- Background
The Danish Refugee Council (DRC) is an international humanitarian organization implementing relief and development activities in more than 30 countries. DRC is a non-governmental, non-political, and non-religious organization and, in DRC, people’s right to a life with dignity is central to all that we do. DRC has been operating in Myanmar since 2009, responding to humanitarian needs of Internally Displaced Persons (IDPs) and conflict-affected populations by providing shelter, NFIs, Economic Recovery, humanitarian mine action and community assistance. The DRC programme is rooted in a strong protection outreach that includes protection monitoring, tailor-made assistance and programmatic integration through humanitarian mine action (HMA) including provision of Mine Risk Education (MRE) and Non-Technical Survey (NTS) in the most contaminated and conflict-prone areas of Myanmar.
- Objective and Scope of Audit
Danish Refugee Council wishes to engage the service of an audit firm for the Acquittal Reports, covering period start from 1st April 2020 to 31st Dec 2022 with the total approved budget amount AUD 9,000,000 and audit shall be conducted in accordance with International Standards on Auditing.
- Acquittal reports
The auditor shall issue acquittal reports. The reporting from the auditor shall include and independent Auditor’s report in accordance with requirement of International Standards on Auditing.
The Acquittal reports shall be followed with the below requirement.
(i) To be prepared by an Independent Auditor
(A) audited financial statements in accordance with the Applicable Auditing Procedures in respect of the Funds (separately and in the context of the Recipient’s overall financial position), which must include a definitive statement as to whether the financial information for the Activity represents the financial transactions fairly and is based on proper accounts and records; and
(B) where there are any qualifications or limitations on the audit, a letter to the Recipient, or a report providing an outline of the reasons for the qualifications or limitations and the remedial action recommended.
(ii) To be prepared by the CEO/CFO of the Recipient, a certificate:
(A) that all Funds were spent for the purpose of the Activity and in accordance with this Agreement and that the Recipient has complied with this Agreement; and
(B) the amount remaining in the account referred to in Clause 6.3 (Bank Account).
- Schedule of Audit
Auditor will conduct the audit field work and delivery report to Danish Refugee Council – Myanmar as per schedule below:

V. Acquittal audit deliverables
(A) Currency and language of the Acquittal audit report
The financial information contained in the Acquittal audit report of the auditor is to be expressed in the currency provided for in the contract. The Acquittal audit report of the auditor and all other documents resulting from the audit engagement must be prepared in English.
(B) Signature
The Acquittal audit report is to be signed by the leader of the audit team. The Acquittal reporting subject to audit shall be signed by a representative of the management of the partner.
