

Background in business development, donor and relationship management, strategic portfolio analysis and planning, and change management required.

  • University Degree in Economics, Political or Social Sciences.
  • Master´s degree in management or related discipline would be desirable, but it is not a requirement.
  • Fluency in English and Spanish.

Experience a diversity of donors landscape in Humanitarian affairs, project management, donor´s reporting and USAID funds.

QUALIFICATIONS AND EXPERIENCE:

Essential:

  • 4+ years demonstrated experience identifying and securing funding from government donors, multilateral agencies, corporate donors and/or foundations.
  • Demonstrated experience in leading assessments of funding landscapes and developing programme funding strategies to meet strategic goals.
  • Demonstrated ability to solve complex issues through critical thinking, analysis, definition of a clear way forward and ensuring buy in.
  • Experience in writing successful high value concept notes, project proposal, reports for institutional donor and private foundations.
  • Outstanding project management and coordination skills, including an ability to manage high volume workloads.
  • An understanding of programme design, ideally with field experience in programme delivery or grant management.
  • High levels of numeracy and previous budget preparation experience.
  • Excellent verbal and written communication skills; ability to explain complex issues to a variety of audiences.
  • An eye for detail and the confidence and ability to review a high volume of information quickly and accurately.
  • Understanding of NGO grant management and AMS knowledge at an operational level.
  • Ability to manage a complex and varied workload; to work effectively under pressure; and to organize and priorities work to ensure departmental deadlines are met.
  • An energetic, flexible and proactive approach with the ability to work both independently and cooperatively within a team setting and across teams.
  • Solid skills in Microsoft applications. Experience managing content on intranet type systems a plus.
  • Ability to challenge and negotiate assertively and cooperatively with senior staff.
