Program Coordinator Iraq At Malteser

Malteser International has been working in Iraq since 2014, mainly providing health-related emergency relief. Since 2018 MI has expanded their work into the sector of livelihoods, health and social cohesion and mainly works through local partner organization. Malteser International’s program seeks to serve and empower people in distress. To achieve this goal, our interventions are based on 4 pillars: (1) Use local civil society organizations as main agents to implement (2) increase access to health care (3) Give returnees opportunities and (4) give host communities the experience of solidarity.

For its work in Iraq, Malteser International is looking for a motivated Program Coordinator.

The Program Coordinator is responsible to ensure the proper implementation of several partner and/or self-implemented projects in compliance with Malteser International standards and procedures and performs a liaison role including grant acquisition and proposal writing, project planning, implementation as well as monitoring and evaluation. You will work closely together with the project and administration team under the overall responsibility of the Country Coordinator.

Your responsibilities:

  • In coordination with your local team, provide support and advice to the partner organizations (LNGOs) in planning, implementation, monitoring and quality assurance of the different project components
  • Support the MI Country Coordinator in overall planning and design of future Iraq and NES projects, including preparation of proposals, log frames and budgets, and donor reporting
  • Guide and support project staff in review and ensure effectiveness of the established monitoring and reporting systems and propose adjustments/improvements as required, working closely with the program staff
  • Organize de-briefing sessions with staff to analyze the progress, challenges, and lessons from the field visits Make programmatic recommendations based on the staff field visit reports and identify alternative courses of action to accelerate/improve program delivery
  • Work closely with the HQ Program Administrator and the Erbil-based Program Administrator to monitor disbursement of funds and ensure that activities are within established program work plans and budget allotments as well as jointly put in place systems and measures for early identification of fraud and corruption, in case of which immediately report to the Country Coordinator
  • Ensure good communication – and where appropriate collaboration – with all relevant local actors including UN agencies, international and humanitarian organizations, civil society partners, local and regional authorities, donors etc.
  • Identify training needs and plan and supervise the provision of theoretical and on-the-job coaching to MI project staff and relevant staff of the partner organizations, as required

Your profile:

  • Master’s degree or equivalent experience required, preferably in a related field (Social Sciences or Development Studies)
  • Minimum 5 years of working experience in international NGOs
  • Experience in working with international donors (AA, BMZ, EU etc.), experience with German donors would be a strong asset
  • Proven project planning skills including assessments, project proposal development, logical framework and report writing including experience with monitoring and evaluation tools and international standards
  • Proven communication skills including the ability to effectively motivate people and to diplomatically manage the relationship with local partners, different authorities, and donors
  • A strong team-oriented approach with excellent interpersonal and diplomatic skills
  • Excellent written and spoken English; knowledge of German, Kurdish and/or Arabic would be an asset

What we offer:

  • Start Date: preferably February 2023, depending on donor funding
  • Duty Station: Erbil, Kurdistan Region of Iraq
  • Duration of contract: 1 year with potential for extension
  • Salary according to qualification and experience, insurance package, accommodation in the team house and one flight home/year
