Terms of reference. EU Project Coordinator – Rinaldi Foundation At Youth and Development

1. Context and justification

The “Technical and Vocational Training (TVT) Ecosystem in Ouanaminthe – TVET Campus” project aims to establish an inclusive technical and vocational training program in the Northeast Department, adapted to the demands of the labor market. To achieve this, a technical and vocational training center is planned within the CODEVI Industrial Park, managed by the Salesian Congregation of Don Bosco in Haiti, which will provide two types of complementary training :

  • initial degree-granting training courses , aligned with national standards and validated by the INFP;
  • Modular and short-term training courses , developed in close collaboration with the private sector in the Far North, to meet the immediate needs of the labour market and to enhance the employability of young people and workers in the area.

The project is funded by the European Union (EU) and implemented under the Edikasyon pou viv ansanm – Education for living together (I) programme .

Implementation is based on a joint grant awarded to a group of beneficiaries comprising:

  • CODEVI , as coordinator of the group and main person responsible for the infrastructure component (construction of the FTP center);
  • The Rinaldi Foundation (FR) / Congregation of the Salesians of Don Bosco , responsible for setting up the administrative, financial and educational management systems, as well as the equipment and educational management of the center.

The program also includes a cascading grant component (financial support to third parties) aimed at supporting local technical and vocational training initiatives in the intervention area (existing structures, community initiatives, innovative FTP schemes).

While CODEVI has extensive experience in infrastructure development and management, it lacks prior experience in managing European Union grants. The Rinaldi Foundation, on the other hand, has initial experience managing European funds but requires enhanced support to fully meet EU procedural and reporting requirements.

In this context, it is considered essential to recruit a Project Coordinator to support both entities in the operational implementation of the program, while ensuring compliance with European Union rules and procedures, particularly in terms of procurement, financial management and reporting.

2. General objective of the position

The overall objective of the position is to ensure effective, coherent and compliant coordination of the FTP project in Ouanaminthe, supporting CODEVI and the Rinaldi Foundation in the planning, execution, monitoring and reporting of activities, while ensuring strict compliance with European Union grant management procedures.

3. Specific Objectives

The specific objectives of the position are as follows:

  • Supporting grant recipients in the technical, administrative and financial implementation of the project;
  • Ensure operational coordination between CODEVI, the Rinaldi Foundation and other stakeholders (INFP, MENFP, technical partners, private companies, Delegation of the European Union);
  • Ensure the project complies with European Union rules and procedures, particularly regarding subcontracting within grants and justification of expenses;
  • Contribute to the production of consolidated narrative and financial reports, including the unification of the accounts of each grant recipient.

4. Responsibilities and main tasks

4.1 General project coordination

  • Ensure the daily coordination of project activities between CODEVI and the Rinaldi Foundation;
  • Support the development and updating of annual work plans and detailed timelines;
  • Facilitate communication and joint decision-making among members of the beneficiary group;
  • Participate in internal and external coordination meetings and ensure follow-up.

4.2 Support for the management of the European Union grant

  • Supporting beneficiaries in the interpretation and application of the contractual provisions of the EU grant;
  • Ensure compliance with the rules of visibility, eligibility of expenses and financial traceability;
  • Implement and/or strengthen management and monitoring tools that comply with EU requirements.

4.3 Procurement and Contracts

  • Specifically support CODEVI in the preparation and management of procurement procedures related to the award of the contract for the construction of the FTP center;
  • Supporting the Salesians of Don Bosco in the preparation and management of procurement procedures related to the acquisition of equipment, furniture and educational materials for the center;
  • Ensure that procurement procedures (calls for tenders, purchase of equipment, consultations, evaluations, contracting, payments) comply with European Union rules applicable to subsidies;
  • Supporting grant recipients to ensure complete documentation, traceability and archiving of procurement files.

4.4 Monitoring of the infrastructure component

  • Ensure close monitoring of the progress of the construction work on the FTP center;
  • Facilitate coordination between construction companies, the control system and CODEVI;
  • Contribute to the analysis of technical reports and to the provisional and final acceptance of the works;
  • Report any risk of delay, non-compliance or budget overrun.

4.5 Support for the implementation of the center’s management systems

  • Supporting the Rinaldi Foundation in setting up the administrative, financial and educational management systems of the FTP center;
  • Ensure consistency between the infrastructure component and the future educational operation of the center;
  • Facilitate the alignment between project requirements and national frameworks (INFP, MENFP).

4.6 Cascading subsidy (financial support to third parties)

  • Supporting the Salesians of Don Bosco in the design and implementation of the cascading grant mechanism for local FTP initiatives;
  • Contribute to the development of the guidelines for the call for projects (objectives, eligibility, financial rules, justification procedures);
  • Support the definition of evaluation and selection criteria for beneficiary projects;
  • Supporting the organization and smooth running of the grant evaluation and contracting process;
  • To ensure the technical and financial monitoring of the funded initiatives, in conjunction with the Salesians of Don Bosco;
  • Ensure adequate justification of the amounts granted, in accordance with the requirements of the European Union;
  • Contribute to the capitalization of results and good practices from supported projects.

4.7 Monitoring, evaluation and reporting

  • Establish a project monitoring and evaluation system linked to the logical framework;
  • Collect, analyze and consolidate implementation data from both beneficiaries;
  • Introduce the project’s logical framework into the EU monitoring system (OPSYS) and feed into the evolution of its indicators;
  • Ensure the recruitment of the auditors planned within the grant and facilitate the provision of accounting records and supporting documents to be audited;
  • Support the preparation of periodic and final narrative reports intended for the European Union;
  • Support the production of consolidated financial reports, including the unification and consistency of accounting information for CODEVI and the Rinaldi Foundation.

5. Expected Results

  • Smooth and efficient coordination between CODEVI and the Rinaldi Foundation;
  • Implementation of the project in accordance with the approved deadlines, objectives and budget;
  • Procurement procedures fully compliant with European Union rules;
  • High-quality narrative and financial reports, accepted by the landlord without major reservations;
  • A significant reduction in the fiduciary and operational risks of the project.

6. Required Profile and Qualifications

Academic qualifications

  • University degree (minimum Bac+4/5) in project management, administration, finance, engineering, international development or related field (in its place, at least 10 years of experience in one of the fields mentioned);
  • Training or experience in civil engineering is a significant asset.

Professional experience

  • Minimum 5 years of relevant professional experience in coordinating or managing development projects;
  • Proven experience in managing projects funded by the European Union, including knowledge of grant and procurement procedures;
  • Experience in preparing and/or supervising project financial reports;
  • Experience in infrastructure projects and/or vocational training is an asset.

Technical skills

  • Solid knowledge of EU financial management and procurement procedures;
  • Ability to analyze technical and financial documents;
  • Good command of computer tools (Excel, Word, budget tracking tools).

Cross-cutting skills

  • Excellent coordination, organizational and planning skills;
  • Strong communication and partnership skills;
  • Ability to work with actors with varied institutional profiles (private sector, NGOs, public authorities);
  • Rigour, integrity and a high sense of responsibility.

LANGUAGES

  • Fluency in French (spoken and written) is essential;
  • Good knowledge of Spanish (spoken and written);

7. Contract Terms

  • Contracting authority: Rinaldi Foundation / Salesian Congregation of Don Bosco;
  • Funding for the position: European Union grant
  • Type of contract: to be determined with the candidate (individual consultant or fixed-term contract under Haitian legislation);
  • Duration: aligned with the duration of the project (approximately 30 months of implementation plus 2 months for grant closure), with periodic performance evaluations;
  • Duty station: Ouanaminthe-Dajabón;
  • The Coordinator will work under the supervision of the group of beneficiaries, with CODEVI as the coordinating entity.

8. Supervision et reporting

The Coordinator will report to the project steering committee and produce periodic reports on the progress of activities, identified risks and proposed corrective measures.
