CONTEXT :

The countries of Benin, Burkina Faso, Mali, Niger, Senegal, Chad and Togo are part of the Sahel and West Africa Regional Directorate, they are engaged in a process of pooling resources, harmonizing practices and strengthening programmatic coherence.

The various countries of the SAO region present a wide diversity of contexts, ranging from institutional stability to protracted security crises. The region faces multiple challenges: insecurity, forced displacement, persistent poverty, fragile health and education systems, food insecurity, and the marked effects of climate change. These factors exacerbate the vulnerabilities of populations, particularly people with disabilities and marginalized groups.

In a phase of consolidation of the regionalization and decentralization of the Sahel & West Africa (SAO) zone, HI wishes to strengthen the anchoring of the HR function closer to the contexts, value national skills and strengthen the efficiency of its organizational model by nationalizing the position of Human Resources Manager – SAO.

To this end, HI is launching a recruitment drive for a Regional Human Resources Manager position in the SAO region, whose priorities will be as follows:

Ensure the consistency and performance of the regional HR model across regions, countries and shared services.

Harmonize and improve the reliability of HR practices in the 7 countries, ensuring quality, compliance and adaptation to contexts.

Continue organizational transformations and establish a regional dynamic for strengthening national skills.

Consolidate the maturity of HR teams and managers, by strengthening autonomy, collaboration and the quality of practices.

YOUR MISSION:

Reporting to the Regional Director, you will define and implement the HR aspects of the STRATOP strategy. You will be the primary contact for the HR operational centers at headquarters. You will ensure that HR activities comply with your budgetary framework and with HI’s HR guidelines. You will actively analyze the evolving context to identify risks and opportunities within your area of ​​responsibility.

Your main responsibilities are as follows:

Management

  • To embody HI’s values ​​on a daily basis, and is a role model.
  • Understand the strategy, articulate it, translate it into operational objectives for your team, and lead the necessary changes. Give meaning to every management action. Within this framework, foster the exchange of best practices between and within departments. Encourage innovation and risk-taking.
  • Organize the operational management of your team, structure the work around identified processes, manage performance, and facilitate problem-solving.
  • Contribute to the development of your employees, by creating the conditions to enable their engagement, professional development and attachment to HI.
  • Ensure compliance with the code of conduct of institutional policies, the mindset and the expected individual and collective behaviors.

Design of the HR component of the operational strategy and management of the related action plan

  • Draft, revise and implement the HR part of the management’s operational strategy in compliance with HI’s policies and mandate.
  • Translate the HR strategy into action plans for the entire Management team.
  • Advise the Regional/Country Director during major human resources reorganizations within the management team.
  • Produce, compile and analyze standard HR indicators for the management dashboard; if necessary, create specific HR KPIs.
  • To be in charge of the assessment, mitigation and treatment of budgetary, security and social impacts related to HR risks.
  • Manage HI’s external representation on HR matters and ensure the development of local partnerships necessary for the development of your area.

Deploys standards, contributes to HI’s Expertise and Accountability within its scope

  • Responsible for the deployment and quality monitoring of all HI HR policies, processes and tools. Responsible for drafting, updating and ensuring compliance with the Directorate’s HR framework documents (Specific Conditions of Engagement for International Staff, Conditions of Engagement for National Staff, Internal Regulations, disciplinary framework, etc.).
  • Supporting and monitoring your team in adapting and contextualizing HR frameworks
  • To be in charge of legal and regulatory monitoring and compliance with the legal framework across the entire scope.
  • To be responsible for the quality and compliance with audit, internal control and archiving procedures.

operational implementation

  • Managing the size and quality of the Directorate’s resources
  • Managing the Career Management and Skills Development programs for the Directorate
  • Coordinate and ensure the quality of the Directorate’s administrative management for all staff
  • Supporting your program managers in implementing HI’s HR policies
  • To ensure the maintenance of a positive work environment and compliance with HR regulations
  • Supporting the Regional/Country Director in the deployment of the HR component of the Code of Conduct and the PSEA, the Fraud and Corruption policy and other institutional policies

Emergency preparedness and response

  • Supporting the Regional/Country Director in the deployment of the HR component of the Code of Conduct and the PSEA, the Fraud and Corruption policy and other institutional policies

Your profile :

  • You have a minimum of 8 years of experience in human resources management, including multi-site or multi-country HR coordination or management roles.
  • You have proven experience in complex environments (multi-stakeholder, sensitive or rapidly evolving contexts), with an active role in change management and steering HR transformations (reorganization, harmonization of practices, evolution of organizational models).
  • Experience in international engineering is an asset, but backgrounds from the private sector, consulting, and international organizations are also valued.
  • You have a solid experience in supporting managers (HR Business Partnering), including strategic advice, managing sensitive situations and supporting decision-making.
  • You have strong expertise in recruitment, personnel administration, organizational design and skills development
  • You know how to lead and design training sessions, and how to prepare for and respond to emergencies.
  • You have excellent analytical, structuring and synthesis skills, with a strong solution orientation.
  • You have an excellent ability to collaborate in complex environments with significant human and organizational challenges. You know how to manage sensitive situations with diplomacy, confidentiality, and discernment.
  • Fluent spoken and written French; knowledge of English appreciated.

CONDITIONS :

National contract of 12 months ideally starting from June 1, 2026 (possibility of taking up the position no later than September 1, 2026);

Salary conditions: Based on HI’s salary scale in the country of the selected person.
