RECOFTC is inviting candidates to apply for the position of Regional Project
Coordinator under the Program Coordination and Technical Services Unit. The
successful applicant will be based in the RECOFTC main office in Bangkok,
Thailand. The contract duration is for 24 months with a possibility of extension
subject to funding availability and satisfactory performance. The position is for Thai
nationals only.
About the project
RECOFTC is implementing a cooperative agreement with the International
Programs Division of the United States Forest Service (USFS-IP) to address key
challenges related to managing and controlling forest fires in the Mekong Region in
Cambodia, Lao PDR, Thailand, and Viet Nam. Activities under this agreement fall
under one or more of the following three themes that build on previous related
work of RECOFTC and other stakeholders in the region:
• Strengthening community-based fire management policy, planning, and
practice
• Promoting community-responsive development and use of forest-fire
relevant technologies
• Facilitating effective knowledge sharing to improve forest fire management
policy and practice
Tasks and duties
The Regional Project Coordinator is a member of RECOFTC’s Program Coordination
and Technical Services (PCTS) Unit and reports directly to the Unit Director. The
Coordinator is responsible for the overall management of the project including
leading communications with the donor, project coordination, monitoring, and
delivery of project outputs. Within RECOFTC, the Project Coordinator will work
closely with staff from the RECOFTC Main Office as well as relevant project team
members from RECOFTC Country Offices.
The Regional Project Coordinator’s main duties are to:
- Project coordination:
• Provide leadership and oversight the effective delivery of project’s activities,
outputs and outcomes
• Understand and apply RECOFTC’s standard project management systems
and practices
• Develop annual work plans and budgets with project team at the regional
and country level
• Maintain a thorough understanding of the project contract and monitor
compliance in coordination with relevant RECOFTC staff
• Refine and oversee implementation of the program’s risk management plan,
ensuring regular reflection of potential risk areas and taking steps to avoid
and mitigate risk as necessary
• Lead and coordinate the implementation of project activities with RECOFTC
country program offices in Cambodia, Lao PDR, Thailand and Viet Nam
• Ensure clear communication and responses to USFS-IP as the main point of
contact for the project
• Represent RECOFTC and the project to all relevant partners and
stakeholders
• Provide technical inputs for RECOFTC’s overall program development
through annual work planning, program review exercises, and regular
coordination with other thematic and cross-cutting areas
• Review technical and financial performance against established work plans
and budgets on a monthly basis and adjust the workplan and budget as
needed to ensure timely delivery of agreed project outputs
• Prepare progress reports, annual reports and financial reports of the project
with inputs from relevant RECOFTC staff from different units, country
programs and partner organizations
• Coordinate with other project leads at RECOFTC Main Office and Country
Offices to develop strong synergy with other projects and initiatives
• Secure the services of and work with individual consultants as and when
needed to support project delivery
• Conduct regular meetings with the project team - Monitoring and evaluation:
• Work closely with the Monitoring and Evaluation (M&E) team to develop
monitoring plan with key deliverables and milestones for the project and
ensure alignment with RECOFTC’s program plan
• Regularly monitor technical progress of the project and update relevant
monitoring systems or documents
• Provide project-level monitoring and evaluation leadership and support and
advice to country office teams and project partners - Knowledge management and strategic communication:
• Work with the KMSC team to develop a webpage for the project and ensure
regular updating of that page
• Ensure that project achievements, lessons learned, and other knowledge
relevant to RECOFTC and partners are documented (in established systems
where possible)
• Coordinate with other relevant project leads of RECOFTC, RECOFTC country
teams and partner organizations to develop, produce and disseminate
planned knowledge products in languages appropriate for identified
audiences - Other
• Ensure project implementation and administration strictly follows donor
requirements
• Supervise the work of project team members and consultants contributing to
the project
• Perform any other duties as may be assigned by the Unit Director
Qualifications and experience
The Regional Project Coordinator will have the following essential and desirable
qualifications and experience:
Essential
• Master’s degree in an environmental or social science, natural resource
management, international development, or related field
• Minimum 8-10 years of experience implementing international development
projects focusing on natural resource management and stakeholder
engagement covering multiple countries and partners
• Experience in project management including project planning and technical
monitoring, funding/financial management and monitoring, reporting, staff
management, and partner coordination
• Experience in convening and coordinating diverse stakeholders in
development contexts
• Familiarity with strategic communication and knowledge management
elements of project management and leadership
• Champions gender equity and social inclusion
• Strong team building, leadership and networking skills
• Strong work ethic
• Fluent in written and spoken English
• Willingness to work in the RECOFTC Main Office in Bangkok
• Willingness and ability to travel internationally
• Commitment to practicing and promoting RECOFTC’s core values
• Thai national
Desirable
• Good training and facilitation skills, especially encouraging participatory
processes
• Familiarity with monitoring, evaluation and learning systems and principles
• Familiarity with engagement, knowledge management and communication
concepts, processes and technologies
• Previous experience implementing and managing United States government
funds
