Mission:
The purpose of this position is to ensure the quality, coherence, and strategic monitoring of Doctors of the World’s programs in Venezuela, leading comprehensive project cycle management and compliance with humanitarian standards from an intersectional feminist perspective.
Geographic Scope of Intervention:
The position is based in Caracas with regular travel to Sucre, Táchira, and Apure, primarily, and other locations as needed.
Organizational Chart:
The position reports to the Country Coordinator and coordinates closely with local coordinators and technical and cross-cutting teams. It maintains technical coordination with the Health, Nutrition, and Primary Healthcare Management (SMAPS) Coordinators, the National MEAL Coordinator, and the National Gender Coordinator to ensure programmatic quality and coherence.
Responsibilities :
PROJECT CYCLE MANAGEMENT
• Lead the comprehensive management of projects through the different phases of the cycle, ensuring the application of MdM’s cross-cutting approaches – integrated gender and human rights-based approach and anthropological approach (hereinafter referred to as EETT): Project Identification and Design; Drafting of proposals according to each donor’s standards; Project Implementation; Monitoring and Evaluation; Learning and Knowledge Management.
• Lead the identification of new interventions, ensuring the application of relevant EETTs and methodologies, as well as the quality, relevance, and strategic alignment of the proposals.
• Guarantee the systematic integration of EETTs into key project and program management tools: logical frameworks, theories of change, problem analysis, MEAL systems, gender-responsive budgeting, and indicators, ensuring their coherence and articulation through close coordination with the gender contact person.
• Ensure the integration of cross-cutting approaches in project design and MEAL systems, promoting their effective application in monitoring, quality assurance, on-the-ground compliance, and operational and strategic decision-making. Ensure
the consistency and quality of project budgets, in coordination with the Country Administration area, guaranteeing their alignment with programmatic priorities and funder requirements. • Monitor project progress, in coordination with the Country Administration area, ensuring the quality of financial management and informed decision-making for efficient resource allocation. Plan and lead the preparation of project reports (internal and external), ensuring the quality of information and the necessary formats and annexes for each donor and established standards.
• Support the development of Terms of Reference (TORs) for internal and external project evaluations and ensure that the results are shared and incorporated into project interventions.
• Lead the technical and operational supervision of implementing partners throughout the program cycle: planning, execution, M&E, and reporting. Ensure alignment with Memoranda of Understanding (MOU) commitments, performance indicators, and donor standards, identifying deviations early for timely corrective action.
• Plan and lead the formulation or reformulation of projects, in coordination with the Country Coordinator and the rest of the team, based on the identification and specific requirements of each donor and ensuring the active participation of the various partners and other key stakeholders, as well as the incorporation of the relevant technical standards (disability, environment, children’s and adolescents’ rights, among others).
TEAM MANAGEMENT
• Effective coordination among the mission’s technical (programmatic) areas, identifying bottlenecks, including gender-sensitive measures, and proposing operational improvements.
• Ensuring the strengthening and development of team members.
• Actively participating in the performance evaluation of staff under your supervision.
CONTEXT ANALYSIS AND STRATEGIC PLANNING
• Leading rapid assessments in response to emergencies or changes in the context.
• Contributing to the formulation, updating, and monitoring of the Country Strategy.
• Providing technical support to the Country Coordinator in representing MdM projects before public health institutions, agencies, donors, and non-governmental organizations.
• Contributing to establishing alliances with feminist, women’s, and community organizations.
RISK MANAGEMENT:
• Lead the systematic analysis of programmatic and operational risks, including access risks, context changes, implementation risks, budget deviations and protection risks, among others that may arise in coordination with the Country Coordination and the rest of the technical areas and grassroots Coordinations.
Facilitate spaces for joint exchange and analysis to ensure the early identification of alerts, the proposal of mitigation measures, and the integration of these analyses into strategic planning and mission decision-making.
MEAL
• Contribute to the Monitoring, Evaluation, Accountability, and Learning (MEAL) system of projects, together with the person responsible for monitoring, ensuring the systematic use of data for programmatic decision-making.
• Conduct periodic analysis of key indicators and their joint interpretation with technical, support, and grassroots coordination areas, promoting evidence-based improvement actions.
• Implement activity planning tools for each project.
• Strengthen accountability mechanisms toward communities, including secure, adaptable, inclusive, and accessible systems for receiving and managing complaints, their periodic analysis, and the adaptation of interventions according to the needs expressed.
• Ensure the integration of programmatic learning through the systematization of best practices, the monitoring of recommendations from internal and external evaluations, and the incorporation of lessons learned into the planning and design of new projects.
• Ensure the monitoring and compliance with the Core Humanitarian Standards (CHS), promoting quality, community participation, and transparency in all phases of the project cycle.
• Ensure the secure storage of project technical information (indicators and verification sources).
REPORTS
• Report periodically to the coordination team on implementation progress, providing information to support decision-making.
Education
– Required: University degree; a degree in health sciences or other social science disciplines and/or international cooperation is highly valued.
Solid knowledge of project cycle management (logical framework/results-oriented management/theory of change), public health, and integration of cross-cutting approaches: gender, human rights, cultural diversity, inclusion, and environment, as well as quality standards: CHS, IASC, sectoral standards, Protection and Do No Harm, community-based, and/or sexual and reproductive health.
Requirements
• Languages: Spanish; English preferred.
• Computer skills: Proficiency in Microsoft Office and internet. Experience with Activity Info.

Experience
– More than 2 years of experience in similar positions
. – Experience in public health development and/or emergency projects, in areas such as primary health care, sexual and reproductive health, and mental and psychosocial health.
Demonstrable experience in the humanitarian field and with international donors.
– Experience in managing multidisciplinary teams and providing training.
– Demonstrable experience in identifying and formulating projects from the perspective of technical specifications, including tools such as the logical framework, theory of change, etc.
– Experience in coordinating with communities and local authorities.
– Experience in community health, gender equality, and interculturality.
– Positive attitude and spirit for teamwork, motivation, proactive and decisive approach, and analytical skills.

Compensation/Conditions:
Doctors of the World salary scales. Fixed-term contract.
