Job Summary
The objective of this position is to strengthen transparency, efficiency, and organizational accountability by establishing a sustainable culture of compliance within FAIRMED across all countries of operation. This is achieved through the continuous review of accounting, financial, and administrative processes, as well as through collaborative technical support including recommendations, training, and operational guidance.
- Identification and assessment of strategic and operational risks.
Supporting the Regional Administrative and Financial Officers (RAFs) and program coordinators in Central Africa and Asia, you will lead the risk mapping process to assess risk levels. This diagnostic mission will guide control priorities and ensure the secure management of FAIRMED’s country offices. - Capacity building, training, and a culture of compliance:
Based on identified risks, you will support teams in adopting internal rules and donor requirements. Through collaborative technical support (recommendations and training), you will implement the necessary internal control processes to embed a culture of transparency, efficiency, and accountability within administrative and financial structures. - Internal Audit and Continuous Remote Process Review:
To validate the effectiveness of the system, you will conduct internal audits through the continuous review of accounting, financial, and administrative aspects. You will ensure strict adherence to procedures and propose direct corrective measures to optimize compliance, control, and sound resource management.
Specific responsibilities and tasks
1. Strengthen compliance and internal control
- Map the risks (in the following areas: accounting and finance, purchasing, logistics, HR, legal) and measure the risk levels for each office
- Design and implement internal control processes and procedures, as well as associated tools.
- Identify and propose concrete risk reduction measures for each country office
- Train employees on risks, procedures and control processes.
- Supporting the RAFs in strengthening the capacity of teams in good financial and administrative management according to the needs expressed by the RAFs and/or identified during audits.
- To ensure, in collaboration with country coordination, continuous support for country teams for effective appropriation of tools and procedures, in particular financial, accounting, administrative.
Verify the implementation of recommendations and risk reduction measures (including those resulting from internal and external audits).
- Promote and disseminate good regional practices in management, compliance and capacity building, relating to NGOs.
Conducting internal audits remotely or in person (on-site or via consultation)
- Ensure, primarily remotely and on-site upon request/need, the systematic review and accuracy of financial and administrative data (sampling or other method).
- Identify shortcomings, errors and inconsistencies, and share them with RAFs and country coordinators for early corrections.
- Based on the systematic review, conduct internal audit missions and control of the accounts of country programs and offices.
- Write internal audit reports
- Support the preparation and conduct of external audits, and contribute to the reduction of observations.
- Upon request, conduct or support forensic audits in coordination with headquarters and country teams.
To provide technical support to country coordination:
- Support RAFs upon request in updating financial and administrative procedure manuals, ensuring their harmonization between countries.
- Monitor developments in the fiscal and regulatory environment and inform coordination teams (CCs, finance and administration) and program managers.
- To be the regional point of contact for the accounting software: to provide training, technical support and project data updates.
Candidate Profile
Diploma
- Master’s degree (2nd year) in Management Control, Finance or Auditing
Experience and technical skills
- Significant experience in financial, administrative, accounting, logistics and internal control management in an international NGO is a prerequisite.
- Risk Management (ERM): Ability to develop and update a risk map specific to the humanitarian/development sector (fraud, security, foreign exchange, compliance).
- NGO Finance and Accounting: Expertise in general accounting, budget management, multi-currency financial reporting, and application of OHADA accounting standards (SYCEBNL)
- Audit and Internal Control: Mastery of financial and operational audit methodologies (remote desk audits, compliance testing).
- Knowledge of Donors: In-depth expertise in the procedures and eligibility rules of major donors (SDC, EU, USAID, UN Agencies, Global Fund, etc.) is an asset.
- Experience in different NGOs and different countries is an asset.
