Transit Officer – Caracol At MSF – Holland

This position is open nationally in Haiti and is intended for Haitian staff. It is not an expatriate position.

The main
purpose of this position is as an Administrative Specialist responsible for managing staff movements and all related procedures. The incumbent will act in accordance with MSF standards and procedures and national legislation to ensure the smooth operation of activities.
Responsibilities
•
Manage, in conjunction with headquarters, the arrival and departure of international staff in the country: visas, airline tickets, and all necessary procedures.
•
Coordinate with projects and headquarters the movement of staff (national and international) and related administrative formalities (passport, visas, per diem).
•
Maintain contact with external partners to stay informed of policies and procedures concerning travel, entry formalities, and work permits (immigration, UN, airlines, etc.).
•
Handle all administrative tasks related to staff transiting through the capital (including transportation, briefings, financial matters, and accommodation).
•
Ensure that movement management tools and mission contact lists are kept up-to-date and distributed regularly (including travel and evacuation lists).
•
Plan and supervise, in close collaboration with the HR department, the related HR procedures (recruitment, training/onboarding, performance evaluation, talent identification, development, and communication) for staff under their responsibility (administrative assistants, housekeeping staff) to ensure the required level and relevance of knowledge and skills, and to enhance capabilities.
•
Manage the preparation of per diem allowances, telecommunications resources, and the allocation of house/room accommodations; ensure the proper maintenance of guesthouses (furniture, cleaning, food).
•
Be responsible for filing administrative documents in accordance with MSF standards and national legislation. Send required documents to headquarters on time.
Specific Responsibilities
: • Responsible for briefing IMS staff on the maximum baggage allowance authorized by UNHAS, ensuring that each IMS staff member departs with a maximum of 15 kg, and for forwarding any excess baggage to logistics so that it can be sent separately to Port-au-Prince.
• Monitor incoming and outgoing flights, reporting any missing documents, internal flight tickets, need for additional accommodation, or meal arrangements.
• Responsible for organizing border crossings, including printing all necessary documents (salvo conducto).
• Collaborate with the administrative teams of the various MSF sections and ensure the harmonization of procedures. • Per diem/security allowance focal point for all IMS staff members, including all OCs.
• Manage administrative staff (cooks).
• Ensure that all staff at Caracol have an MSF card and all necessary employment documents (tax matrix), and facilitate coordination for the implementation of Caracol staff payroll.
