Within the scope of the implementation of the project “Promotion of Agricultural and Fisheries Value Chains in Guinea-Bissau” , funded by the European Union, Expertise France is seeking a Component Manager – Fisheries Value Chain .
Under the hierarchical supervision of the project Team Leader, the component manager is responsible for the operational implementation and monitoring of activities related to the development of the fisheries value chain.
He/she will be part of a project team based in Bissau composed of 6 other people: the Team Leader, an administrative and financial manager, another component manager (economic development), a procurement and contracts manager, a project assistant, and a MEAL manager. This team will be complemented by key specialists who will be mobilized according to the missions (namely an expert responsible for monitoring grants awarded to economic operators). The project team in the field will be supported by colleagues from headquarters in the implementation of the project in accordance with Expertise France procedures, namely for the proper contractual management of experts, the application of market access rules, the quality control of operational and financial reports, support for the guidance and operational implementation of the intervention strategy, capacity building, etc.
The component manager will be more specifically responsible for:
• Conduct the fisheries value chain activities implemented under outcome 1.1 and specific objective 2 of the project, detailed below, directly or through implementing partners;
• Ensure operational, financial, and administrative monitoring, as well as quality control of activities carried out from Bissau, and conduct field visits through frequent trips;
• Participate in the recruitment, mobilization, and effective management of selected experts and technical assistants in relation to fisheries value chain activities;
• Contribute to the technical and financial reports intended for the Delegation of the European Union.
More precisely, without this list being exhaustive, the tasks of the person responsible for the component will include:
1 – Implementation and coordination of activities
During the project’s start-up phase, a number of key elements of this component will be confirmed or refined to ensure a proper start and good fit within the operational context. The component manager will contribute to the following tasks:
- Confirmation of the intervention zones, planned actions, and relevant actors in the targeted value chain;
- Development or improvement of specific methodologies in collaboration with stakeholders; Joint review of the work plan and implementation schedule to adjust the sequence or schedule, if necessary;
- Initial stakeholder engagement to validate hypotheses and promote rapid ownership.
Responsible for implementing activities related to the fisheries value chain, the component manager must:
- To lead the planning, scheduling, and coordination of activities in accordance with the overall project work plan;
- To identify the expertise needs for different activities and ensure the adequate mobilization of technical experts in the capacity of coordinator of the expert assessments and technical assistance provided, namely through the preparation of terms of reference (ToR);
- Drafting invitations to submit proposals, procurement plans, technical guidelines, and contributing to the quality control of contracts and the monitoring of contractual commitments;
- To contribute equally to the design, monitoring and implementation of grant mechanisms, including technical support to beneficiaries, compliance monitoring, and follow-up on the results obtained with the Grant Officer.
- Coordinate with the procurement manager to involve external experts;
- To ensure quality control of activities and deliverables, verify compliance with the indicators defined in the project’s logical framework, and provide guidance to technical specialists;
- Actively participate in the implementation of activities by providing strategic guidance and ensuring the integration of cross-cutting themes such as gender equality, the inclusion of young people and people with disabilities, and climate resilience.
2 – Stakeholder engagement and strategic alignment:
Multiple stakeholders are currently implementing fisheries-related interventions in Guinea-Bissau. To ensure the effectiveness and added value of Expertise France’s contribution, the component manager should:
- Establish close collaboration with partners and stakeholders in the fisheries sector;
- To promote synergies and avoid overlaps with existing or parallel interventions, ensuring active coordination with regional and bilateral programs funded by the EU and other donors;
- To lead consultations with technical experts, value chain stakeholders, and national institutions to define priorities, ensure alignment with national strategies, and encourage stakeholder participation;
- To ensure the capitalization of experiences, results and lessons learned, including through the use of innovative practices developed in other countries in the region (West Africa and PALOP), and promoting their adaptation to the Guinean context.
3 – Reports and accountability:
The component manager will contribute to internal and external reporting processes to ensure transparency, coordination, and accountability. They will be responsible for:
- Ensure regular internal project-level reports to track progress, inform decision-making, and facilitate coordination between components;
- To provide accurate and timely information to the Team Leader and the entire project team to support quality reporting for the EU delegation and other stakeholders;
- To contribute to the preparation of steering committee meetings and technical committee sessions.
PROFILE
Training :
- Holder of a higher education degree (Bachelor’s + Master’s) in marine sciences, environmental sciences, natural resource management, agri-food production and sanitary standards, economic development, fisheries and/or aquaculture management, or any other field relevant to the project;
- A certification in project management or international cooperation would be an asset.
Required professional experience :
- Minimum of 5-7 years of relevant professional experience in the management or supervision of international technical assistance projects related to fisheries and the blue economy sector, including experience in strengthening the fisheries value chain;
- Solid experience in institutional dialogue and stakeholder coordination, including engagement with economic operators, value chain actors, and civil society organizations;
- Excellent command of project lifecycle management, including logical frameworks, KPI-based monitoring, and donor reporting. Prior experience in EU-funded projects is highly desirable.
- Field experience in Africa, particularly in West Africa and the PALOP countries, with a good understanding of the socio-economic dynamics and operational constraints in the areas targeted by the project, is an advantage.
Skills :
- Proven skills in strategic planning, budget management, risk management and performance monitoring, with a high level of organization, rigor and ability to meet strict deadlines;
- Proven ability to develop technical guidelines and formulate strategic recommendations based on concrete data, namely from economic analyses, market studies or value chain diagnostics;
- Excellent coordination and teamwork skills, especially in multicultural and multilingual environments, and the ability to facilitate agreement among stakeholders around common goals;
- Strong written and oral communication skills, including drafting reports, briefing notes, terms of reference, as well as preparing and leading workshops, conducting consultations, and presenting results to authorities and partners;
- Proficiency in Portuguese is required, as well as proficiency in a second language (French or English);
- Proficiency in standard office software, namely the Microsoft Office suite, as well as digital tools used for monitoring, evaluating, and managing projects.
