MEAL Officer Regional – MENA (Consultant) At Geneva Call

Mission

Role

The Regional Monitoring, Evaluation, Accountability and Learning Officer for MENA & Latam region supports the planning and implementation of all MEAL processes and activities required to improve Geneva Call quality programme over the course of project implementation, and ensure and demonstrate positive impact on the protection of civilians. The Regional MEAL Officer is also responsible in designing data collection tools for monitoring and evaluation purposes in collaboration with project teams, data collection, analysis, reporting and follow up with project teams on actions taken.

Main Activities

Consolidate and implement of Geneva Call MEAL system in the region

  • Based on existing MEAL plan, conolsidate systhematic implementation of the Geneva Call MEAL framework and standard operating procedures, including indicator plans, data collection / measurement scopes of work, tools and methodologies;
  • Plan the operationalisation and implementation of MEAL sytsem across regional offices;
  • Draft an annual plan for data collection, analysis and usage of data to measure progress against indicators and promote programmatic learning;
  • Support the development of relevant and quality data collection digitalised tools for quantitative and qualitative research related to Geneva Call humanitarian engagment strategy;
  • Support the development of a qualitative research strategy through the deployment of innovative research methods in order to gain a deeper understanding of the impact of Regional Geneva Call engagement with target audience.

Data management, analysis and use

  • Support Country Directors to ensure appropriate data management for in countries, including storage, cleaning and analysis;
  • Support programme teams in ensuring that program related actions are taken based on MEAL findings and recommendations.

Reporting

  • Support and produce quarterly and annual MEAL reports (narrative and PPT);
  • Support and conduct any training work related to MEAL in regional countries.

Technical management and capacity-building

  • Support and conduct any training work related to MEAL in regional countries.

Main qualifications

Education and experience

  • MSc or BSc. in Economics, Development Studies, Statistics/Management, or another related field;
  • Minimum 4 years of proven experience in programme monitoring, evaluation, accountability & learning (MEAL) preferably in the long term, humanitarian, advocacy, and campaign programmes.

Technical skills

  • Strong analytical and strategic thinking skills;
  • Knowledge and practice of SAFE programming and international standards like Core Humanitarian Standards (CHS), SPHERE, LEGS, etc;
  • Knowledge of Kobo and Power BI softwares/programs;
  • Excellent computer skills and ability to work in a challenging and dynamic context;
  • Proven experience in gender analysis and integrating gender and safe programming (protection) into programme.

Languages

  • Excellent English written/oral.
  • Excellent Arabic written/oral.

Personal skills

  • Ability to work under pressure, travel frequently in conflict-affected areas and to handle numerous tasks simultaneously.
