Doctors of the World is an international medical development NGO and part of an international network. We provide medical assistance to vulnerable groups in Belgium and around the world.
We want universal health coverage where everyone has access to care, without barriers (financial, cultural, geographical, etc.).

THE ESSENTIALS
Under the supervision of the Regional Director for the Sahel, you will be responsible for defining, coordinating, and implementing the human resources strategy in your region. You will regularly and systematically report on HR issues and challenges related to programs in Mali and Niger to the regional level and, when necessary, to headquarters. You will play a central role as a liaison between the HR managers in the countries of operation and the regional team, as well as the HR department at headquarters, for all administrative and HR matters.
As the technical expert for HR Admin managers, you will provide them with support and guidance on all HR policies and procedures (induction policy, training policy, work regulations, salary scales, etc.). You will contribute to the professionalization of HR practices and the development of the organization’s HR policies through the development of HR tools, processes, and policies, among other things. You will support the deployment and implementation of high-quality HR processes and tools to improve the management of national and international staff in Mali and Niger. You will ensure that HR activities comply with national legal and regulatory frameworks, the budgetary constraints of the two countries of operation, and the organization’s internal administrative and HR frameworks. Depending on your location, you will be responsible for the direct management of HR files in your country of assignment and will provide technical supervision to the HR Admin Manager in the other country.
TASKS AND RESPONSIBILITIES
HR management and compliance in Mali and Niger:
- Ensure that Doctors of the World’s administrative and HR procedures comply with legal frameworks and labor rights in Mali and Niger
- Ensure that MdM’s contractual commitments comply with local law and the MdM charter
- Ensure that these procedures are in place, monitor compliance, and implement appropriate actions in case of non-compliance.
- Evaluate the relevance of the procedures in light of program developments
- Reporting HR issues from the countries of operation in the region to the headquarters HR department
- Contribute to the development of HR policies, ROIs, guides, manuals, or processes to improve the quality of the organization’s HR management by providing a field perspective grounded in the realities of Mali and Niger.
- Ensuring the management of sensitive situations (conflict management, restructuring, base closures or openings)
- To improve existing procedures or tools within the HR department
- Ensure the collection of HR data from the portfolio’s countries of operation and the monitoring of dashboards.
- Contribute to or take a lead role on specific HR projects that fall within the framework of the annual HR action plan of both countries.
- Actively participate in meetings, activities, and strategic discussions within the HR department and across departments.
- To develop and formalize the content of HR briefings/debriefings
- Organize HR and administrative staff briefings/debriefings
- Verify/control the payroll of international and national staff on a monthly basis.
As a member of the Coordination Team in Mali and Niger:
- Represent the organization to external bodies at the request of the Country PM for technical meetings
- Analyze, communicate and make the necessary improvements to enable the optimal running of HR processes for missions.
- Act as the point of contact with the Coordination team for HR matters
Team Management:
- Coordinate and supervise the work and tasks of the various members of the HR team to ensure an optimal working environment based on the resources and priorities of the mission.
- Ensure that administrative procedures (absences, leave, etc.) are respected by team members
- Supervising team members: developing annual action plans, setting individual objectives, conducting staff evaluations, organizing backups in case of leave or absence, and in collaboration with the HR department, taking the necessary disciplinary measures.
- Identify the training needs (coaching, continuing education, conferences, etc.) of team members in conjunction with the regional finance coordinator
- Train the relevant staff members on the existing HR tools and procedures
- Develop and deliver training in HR management and/or on specific topics to enhance the skills and knowledge of MdM team members and partners
- Ensure the classification, archiving of documentation, and security of data produced by your department on the SharePoint site dedicated to this purpose.
- Organize and supervise department meetings
YOUR PROFILE
Education and experience
- Bachelor’s or Master’s degree in Human Resources Management (or equivalent training).
- Minimum 3 years of experience in a similar role or a field-based HR role
- Proven experience in a coordination role within a humanitarian NGO
Specific skills
- Knowledge of the Sahelian context is an asset
- Ability to support missions in structuring and administrative compliance (contracts, personnel files, HR audits, local legal obligations)
- Ability to train, mentor and strengthen the skills of HR teams
- Mastering the challenges of staff nationalization, local talent development, and international staff management
- You have experience coaching more junior profiles and supporting teams in different contexts.
- You have experience in salary review and labor market assessment.
- Fluency in French and a good knowledge of English. Proficiency in local dialects is an asset.
- Available for international travel
- To be eligible for a national employment contract in Mali and/or Niger

- Gross salary in accordance with the applicable salary scale
